
Focus on human resource development training
Adhering to the Party's guidelines and policies and the State's laws on human resource development, especially high-quality human resources, Ha Giang province has focused on developing and implementing human resource development plans in line with reality. At the same time, it has strengthened the responsibilities of sectors and levels in supporting vocational training, mobilizing resources to create more new jobs for workers. Thereby, contributing to improving labor productivity, meeting the requirements of local socio-economic development.
In addition to implementing documents issued by the Central Government, the Provincial Party Committee, People's Council and People's Committee have proactively issued resolutions, projects and plans under their authority on the development and use of human resources and high-quality human resources to serve the requirements of local socio-economic development in the period of 2021 - 2024. Thereby, the work of training, fostering, developing and improving the quality of human resources in the province has had many positive changes in recent times; the level of political theory has been gradually standardized; professional knowledge and skills have been constantly improved, contributing to building a team of cadres, civil servants and public employees of the province with adequate political qualities, ethics and capacity, scientific and effective working style, meeting the requirements of assigned tasks.
In the period of 2021 - 2024, Ha Giang province has trained and fostered 74,584 people. Of which, training in professional qualifications: 3,256 people; training in political theory: 7,125 people; training in civil servant ranks: 1,315 people; training in professional titles of public employees: 9,568 people; training in leadership and management skills at all levels: 1,544 people; training in knowledge and skills according to job positions: 47,383 people; training in People's Council delegates: 4,393 people.
Along with that, the work of reviewing, arranging and perfecting the organizational apparatus has been strictly implemented, drastically reducing focal points, reducing intermediate levels, streamlining the apparatus associated with reviewing and perfecting the functions and tasks of agencies, gradually overcoming overlapping or missing tasks. Streamlining the payroll according to the roadmap, for the right subjects associated with improving the quality of cadres, civil servants and public employees in accordance with job positions. Currently, the team of cadres, civil servants and public employees of Ha Giang province is 28,229 people who ensure the standards and conditions of the titles, positions and job positions they hold, and have received basic training in expertise and profession. Building a synchronous policy system for human resource development
Ha Giang is a border province with a large population of ethnic minorities with low awareness. Therefore, the province has focused on developing human resources with general education, university education and vocational education. Up to now, there are a total of 40 schools with high school level in the province. The total number of high school graduates from 2021 to present is 20,821 people. The implementation of the recruitment work has also brought many benefits to ethnic minorities, especially in remote areas; many families in difficult circumstances have reduced the burden of raising their children to attend university.
However, the implementation process still has some limitations and challenges that need to be overcome to better meet the needs of socio-economic development. Specifically, the quality of vocational training in the province is still low and there is a lack of good experts in key sectors such as planning, architecture, urban management, public administration, tourism, education, industry, agriculture, science and information technology. Investment resources for training, fostering and improving the quality of human resources are still limited, not meeting the actual requirements of the province in developing high-quality human resources. Currently, the province does not have a project, plan, or development of high-quality human resources; the policy mechanism to attract high-quality human resources is not effective...
Through supervision, the Ha Giang Provincial National Assembly Delegation recommended that the National Assembly should amend and promulgate new laws and resolutions to build a synchronous policy system to help develop and use high-quality human resources, such as: considering comprehensively amending and supplementing the 2014 Law on Vocational Education and promptly reviewing, amending and supplementing the Law on Civil Servants to ensure that it is consistent with reality, with appropriate policies, remuneration and incentives to attract and retain high-quality human resources.
In addition, the Government needs to issue strong incentive policies for high-quality human resources, including salary, welfare and tax support mechanisms for experts, lecturers and researchers. Along with that, the salary mechanism needs to be linked to job position, capacity and level of contribution, instead of being based solely on seniority, helping to motivate work, attract and retain talent. On the other hand, the People's Committee of Ha Giang province needs to study and develop a comprehensive program/project on human resource development, high-quality human resources of the province to meet the requirements of socio-economic development according to the provincial planning. Identify specific solutions and policies under local authority, advise the Provincial Party Committee on policies, the Provincial People's Council issues resolutions as a basis for implementation.
