Tighten discipline through increased inspection of public services

Kinhtedothi-Hanoi City has requested departments, branches and localities to tighten discipline, improve public ethics of cadres, civil servants, public employees and workers in accordance with the spirit of Directive 24-CT/TU; leaders and managers must be truly exemplary and take the lead in terms of responsibility...

According to the Hanoi People's Committee, implementing Directive 26/CT-TTg dated October 20, 2023 on rectifying and strengthening inspection, examination and supervision of public service activities; Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City" and the Plan of the City Party Committee to implement this Directive, from the beginning of 2024, the City People's Committee issued a plan, decided to establish and decided to consolidate the City Public Service Inspection Team.

The City's Public Service Inspection Team has issued documents to urge and guide implementation, namely: Official Dispatch 385/DKTCV dated February 5, 2024 on strengthening public service inspection in the city; Official Dispatch 1575/DKTCV dated May 9, 2024 on strengthening public service inspection in the implementation of Project 06; Official Dispatch 1860/DKTCV dated May 28, 2024 on strengthening public service inspection in the implementation of fire prevention, fire fighting and rescue work.

Hanoi City's public service inspection team conducts a surprise public service inspection at the "One-stop" department of Hanoi Department of Construction.

Specifically, in 2024, the City Public Service Inspection Team conducted 25 surprise inspections. Of which, inspections were conducted at 19 People's Committees of communes, wards and towns: Vinh Hung and Thinh Liet wards (Hoang Mai district); Khuong Thuong ward (Dong Da district); Pham Dinh Ho and Thanh Luong wards (Hai Ba Trung district); Phu Thuong, Quang An, Nhat Tan and Tu Lien wards (Tay Ho district); Bo De and Phuc Loi wards (Long Bien district); Hong Ha and Tan Lap communes, Phung town (Dan Phuong district); Thanh Da and Tam Hiep communes (Phuc Tho district); Van Tu commune, Phu Minh and Phu Xuyen towns (Phu Xuyen district).

At the same time, inspect 3 administrative agencies under the district (Department of Natural Resources and Environment of Hoang Mai district, Phuc Tho district and Construction Management Team of Tay Ho district); 3 units under the Department (Land Registration Office - Hoang Mai Branch, Thach That, Phuc Tho); inspect according to the direction of the Party Committee of the City People's Committee 1 time (inspection of public service for the Department of Planning and Investment and related units (Department of Natural Resources and Environment, Department of Finance, People's Committee of Tay Ho district, People's Committee of Bac Tu Liem district) according to the direction of the Party Committee of the City People's Committee on inspection and examination of public service of consulting and giving opinions on appraisal of dossiers requesting adjustment of the investment project of Nam Thang Long Urban Area and some contents related to functions, tasks, organization, staff arrangement, leadership, direction, management and operation of the Department of Planning and Investment).

The city has requested departments, branches and localities to tighten discipline, improve public ethics of cadres, civil servants, public employees (CBCCVC), and workers in accordance with the spirit of Directive 24-CT/TU; leaders and managers, especially heads, must be truly exemplary, leading in responsibility, professionalism, dedication to serving the people, saying what they do; daring to think, daring to do, daring to take responsibility, daring to face and overcome difficulties and challenges for the common work.

In 2024, Hanoi City requires departments, branches, and localities to tighten discipline, improve public ethics of cadres, civil servants, public employees, and workers in accordance with the spirit of Directive 24-CT/TU.

The city also directed to closely link the level of task completion of each agency and unit with the responsibility of the head for the performance of his/her unit; resolutely handle civil servants according to the level of violation (if any), promptly replace and transfer when they do not meet task requirements.

In addition, to carry out specialized inspection work, the Hanoi Department of Home Affairs has developed a plan to implement the City People's Committee's Plan on inspection in 2024. During the year, the City conducted a comprehensive specialized inspection of the organization of implementation of legal regulations on management and use of civil servants, public employees, commune-level civil servants, and contract workers for 3 district-level units (Me Linh, Chuong My, Dong Anh); specialized inspection of the organization of implementation of legal regulations on management and use of civil servants, public employees, and contract workers for 3 Department-level units (Planning and Investment, Industry and Trade, Finance).

Up to now, 3 direct inspections have been completed with 3 districts and inspection procedures are being implemented at 2 departments (Finance, Industry and Trade); proposed to reduce and not conduct an inspection in 2024 for the Department of Planning and Investment.  

In 2025, the City will strengthen public service inspections of agencies, units and fields under its management authority, focusing on inspecting the implementation of Project 06 and Directive 04/CT-TTg at agencies and units; inspecting, supervising, monitoring and urging the implementation of tasks by sector and field; resolving problems in handling administrative procedures, implementing ethics and communication culture in the performance of public duties by civil servants; developing and implementing codes of conduct, internal rules and working regulations of agencies and units.

At the same time, inspect the strict implementation of Directive 24-CT/TU of the City Party Committee on strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City; enhance the responsibility of leaders; promptly and strictly handle civil servants who violate discipline and responsibility for performing public duties. At the same time, strictly implement the provisions of the law on corruption prevention and control; promptly detect and handle acts of corruption according to the provisions of law.
