Thereby, to raise awareness and individual actions in performing public duties, first of all, the heads of Party committees, agencies, units, and localities must be truly close, proactive, and exemplary to create strong changes and widespread influence in implementation at Party committees, Party organizations, agencies, units, and localities.

The head strengthens the role and responsibility in directing the organization to perform assigned tasks; promotes administrative reform, application of information technology, digital transformation in agencies and units, associated with building and applying criteria and indicators to evaluate the effectiveness and quality of organization and operation of agencies and units.

Tighten discipline and administrative order, strictly implement the Prime Minister's direction in rectifying and enhancing responsibility for handling work associated with checking the current situation and tasks, solutions to rectify and overcome the situation of avoidance, shirking, working half-heartedly, and being afraid of responsibility and not daring to do it among cadres, civil servants and public employees of state administrative agencies.

The Provincial Public Service Inspection Team focuses on inspecting issues related to compliance with working hours and performance of public duties by cadres, civil servants and public employees in the province.

All levels promote decentralization and delegation of authority, linking authority with responsibility; encourage dynamism, creativity and promote the positivity and proactiveness of all levels and sectors in performing state management tasks and resolving administrative procedures for people and businesses.

Party committees, agencies and units review, revise, supplement and perfect working regulations, assign tasks; clearly define responsibilities, powers and working relationships between internal units and external agencies, between individuals and collectives in the direction of clear responsibilities, powers, people, work and easy inspection and supervision, ensuring no overlap, no omission of tasks, no violation of Party regulations, State laws and in accordance with practical situations.

Timely review, replace, and transfer to other jobs cadres, civil servants, and public employees who are weak in capacity, do not dare to do, avoid, push away, lack responsibility, delay, or do not meet the requirements of assigned work.
