On the morning of December 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting for November 2023.
Attending the meeting were Politburo members, Party Central Committee Secretary, Party Central Committee member, Vice President Vo Thi Anh Xuan, Deputy Prime Ministers, Government members, leaders of ministries, ministerial-level agencies, Government agencies, comrade Dinh Van An - Assistant to the General Secretary, leaders of the Central Economic Committee, the Economic Committee, the Finance-Budget Committee of the National Assembly, and the National Assembly Office.
At the meeting, the Government focused on discussing: Socio-economic situation in November and 11 months of 2023, implementation of the socio-economic recovery and development program, allocation and disbursement of public investment capital, implementation of 3 national target programs, key tasks and solutions in the last month of 2023, draft resolution of the Government on key tasks and solutions to implement the socio-economic development plan and State budget estimate for 2024.
Resolute management with high responsibility, timely policy response
Reports and opinions at the meeting unanimously assessed that in terms of direction and administration, in November, the Government and the Prime Minister directed the implementation of resolutions and conclusions of the Central Committee, the Politburo, and the National Assembly and directed the implementation of key tasks and solutions, with a high sense of responsibility, determination, attentive listening, and timely policy responses.
Accordingly, coordinate with agencies to implement and concretize the resolutions and conclusions of the Central Committee, best prepare the contents for the 6th session of the National Assembly, ensure progress and quality, and contribute to the success of the session.
Along with that, focus on building and perfecting institutions and laws; organize a thematic Government meeting on law-making, give opinions and approve 3 proposals for law-making. The Government issued 7 normative documents (5 decrees and 2 normative decisions of the Prime Minister); 29 resolutions; the Prime Minister issued 8 telegrams urging the implementation of tasks in many fields, such as combating illegal, unreported and unregulated fishing, removing the EU's "yellow card"; auctioning the right to exploit minerals for common construction materials; managing and using electronic invoices; removing difficulties in land use targets; increasing access to credit capital, promoting the development of the corporate bond and real estate markets; responding to floods in the Central region; managing credit growth in the last months of 2023...

In total, in 11 months, the Government issued 78 decrees and 236 resolutions; the Prime Minister issued 29 legal decisions, 1,575 individual decisions and 28 directives.
The Government and the Prime Minister focus on directing the synchronous implementation of solutions to remove difficulties and obstacles, support people and businesses, restore and develop production and business by drastically implementing 3 strategic breakthroughs (infrastructure, institutions, human resources); reviewing and evaluating the effectiveness of implemented policies to continue implementing in 2024; including submitting to the National Assembly for approval the policy of reducing value-added tax in the first 6 months of 2024.
In 11 months, over VND172,000 billion in taxes, fees, and land use fees were exempted, reduced, or extended (of which about VND65,000 billion was exempted or reduced). The project to invest in 1 million social housing units and VND15,000 billion in loans for forestry and aquatic products was accelerated (by the end of October, banks had disbursed over VND9,000 billion in the forestry and aquatic product credit package, reaching 60%). The corporate bond market has changed positively, with the total issuance volume in 11 months reaching VND214,300 billion; the individual corporate bond trading floor has gradually become more effective, with the total transaction value reaching over VND107,440 billion.
The Government Standing Committee held an online conference, promoted the role of working groups, directed and urged the acceleration of public investment disbursement. The Prime Minister decided to approve and adjust investment policies for a number of important projects; established and consolidated a number of agencies and councils; approved a number of strategies, programs and other tasks...
The Prime Minister and Deputy Prime Ministers chaired and attended important conferences, directed the resolution of urgent issues, and promoted socio-economic development, such as meetings of the Government's Steering Committee for Administrative Reform, the Conference on Rapid and Sustainable Tourism Development, the National Conference on Strengthening Fire Prevention and Fighting, Meeting with Representatives of Outstanding Teachers on the occasion of Vietnam Teachers' Day (November 20), the Conference on Piloting a Special Mechanism for the Development of Ho Chi Minh City, the Conference on Urging the Disbursement of Public Investment Capital, etc.; visited, inspected, surveyed, and worked in localities; attended and gave directions at many other events.

Continued positive trend across many key areas
Regarding the socio-economic situation, the meeting unanimously assessed that thanks to the drastic participation and high determination of the entire political system, people and business community under the leadership of the Party, the socio-economic situation in November continued to have a positive trend, each month was better than the previous month, achieving the set general goals and many important results in all fields. In particular, the highlights are:
Firstly, the macro economy continues to be stable, inflation is controlled, growth is promoted, and major balances are ensured.
The average consumer price index (CPI) in 11 months increased by 3.22%. The monetary market and exchange rate were basically stable, the deposit and lending interest rates continued to decrease (an average decrease of about 2-3% compared to the end of 2023); the safety of the banking system was ensured.
State budget revenue for 11 months is estimated to reach 94.9% of the estimate, and is estimated to exceed the set target for the whole year because December usually has a high revenue proportion, creating additional capital for development investment.
Imports and exports continued to increase again. In November, exports increased by 6.7% over the same period (of which the domestic economic sector increased by 13.5%, much higher than the foreign-invested sector at 4.4%); imports increased by 5.1%; trade surplus was 1.28 billion USD. In the 11 months, exports reached 322.5 billion USD, down 5.9%; imports were 296.67 billion USD, down 10.7%; trade surplus was 25.83 billion USD (same period last year was 10.3 billion USD).
Energy security and food security are ensured, with nearly 7.4 million tons of rice exported in 11 months, with a turnover of nearly 4.16 billion USD, up 16.1% in volume and 35.1% in value over the same period. Despite the difficult situation, the balance between labor supply and demand is still basically guaranteed.
Second, industrial production recovered positively, continuing the trend of each month being better than the previous month. The index of industrial production (IIP) in November increased by 3% compared to October and by 5.8% compared to the same period last year; the total for 11 months increased by 1%. Of which, the processing and manufacturing industry increased by 6.3%; many key industrial areas continued to recover or maintain positive growth momentum.
Third, the agricultural sector has developed stably. The rice crop was good and the price was good; the winter-spring rice yield increased by 0.3 quintals/ha; the winter-spring rice harvest increased by 3.5%, the autumn-winter crop increased by 9.4%; the aquatic product output increased by 2.2%. Agricultural exports in 11 months reached 47.84 billion USD; of which vegetables and fruits reached over 5 billion USD, an increase of nearly 72%.
Fourth, the service sector continued to maintain a fairly good growth momentum; total retail sales of goods and consumer service revenue in November increased by 1.4% compared to October and by 10.1% compared to the same period last year (October increased by 7%); the total for 11 months increased by 9.6%. International visitors in November reached more than 1.2 million, up 10.9% compared to the previous month; the total for 11 months reached more than 11.2 million, 3.8 times higher than the same period last year.
Fifth, development investment continued to achieve positive results, continuing to be the driving force for economic growth. Registered and implemented FDI capital were both the highest since 2020. Total registered FDI capital in 11 months reached 28.85 billion USD, up 14.8% over the same period, of which newly registered FDI capital increased by 42.4%. Implemented FDI capital reached 20.25 billion USD, up 2.9% (10 months increased by 2.4%). Disbursement of public investment capital in 11 months is estimated at 65.1% of the plan, 6.8% higher than the same period (58.33%), the absolute number is nearly 123,000 billion VND higher.
Sixth, more active business development. In November, about 14,300 new businesses were registered, up 19.5% over the same period, with registered capital increasing by 47%. In total, in 11 months, over 201,500 businesses entered and re-entered the market, up 3.5% (10 months increased by 2.9%).
Seventh, planning work has been accelerated, 108/111 plans have completed the preparation, appraisal and approval. Continue to promote the digital economy, national digital transformation, implement Project 06, and provide online public services.
Eighth, the cultural and social fields are focused on, social targets are completed and basically completed according to plan. Proactively monitor and effectively control epidemics, especially infectious and seasonal diseases; focus on removing difficulties and obstacles in the supply of drugs, medical supplies and equipment. Party and State leaders attend the National Great Unity Day in localities, contributing to arousing national pride, patriotism, and the strength of national great unity.
Ninth, the socio-political situation is stable; national defense and security are maintained; social order and safety are basically guaranteed; and the fight against corruption and negativity is promoted.
Tenth, foreign affairs and international integration have been promoted, many high-level foreign affairs activities have been continuously successful, creating new opportunities for investment and trade, contributing to creating a peaceful and stable environment and favorable conditions for national development. International organizations continue to have quite positive assessments of Vietnam's economic growth prospects.

Strive to achieve the highest targets and goals in 2023
In his concluding remarks, basically agreeing with the reports and opinions at the meeting, Prime Minister Pham Minh Chinh emphasized that, in general, despite many difficulties and challenges from both outside and inside, we have strived to achieve the general goals set out, which are: Macroeconomic stability is maintained; inflation is controlled; growth is promoted; major balances of the economy are ensured; social security and people's lives are improved; socio-political stability; national defense and security are strengthened; foreign affairs and international integration are promoted; a peaceful and stable environment for national development is maintained, contributing to strengthening people's trust in the Party and State.
In addition to the achieved results, the Prime Minister pointed out that inflationary pressure is still high; access to credit and the real estate market are still difficult and entangled; some agencies, units and individuals are still afraid of work, shirking responsibility, and their determination and drasticness are not high...
Regarding lessons learned, the Prime Minister emphasized the need to grasp the practical situation, respond scientifically, promptly and effectively with policies; promote personal responsibility, dare to think, dare to speak, dare to do, dare to take responsibility, all for the benefit of the nation, the people, the interests of the people; close and effective coordination of agencies in the political system; listen receptively, make timely adjustments; combine internal and external strengths, domestic resources and support from international friends.
Regarding the key tasks and solutions for December and the coming time, the Prime Minister requested that it is necessary to first focus on organizing the synchronous, effective and comprehensive implementation of the resolutions and conclusions of the Central Committee; laws and resolutions on the socio-economic development plan, State budget estimates, public investment in 2024... approved by the National Assembly at the 6th session; resolutions and directions of the Government and the Prime Minister. Prepare well the draft Law on Land (amended), Law on Credit Institutions (amended) and resolutions to be submitted to the National Assembly for consideration at the upcoming extraordinary session.
Second, continue to resolutely implement the priority task of promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; strive to achieve the highest level of unachieved targets in the 2023 plan.
Effectively handle existing problems and obstacles to restore and develop stable, safe, healthy and sustainable markets, especially real estate trading floors, corporate bonds, securities, labor, science and technology..., ensuring publicity, transparency and promoting accountability.
Continue to implement proactive, flexible, timely and effective monetary policy; closely and synchronously coordinate with reasonable, focused and key expansionary fiscal policy and other policies.

Strengthen financial and budgetary discipline; strive to increase revenue while controlling expenditures and thoroughly saving budget expenditures. Regarding investment, focus on creating favorable conditions to attract and disburse investment resources from the whole society (private investment, foreign investment and public-private partnership); resolutely handle difficulties, actively support the acceleration of investment project implementation. Strengthen the promotion and attraction of large-scale, high-tech FDI projects.
Boost exports, especially agricultural, forestry and fishery products to large and potential markets. Provide timely information and support to businesses to meet new standards of partners. Strengthen traditional markets and accelerate negotiations and signing of the Vietnam-UAE Comprehensive Economic Partnership Agreement, FTAs with Brazil, the Southern Common Market (MERCOSUR)...; exploit the Halal market to expand new and potential export markets.
Regarding consumption, effectively exploit the domestic market at the end of the year and during the Lunar New Year. Promote the campaign "Vietnamese people prioritize using Vietnamese goods", trade promotion programs and activities, product promotion, connecting domestic supply and demand... Synchronously deploy solutions to promote attracting domestic and international tourists.
The Prime Minister paid special attention to promoting new growth drivers of the economy. In particular, strongly promoting 6 socio-economic regions according to the Resolution of the Politburo and the programs and plans of the Government; focusing on economic development in large cities to add momentum to growth. Seizing new opportunities from the shift in global and regional production, trade and investment supply chains, attracting investment, developing industries and fields of semiconductor chips, components, etc. Attracting green financial resources, preferential green credit to develop renewable energy, new hydrogen energy. Building and developing regional and international financial centers in Vietnam. Well organizing the 2023 Vietnam - Hau Giang International Rice Festival and domestic and foreign investment, trade and tourism promotion activities, ensuring substance and effectiveness.

The Prime Minister emphasized three issues: Strengthening regional, inter-regional and national connectivity; focusing on developing emerging fields, promoting startups, innovation, science and technology; consolidating and promoting traditional markets and exploiting new markets, especially in the Middle East.
Fourth, promote disbursement of public investment capital, recovery programs, 3 national target programs; speed up planning approval.
The detailed allocation of all remaining public investment capital in the 2023 plan must be completed before December 10, 2023. Resolutely disburse public investment capital; promptly handle difficulties and problems in the supply of construction materials, site clearance, and conversion of forest land use purposes... to speed up the progress of key, important national projects, highways, inter-regional projects, and coastal roads. Strive to achieve the target of disbursing at least 95% of the capital plan in 2023.
Urgently complete the preparation, appraisal and approval of plans; pay special attention to ensuring quality, speeding up the progress of plans for Ho Chi Minh City, Dong Nai, Binh Duong, Hanoi and 5 unissued regional plans; strive to basically approve the plans in 2023; quickly and effectively implement the issued plans.
Carry out procedures to transfer 13,796 billion VND of revenue increase, cut and save central budget expenditure in 2021 to arrange annual public investment estimates and plans for the Ministry of Transport and 8 localities to implement 3 important national projects. Urgently submit to the Government a Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of national target programs.
Fifth, focus on removing difficulties for production and business; promote the unblocking, mobilization and effective use of resources.
Continue to resolutely, comprehensively and synchronously implement policies and solutions on tax, fees, currency, trade, investment... that have been issued. Promptly submit to the Government for promulgation a decree on VAT reduction according to the National Assembly's Resolution.
Continue to review and improve legal regulations, promptly detect inadequacies, obstacles, and overlaps (clearly identify content, specific legal regulations, and handling authority) to amend, supplement, or propose to competent authorities to amend and supplement.
Complete the amendment of decrees and circulars to remove difficulties related to land, especially land valuation, and issue them in early December 2023 to remove difficulties and promote the implementation of real estate projects, creating momentum for market recovery.
Resolutely cut and simplify administrative procedures and business conditions; improve the quality of public services, continue to improve the business environment, and enhance competitiveness. Complete 3 expressway projects with a total length of 70 km (My Thuan 2 Bridge, My Thuan - Can Tho, Tuyen Quang - Phu Tho); complete the Project on investment policy for high-speed railway on the North-South axis and important national railway projects... Promote agricultural production, especially food and foodstuffs, develop agricultural processing industry and high-quality, high-value-added agricultural products; make good use of opportunities to export agricultural products, ensure national food security; resolutely remove bottlenecks and overcome the "yellow card" (IUU) of the fisheries sector.
Regarding services and tourism, strongly develop service industries with potential, advantages, and high-tech applications (transportation, logistics, education, healthcare, banking, etc.); have specific solutions to reduce transportation and logistics costs; promote tourism attraction, improve service quality, and promote tourism in key markets (China, Korea, India, UK, etc.).
Seventh, focus on cultural and social fields; do a good job of social security, ensure people's lives; protect the environment, prevent and combat natural disasters, and respond to climate change. Urgently complete and submit to competent authorities the national target program on cultural revival and development.
Eighth, promote the reorganization of the apparatus, streamline the payroll; strengthen the fight against corruption, negativity and waste.
