At the press conference, Ms. Ha Thi My Dung, Deputy State Auditor General and spokesperson of the State Audit, said that in recent times, the State Audit's auditing activities have contributed to enhancing the effectiveness and efficiency of the operation, management and use of public finance and public assets; making important contributions to the work of preventing and combating corruption, waste and practicing thrift.

In 2023, the State Audit Office has developed an audit plan that closely follows the major orientations of the Party and the State, hot issues of public concern, and high-risk issues in the management and use of public finance and public assets; closely following the State Audit Development Strategy for the 2021-2030 period, the State Audit Office has strengthened the audit of State budget settlement reports to serve the National Assembly and People's Councils at all levels in approving State budget settlements, audited specialized topics to serve supreme supervision activities and implemented the Resolutions of the National Assembly and the National Assembly Standing Committee.

Accordingly, in 2023, the State Audit Office successfully conducted 135 audit tasks with 174 audit teams and issued 248 audit reports; including auditing budget settlement reports at 25 ministries, central agencies and 52 localities; performing 33 thematic audit tasks and operational audits, accounting for 26% of the total number of audit tasks in accordance with the roadmap for implementing the goals of the State Audit Development Strategy to 2030; with a number of key audits, with the scope of auditing many ministries, branches and localities.

Responding to the question of how many audited cases are transferred to the investigation agency, Ms. Dung said that if the audit results detect issues related to signs of crime, recommendations will be made or transferred to the investigation agency for investigation, consideration and handling.

According to Ms. Dung, through auditing activities, hundreds of audit reports have been provided annually to the National Assembly, the Inspection Committee, and investigation agencies for review, processing, and serving the investigation, inspection, and supervision work.

“In the past time, the State Audit has transferred 40 cases with signs of law violations to investigation agencies at all levels. In the 40 cases, the State Audit has received active cooperation from investigation agencies and competent authorities. As a result, out of the 40 cases, the investigation agencies have so far handled and resolved 35 cases. Of those 35 cases, 14 cases have been prosecuted for investigation and handling, and 21 cases are under investigation, awaiting appraisal results,” said Ms. Dung.

Ms. Dung also shared that the appraisal work takes time, so we are waiting for the appraisal results, and there are also contents that need to be further verified in the coming time. There are also some contents in the cases that have not been prosecuted, because the violations have been handled.

Ms. Dung also affirmed that coordination between investigation agencies and the State Audit Office on cases with signs of violations is not difficult.

However, according to Ms. Dung, it is very difficult to immediately resolve the cases because some cases require time to investigate and verify. To protect the rights of all parties, it is not possible to completely resolve the cases. In the coming time, there will also be documents for closer coordination.

According to Ms. Dung, in 2023, the State Audit Office issued an audit process for cases with signs of corruption. This is a very important document and during the audit process, if a case is found to have signs of corruption or signs of law violations, there will be a separate audit process.
