The investment plan for the Quy Nhon - Pleiku expressway worth 38,917 billion VND is gradually becoming clearer.
The Quy Nhon - Pleiku expressway construction investment project is proposed to be fully invested according to the approved planning with a scale of 4 lanes, roadbed width of 24.75 m, design speed of 100 km/h.

Project Management Board 2 has just submitted to the Ministry of Construction for review and appraisal of the Pre-Feasibility Study Report of the Quy Nhon - Pleiku Expressway Construction Investment Project.
According to the proposal, the Quy Nhon – Pleiku Expressway Construction Investment Project has its starting point at National Highway 19B (approximately Km39+200) in Nhon My Commune, An Nhon Town, Binh Dinh Province; its end point intersects with Ho Chi Minh Road (National Highway 14) in Pleiku City, Gia Lai Province.
The total length of the Project is about 123 km, of which the section passing through Binh Dinh province is about 37.4 km, and the section passing through Gia Lai province is about 85.6 km. The route passes through An Nhon town and Tay Son district of Binh Dinh province; An Khe town, Dak Po district, Mang Yang district, Dak Doa district and Pleiku city of Gia Lai province.
Project Management Board 2 proposed to complete the investment according to the approved planning with a scale of 4 lanes, roadbed width of 24.75 m, design speed of 100 km/h.
For the section through An Khe Pass (about 20 km) and Mang Yang Pass (about 20 km), due to the rugged mountainous terrain, steep slopes, many streams and streams crossing, and a large difference in elevation before and after the pass from East to West, there will be a scale of 4 lanes, with a design speed of 80 km/h.
Project Management Board 2 proposed to carry out site clearance for the Project with a scale of 4 lanes completed according to the approved planning.
The clearance area is determined according to the provisions of the 2024 Road Law and Decree No. 165/2024/ND-CP, specifically from the outer edge of the slope foot with a distance of 3m for sections without a collector road and 1m for sections with a collector road.
The total land area occupied by the Project is approximately 942.15 ha, of which 2-crop rice land is approximately 149.73 ha; other agricultural land is approximately 8.61 ha; residential land is approximately 19.15 ha; perennial crop land is approximately 228.37 ha; production forest land is approximately 153.74 ha; protective forest land is approximately 171.14 ha; other types of land are approximately 221.41 ha. The estimated number of households affected by the Project is 3,013 households, the number of resettled households is 3,013 households.
At the Quy Nhon - Pleiku Expressway Construction Investment Project, the area of occupied forest land (protection forest and production forest) that needs to be converted for use purposes is about 324.88 ha, of which Binh Dinh province is about 188.92 ha (protection forest 105.8 ha; production forest 83.12 ha); Gia Lai province is about 135.96 ha (protection forest 65.34 ha; production forest 70.62 ha).
The preliminary cost of compensation, support and resettlement of the Project is about 4,659.6 billion VND (including contingency).
It is expected that the site clearance work will be divided into Gia Lai and Binh Dinh provinces and assigned to the two provinces as investors for implementation.
Based on the volume calculated according to the preliminary design; the system of norms, construction unit prices, related policies and regimes; the investment rate announced by the Ministry of Construction and referring to the investment rates of similar projects in the region, Project Management Board 2 preliminarily determined the total investment of about 38,917 billion VND.
The above plan has been compared with the straight route plan (including 1 tunnel about 2 km long) with a total investment of about 45,087.75 billion VND.
The project proposes to use state budget capital from the increased state budget revenue in 2024; budget capital from Binh Dinh and Gia Lai provinces; medium-term public investment capital for the period 2026-2030. It is expected that in 2025, the project will need to allocate about 1,800 billion VND; in the period 2026-2030, the capital demand will be about 37,117 billion VND.
Based on the direction of the Prime Minister, Project Management Board 2 plans to implement the main steps of the Project as follows: submit to the National Assembly for approval of the investment policy in April 2025; approve the Feasibility Study Report and technical design in 2025; carry out site clearance from the third quarter of 2025; start construction in 2025, complete and put into operation in 2029.
The Quy Nhon - Pleiku expressway, part of the East - West corridor, plays a particularly important role in the socio-economic development strategy and in ensuring national defense and security in the Central Highlands and the Central Coast region.
This is also the route connecting international border gates, large urban areas and seaports; connecting the Central Highlands with the South Central Coast region; connecting with Southern Laos and Northeastern Cambodia and is the gateway to the sea of the Cambodia - Laos - Vietnam development triangle.
