At the Government press conference on the afternoon of December 7, Chief of Office of the Ministry of Home Affairs Vu Dang Minh said that the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs have agreed on a plan for arrangement and streamlining, and are preparing to submit it for comments for implementation.
Ministries are working day and night to develop a plan.
On the afternoon of December 7, at the regular Government press conference, reporters asked questions about the policy and direction for handling the streamlined regime and staff reduction when rearranging ministries and branches.
Responding, Chief of Office of the Ministry of Home Affairs Vu Dang Minh said that, implementing the direction of General Secretary To Lam and the direction of the Central Committee, the Government Steering Committee assigned the Ministry of Home Affairs to research and develop a strong and outstanding policy mechanism to serve as a basis for streamlining the civil servant staff.

According to Mr. Minh, this is a sensitive, complicated issue that has a great impact on society and requires quick action, so the Ministry of Home Affairs is drafting this decree. The Ministry is currently urgently assessing the multi-dimensional and thorough impacts to ensure the feasibility of the policy.
That is, there is still a mechanism to handle civil servants in the apparatus who wish and need to transfer to another area, not within a state agency.
However, there must be a mechanism to "retain" talented people, thereby ensuring the principle of building a truly talented civil service system, attracting talented people from within the country and internationally to do public service.
Therefore, the policy must raise fundamental issues, correctly assess the impact, and from there have a political and legal basis for implementing the arrangement.
The Chief of Office of the Ministry of Home Affairs affirmed that the policy issuance mechanism will be streamlined. First, the Ministry of Home Affairs will draft and seek opinions from the Government Party Committee and the Government Steering Committee on streamlining and reorganizing the apparatus.
After receiving comments, the Ministry will submit and ask for comments from the Central Committee and the Politburo. When there is a legal basis, the Ministry will continue to submit to the Government for consideration and approval, according to a shortened mechanism for immediate implementation.
For more information, Mr. Minh said that the Ministry of Home Affairs is working day and night with other ministries and branches to develop arrangement plans in the spirit of "running and queuing at the same time".
"Yesterday, the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs agreed on the plan. They will submit it for comments and carry out the arrangement plan once it is approved," Mr. Minh shared.
From asset statistics and team statistics, we will develop an arrangement plan that can be implemented immediately.
Have a policy to retain talent
In particular, according to Mr. Minh, the arrangement of people and direction must have a truly outstanding and strong enough policy to ensure the goal of both streamlining and improving the quality of the team, while ensuring the stability of the apparatus for development.
At the same time, the Chief of Office of the Ministry of Home Affairs said that it is necessary to pay attention to the legitimate aspirations of civil servants and public employees.
"The spirit is to have an open policy, accordingly, calculating the priority of arranging and using people with outstanding qualifications, qualities, and abilities, people with experience, seniority, professional reputation, professional knowledge, knowledge of the industry and special, specific fields to retain talent," said Mr. Minh.
Mr. Minh also shared that the process of streamlining and arranging must ensure the principle of consensus between the two parties. That is, ministries and civil servants who want to take leave under this policy must have the desire and consensus of the head of the agency or unit.
"In reality, there are cases where people are qualified and capable, but they see that their remaining working time is short, they may find the financial benefits of early retirement more beneficial and attractive, so they can resign and go out to do many other jobs. Therefore, it is necessary to calculate fundamentally and methodically, and set goals to streamline the apparatus, restructure and improve the quality of the staff and civil servants," according to the Chief of Office of the Ministry of Home Affairs.
After implementing the policy, there must be a team of cadres, civil servants and public employees who are truly qualified, have the qualities and abilities to match the tasks and meet the requirements of the new apparatus.
The Ministry of Home Affairs always accompanies ministries and branches in implementing arrangements to submit plans to competent authorities for consideration from now until the end of December 2024 and consider other tasks in the first quarter of 2025.
After the project was approved, Mr. Minh once again affirmed that there is still a lot of work to be done related to headquarters, people, and restructuring of the industry to ensure that it does not affect socio-economic development and ensure a smooth, synchronous and effective administrative system.
