The achievements of the Self-Management Team on Security and Order in An Thien Village (Tam An Commune, Phu Ninh) have been increasingly enhanced over nearly 20 years of establishment. With the motto of "voluntary, self-aware, self-management, self-defense and self-protection", the Self-Management Team participates in night patrols with the commune police force; coordinates well in mass mobilization, propaganda, and provides information about the plots and methods of various types of crimes to the people in the village.
In addition to the task of being ready to coordinate in suppressing crime and ensuring security and order, the self-management team is also a special shock force of the village during each rainy and stormy season.
Members of the group helped people reinforce their houses, evacuate to safe places, rescue, and provide food and drinking water to families isolated by floodwaters. From the effectiveness of the Self-Management Team for Security and Order in An Thien village, this model has been replicated in 4 villages in the commune.
According to Mr. Bui Thanh Tho - Secretary of the An Thien village Party Cell, the An Thien village security and order self-management team was established in 2005, after the Party Cell discussed and agreed to issue a specialized Resolution on building a "Skilled Civil Affairs" model associated with ensuring security and order in the village.
To date, the self-management group has 45 members aged 30-60; of which 8 are party members currently active in the Party cell. Every month, the Party cell includes the assessment of the self-management group's performance in its regular meetings.
“The effectiveness of the self-management team contributes to the implementation of criterion number 9 in building a model new rural village. The Party cell of An Thien village has discovered, mentored, and introduced outstanding members of the self-management team to join the Party,” Mr. Tho shared.
The “Skillful Mass Mobilization” movement and the “Self-management” model are also bright spots in mass mobilization work in Tam Ky City, with the maintenance of about 300 models in almost all fields; all are associated with the political tasks of each agency and unit, meeting practical requirements.
Tam Ky City Party Secretary Nguyen Thi Thu Lan shared that there are many models that have just appeared and have been highly appreciated by the people because they originated from practical requirements and were proposed by the people themselves and jointly implemented.
One of them is the "5 in 1" Self-Management Team in Tam Thang commune (ensuring security and order, fire prevention and fighting, disease prevention, natural disaster prevention, and community reintegration support) first launched in Kim Doi village in March 2022.
By the end of the year, the model had spread to 8/8 villages of the commune and expanded to 100% of villages of Tam Phu and Tam Thanh communes by 2023. "This is a typical model of Quang Nam province at the present time.
Tam Ky City also received a Certificate of Merit from the People's Committee of Quang Nam Province for 10 years of implementing the "Two-maintaining security and order" movement (2013 - 2023). The city's government's mass mobilization work in particular and its mass mobilization work in general have ranked first in the province in the past 3 years (2020 - 2023)" - Ms. Lan said.
Create a ripple effect, strengthen trust
For Quang Nam, implementing the emulation movement "Skillful Mass Mobilization" in the period of 2009 - 2024, the construction of models was widely deployed in all fields, attracting a large number of cadres, party members, union members, association members and people from all walks of life to actively respond and participate. As a result, the whole province has built 6,540 "Skillful Mass Mobilization" models in all fields.
In building the political system, the Provincial Party Committee's Mass Mobilization Commission said that the province has built 564 models. The models in this field focus on proposing solutions to build a close relationship between the Party, the State and the people.
At the same time, promote administrative reform, especially administrative procedure reform; build public ethics, innovate public reception work, dialogue, and resolve urgent and complicated issues among the people...
Since then, many good and effective models have emerged, creating people's trust in the Party and the State. Typical examples include the model of "Party members in charge of households in border areas" of the Provincial Border Guard Command; "Friday activities among the people" of the Farmers' Association of Tien Phuoc district; "Saturday listening to people speak" in Binh Minh commune (Thang Binh); "Friendly government offices serving the people" in Hiep Duc district...
The cultural and social sector has built the most “Skillful Mass Mobilization” models, with 3,391 models evaluated and recognized. The models built in this sector are all associated with the implementation of patriotic emulation movements and campaigns launched by all levels and sectors.
The focus is on the campaign "All people unite to build new rural areas and civilized urban areas" attracting many components and ages to participate, having high socialization, positive social effects, arousing the spirit of mutual love and responsibility of the community, promoting the strength of national solidarity, building a civilized lifestyle among all classes of people.
Head of the Provincial Party Committee's Mass Mobilization Commission Huynh Thi Thuy Dung assessed that the emulation movement "Skilled Mass Mobilization" has been led, directed, and implemented by Party committees at all levels, Party organizations, authorities, the Fatherland Front, and socio-political organizations with many positive results.
Many good models and creative approaches, originating from practice, have brought about practical results, attracting cadres, party members, union members, association members and people from all walks of life to respond and participate. From there, they create positive social effects, gradually entering life and spreading in the community...
According to the Provincial Party Committee's Mass Mobilization Commission, the work of summarizing, summarizing, praising and rewarding typical models of "Skilled Mass Mobilization" has been led and directed by Party committees at all levels. Party committees at all levels have organized 793 conferences summarizing the emulation movement of "Skilled Mass Mobilization" with mass mobilization work; praising and rewarding 1,360 models. Of which, the Provincial Party Committee's Standing Committee organized 2 summarizing sessions (5 years, 15 years); the Provincial Party Committee's Mass Mobilization Commission organized 2 summarizing sessions (2 years, 10 years) and commended and rewarded 185 typical models and examples of "Skilled Mass Mobilization".
