At the Industrial Park Forum 2023 with the theme "Towards green growth" organized by Investor Magazine on November 16 in Ho Chi Minh City, Ms. Vuong Thi Minh Hieu, Deputy Director of the Department of Economic Zones Management - Ministry of Planning and Investment, admitted that industrial park investors still face many difficulties in administrative procedures.

Abolishing regulations on establishing, adjusting, supplementing, and approving industrial park and economic zone (EZ) development plans and replacing them with regulations on construction directions and development plans for the industrial park and EZ system in regional and provincial planning to ensure consistency with legal regulations on planning..." - Ms. Hieu said.

Therefore, the management agency needs to propose mechanisms and policies to encourage enterprises to form industrial symbiotic links, and limit the emergence of administrative procedures that hinder enterprises from forming links.

Capital to support technological innovation is very limited, procedures are complicated, and do not really create motivation for businesses to change production technology.

Green finance funds have suspended loans to support technological innovation or tightened policies and lending targets. The lack of green finance sources will be a barrier for businesses wanting to innovate production lines.

Economist - Dr. Can Van Luc recommends perfecting the institution in the direction of amending laws related to real estate... on time and with quality. Decrees and guiding circulars need to be issued promptly to create a legal basis for competent agencies to implement; it is necessary to regulate the classification of real estate segments to have appropriate capital, financial and management policies for segments associated with production such as industrial park real estate; consider upgrading the legal framework for the industrial park real estate sector.

In addition, it is necessary to specify the responsibilities of relevant parties, especially promptly resolving existing problems in the financial market, diversifying and perfecting the real estate financial market to increase access to capital for the real estate sector in general and industrial park real estate in particular.

For industrial park investors, it is necessary to actively promote the diversification of capital sources, towards more transparency, professionalism and attention to risk management, better meeting environmental and safety requirements...; build, upgrade and improve centralized wastewater treatment systems, solid waste collection, waste treatment and incineration systems for power generation... to anticipate the trend of green growth, digital transformation, green and ecological industrial parks.
