On April 3, the Vietnamese Ministry of Foreign Affairs issued a special statement stating: To express condolences to comrade Khamtay Siphandone and based on the special relationship between Vietnam and Laos, the Central Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam and the Central Committee of the Vietnam Fatherland Front decided to mourn comrade Khamtay Siphandone according to the National Mourning protocol for 2 days, from April 4 to 5, 2025.

During this time, agencies and offices nationwide and Vietnamese representative agencies abroad must fly flags at half-mast and wear mourning bands as prescribed; no public entertainment activities are organized.

For this reason, the Ho Chi Minh City Television Cup 2025 will not be held on April 4 and 5. According to the original plan, the second stage will take place on April 4 from Tan Trao (Tuyen Quang) to the capital Hanoi with an estimated route of 120km. On April 5, the race will take place around Hoan Kiem Lake.

Without organizing any competitions, the delegations still gathered at the Tan Trao National Special Relic Site on the morning of April 4 to offer incense and pay tribute to President Ho Chi Minh, national heroes and former Party Chairman and former President of the Lao PDR Khamtay Siphandone. Afterwards, the whole delegation moved to Hanoi.

According to information received by Tuoi Tre reporters, the tournament organizers are asking the provinces to change the schedule. Accordingly, the race around Hoan Kiem Lake is scheduled to take place on April 6; the Hanoi - Thanh Hoa race on April 7; the Thanh Hoa - Vinh race on April 8; the Cua Lo race on April 9; and the Vinh - Dong Hoi race on April 10. The schedule of the next races is as originally planned.
