While carrying out a road surface repair project using cold in-situ regeneration technology, the contractor and related units were misunderstood by the people, and a clip was posted on social media, causing a stir in public opinion.


The posted information is not correct.

In recent days, a clip has appeared on social media recording images of a group of workers constructing and repairing the road surface, believed to be on Provincial Road 226, passing through Hoa Tham Commune, Binh Gia District, Lang Son Province.

It is worth mentioning that, according to the clip owner, they were surprised to see workers pouring cement from bags onto the road and mixing it with red soil in a certain ratio.

"I don't know which department is in charge, the road has been built, a lot of machinery is gathered. Cement is stacked on both sides and mixed with red soil. It's raining, there's a lot of mud, but the cement is poured out and mixed with gravel and red soil, about 1 kilometer long. I don't know which country's technology this is or if it's only in Vietnam... It looks terrible...", the person filming the clip said in the posted video.

As soon as it was posted, the above clip was shared by a number of forums and Facebook groups with many mixed comments, making many people curious about the technical construction plan for the above road section.

It is known that the above clip was made by a resident in Na Pan village, Hoa Tham commune, Binh Gia district, Lang Son province.

Speaking to Giao thong Newspaper reporters at the scene, Mr. Vi Truong, Commander of the above construction project, said that this is a project to repair damaged foundation, road surface and drainage system at Km30+600-Km33+00; Km42+550-Km44+180, DT231, invested by the Department of Transport of Lang Son province, constructed by Huyen Manh One Member Co., Ltd.

Construction started on January 1 and is expected to be completed before May 1.

The project has a total investment of 8 billion VND, implemented by the method of scraping and cold recycling of the road surface on a scale based on the current status of Provincial Road 231, which has a 3.5m wide asphalt surface; repairs are carried out by the method of scraping and cold recycling in place with 4% cement reinforcement material, the depth of the structure after completion is 20cm.

Maintenance irrigation with CSS-1 slow-release emulsion standard 0.8kg/m2; then hot asphalt 3 layers, standard 4.5kg/m2. Some curved sections widen the road surface to 5.5m; add and reinforce drainage ditches in some sections through residential areas, add traffic safety system...

In fact, after spreading cement, the contractor used specialized machinery to cold recycle the road surface.

"We are still constructing according to the design requirements and technical standards TCVN 13150-1:2020. However, people do not understand and film clips with many inaccurate contents such as saying that we are constructing on Provincial Road 226 (in fact, it is Provincial Road 231-PV). Each day, the unit can only construct a maximum of about 200m of road surface, but the person filming the clip said that the construction and cement spreading were about 1km, which is not accurate. Moreover, at the time of construction and filming the clip, there was no rain, but this person said that it was raining, the road surface was muddy... causing frustration for the construction teams," said Mr. Vi Truong.

The leader of Huyen Manh LLC also said: As soon as we got information about the above clip, the company discussed and asked the authorities to investigate and rectify it. Up to now, the person who filmed and posted the above clip has realized his mistake and removed the above untrue clip.

The inspection results show that the construction unit is technically correct and meets the required quality.

Construction according to design and technique

Directly inspecting the site, engineer Bui Ngoc Quynh, leader of the Maintenance Department, Traffic Construction and Maintenance Management Board, Lang Son Department of Transport, affirmed: The construction unit is implementing the correct design, techniques and construction methods according to regulations. After spreading cement on the road surface at a ratio of 4%, the road surface will be scraped and regenerated cold on site. This is a method of constructing old road surfaces, repairing damage using Japanese technology, which has been implemented by Lang Son Department of Transport for many years with high efficiency.

"This construction method is very superior, it is the lowest cost construction method currently when maintaining roads. Accordingly, all old materials on the road surface are reused without the need for addition; still maintaining the foundation, road surface, limiting the impact on the environment and people. Currently, Lang Son has about 100km of provincial roads built using this construction method, many sections have been built for more than 5 years but the road surface quality is still guaranteed, no need for repair or maintenance", engineer Bui Ngoc Quynh informed.

Some sections on Provincial Road 226 have been constructed and repaired by Huyen Manh One Member Co., Ltd. using the cold regeneration method since 2020 and are still in effective use, without any damage or deterioration.

According to the reporter's records at the above project and some projects that have been implemented using this method in previous years, after the cement was spread evenly, the road surface was plowed, mixed and compacted by specialized machines to create a flat, solid, waterproof ground. After that, the road surface was paved with asphalt, returning a smooth, quality-assured asphalt concrete surface that meets traffic needs.

The leader of Hoa Tham Commune Police also said: Immediately after learning about the above incident, the unit checked and worked with the people who posted the above clip. After being explained the road construction process, this person apologized to the construction unit and asked to remove the above misleading post.
