United, proactive and determined
“Solidarity, proactiveness and decisiveness in the face of urgent issues” is one of the conclusions of Associate Professor, Dr. Ngo Van Minh (Ho Chi Minh National Academy of Politics Region III) about Quang Nam’s personality, in his speech sent to the scientific conference on Quang Nam culture and people, held on October 7, 2024.
A conference is perhaps "timely", considering the requirements of practice and preparation for a new journey, with Quang Nam.
“Remove the fuse”…
In recent months, there have been no more groups of people (at least ten people, at most several dozen) regularly coming to the provincial Citizen Reception Office to dialogue, make recommendations, and express their frustrations to leaders at all levels about the persistent problems in projects belonging to Bach Dat An Company.
It should also be mentioned that, in relation to this incident, over the past 5 years, the provincial leadership alone has had to meet with the people more than 200 times; at one point, a crowd of more than 100 people gathered in front of the provincial People's Committee headquarters to put pressure on the government. Some newspapers even considered this the "largest", most complicated, and most "famous" lawsuit related to real estate projects in the entire Central region.
The Bach Dat An case has not been completely resolved; people are still waiting. However, the way for the basic blockages to be cleared has been opened and in fact, projects have started again.

Not only the above incident, but many other projects, both public and private investment, that had been "inactive" for a long time, causing frustration and skepticism in public opinion, have also found a way out.
For example, the project to expand, upgrade and renovate the landscape of the Huynh Thuc Khang Memorial House, after the inspection by Provincial Party Secretary Luong Nguyen Minh Triet at the beginning of the year, has been set a definite completion date, although Quang Nam had to accept an additional 25 billion VND from the provincial budget, instead of the central capital cut because the construction progress was too slow. Or the Co Co River mega-project, which was once subject to a policy of temporary "technical suspension", has now been revived...
"No turning back"
Mr. Nguyen Nhu Cong - Chief of Office of the Provincial People's Committee, who regularly "serves" the activities of the Central Inspection Commission's Inspection Delegation working in Quang Nam in 2023, once shared that despite the hardship, he was "convinced" by the working style, attitude and conclusions of the Delegation.
“They handled the issue very thoroughly, thoughtfully, convincingly and also very humanely. If I am wrong, I have to admit it. But I must say, this inspection is very helpful for the cadres and civil servants of the province,” Mr. Cong expressed.
Perhaps, also from the convincing conclusion of the Central Committee and with the serious and receptive spirit in complying with the Party's discipline, Quang Nam took 6 months to implement the conclusions and requirements of the Central Inspection Commission. More than 120 cadres, party members and dozens of party organizations all conducted the review process and handled violations according to regulations.
“It is very hard, tiring, and time-consuming. We work day and night; we cannot do it perfunctorily or perfunctorily because the issue is sensitive and affects each organization and each individual. The most gratifying thing is that during the meetings, everyone is open-minded, ready to admit mistakes, and accept discipline without being evasive or evasive. The fact that the Central Inspection Commission has accepted the report on the results of the province's review and disciplinary action is an affirmation of the very serious spirit and attitude of Quang Nam under the direction of the Provincial Party Committee Standing Committee,” informed Mr. Nguyen Quang Khanh, Permanent Deputy Head of the Provincial Party Committee's Inspection Commission.
However, the "reverse impact" during and after the inspection by the Central Inspection Commission and many other inspection teams "rushed" to Quang Nam last year is undeniable. The mentality of "fear of mistakes, fear of responsibility" leading to a state of working slowly, pushing, avoiding, and avoiding conflicts among a number of cadres, civil servants, and public employees at all levels has never been frankly identified and dissected in many forums and working sessions of Quang Nam provincial leaders in recent times, including in resolutions and conclusions of the Provincial Party Committee.
Many projects and works have been "frozen" for a long time; many recommendations and proposals from businesses have been slow to be resolved; many administrative reform and investment environment improvement indexes have fallen sharply; or "circular" documents between departments, branches, and localities, etc. are the consequences of the above situation, as assessed by provincial leaders.
“Administrative reform is one of the top priorities” - Chairman of the Provincial People's Committee Le Van Dung frankly “committed” right after taking on the new assignment. Observing the “movement” in Quang Nam from the beginning of the year until now, it is easy to see that the spirit of “reform” is very prominent, continuous and consistent, first of all “reforming”… people, “arguing” to see the limitations and weaknesses of the apparatus to overcome, not avoiding. And never before in the first 6 months of the year, the entire system from the province to the grassroots level organized up to 4 political activities to “reorganize the team”.
In difficult times, Quang Nam always maintains and promotes the tradition of solidarity.
Since the beginning of the year, Quang Nam has focused on Party building and personnel work. Up to now, it has basically completed the consolidation and completion of personnel of the Provincial Party Standing Committee, the Provincial People's Council, the Provincial People's Committee and many departments, branches and localities. "A series of cadres have been mobilized, rotated, appointed, introduced and elected to new positions. All have received very high consensus, many comrades have absolute votes. This affirms that, in the context of many difficulties, the Quang Nam Party Committee has always maintained and promoted the tradition of solidarity. This is both a source of pride and a driving force and belief for the Party Committee, the government and the people of the whole province to continue to strive for the development of their homeland" - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said.
A general inspection, review, implementation and especially the thorough overcoming of the limitations and shortcomings pointed out through inspections and audits at all levels have been resolutely directed. Along with that, there are continuous working sessions, field trips, and urging of works and projects at most departments, branches, sectors and localities by the Standing Committee of the Provincial Party Committee. The Standing Committee of the Provincial Party Committee holds many meetings and thematic conferences to find ways to resolve long-standing bottlenecks. The Provincial People's Committee has established 5 working groups to regularly inspect and urge public investment projects and a number of other special working groups to promote key investment projects...
“Why can others do it, do it quickly, with the same mechanism and institution, but we can’t?”. Provincial Party Secretary Luong Nguyen Minh Triet recently raised the question at the regular meeting of the Provincial People’s Committee on the socio-economic situation in the first 9 months of the year with the request not to retreat, not to blame everything on the mechanism and policies, but to ask ourselves. Touching the “self-esteem” of Quang people, with a tradition of resilience and creative spirit, always finding ways to break through in the most difficult times, is also the beginning of the answer…
Rekindle... faith
Many questions from the press at the press conference for the third quarter of 2024, chaired by Chairman of the Provincial People's Committee Le Van Dung, showed that Quang Nam has not yet cleared all the bottlenecks in socio-economic development management. However, the return of economic growth and investor confidence are certainly positive signs.
Recovery Signal
In the third quarter of last year, the growth of Quang Nam's gross domestic product (GRDP) decreased by 8.75% and for the whole year of 2023 it decreased by 8.25% - the deepest decline since the province was re-established (1997). Along with that is the alarming decline in most indicators measuring administrative reform capacity, improving the investment environment and many "bottlenecks" in socio-economic development, making the overall picture of Quang Nam not have many bright colors. Concerns about falling behind many other localities are a common story on forums and in public opinion.
The first quarter of 2024 has not yet stopped the decline, as GRDP continues to be negative (-) 1.5%. However, since the second quarter, there have been signs of recovery with an increase of 6.5% and this third quarter continues to accelerate with a figure of 12.7%, contributing to bringing the growth rate for the first 9 months of 2024 to 5.9% - a figure that is difficult to predict based on data from 2023 and the first quarter of this year.
More notably, according to surveys by the Quang Nam Statistics Office, the business community's confidence in the market recovery and short-term business opportunities has returned. This agency boldly forecasts that economic growth in the fourth quarter will continue to be bright and that Quang Nam's GRDP in 2024 could reach an increase of 7.2%.
In the long term, Hyosung - a large Korean corporation still expressed its commitment to persistently expanding investment in Tam Thang Industrial Park (Tam Ky), despite being impatiently waiting for the removal of procedural obstacles for a long time. In particular, the THACO high-tech industrial - agricultural park project once discouraged investors because of waiting and waiting..., recently, Chairman of the Provincial People's Committee Le Van Dung informed that the site clearance will soon be completed to officially launch the project.
“Weak state management must be admitted”
For the first time in decades, the People's Committee of Quang Nam province held a meeting with construction contractors across the province to grasp the difficulties and obstacles in the progress of implementing public investment projects. Listening to the concerns of business owners, Chairman of the Provincial People's Committee Le Van Dung expressed dissatisfaction with the reality. "We must frankly admit that state management is still weak. This must definitely be fixed" - the Chairman of the Provincial People's Committee emphasized.
In another development, reports from public opinion surveys conducted by the Provincial Party Committee's Propaganda Department, or summaries of public opinions from the Fatherland Front at all levels, have recently shown more "bright" shades. The political statement on completing the goal of eliminating more than 10,490 temporary and dilapidated houses in the whole province by the end of 2025, on the occasion of the 50th anniversary of the liberation of the homeland; or recently, the Provincial People's Council's resolution to exempt tuition fees for students at all levels (in the context of the economy not really growing stably, and the budget revenue is unstable) is certainly good news for people inside and outside the province.
Immediately after the Provincial Vietnam Fatherland Front Congress (August 2024), Chairman of the Provincial Vietnam Fatherland Front Committee Le Tri Thanh proposed "5 innovations" in the new term action program, aiming to make people's lives more effective.
Overcome yourself?
The return of GRDP growth in the second and third quarters and the forecast for the fourth quarter of this year is a good sign, but there is no guarantee of the safety and stability of Quang Nam's economy, not to mention the high annual increase requirement according to the legal target determined in the provincial planning, when for many years, the decisive factor has depended on a single industry. The "luck and risk" factor in building annual economic and budget targets has been obvious and continuous over the past years.
"Quang Nam's economy is currently only at an average level in the country, the North Central region and the Central Coast" - Associate Professor, Dr. Tran Dinh Thien recently acknowledged. The report of the Provincial Statistics Office also showed that the economic scale of Quang Nam in the first 9 months of 2024 ranked 27th out of 63 provinces and cities and ranked 8th out of 14 localities in the mentioned region. In 2020, Quang Nam's economic scale reached more than 95 trillion VND, but in the first 9 months of 2024, it was only 90.9 trillion VND. In the Central Key Economic Zone, Quang Nam's economy once ranked second for a year, but is now ranked 4th out of 5 localities in the region.
Growth below potential is what experts have talked about. But the lag in the race with many other localities is also gradually becoming clearer, forcing Quang Nam to frankly look back at itself. But difficulties, challenges, and great pressure are also opportunities, as Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said. In particular, the advantages are clearly seen from the general economic context of the country, along with the Party's policy and the State's efforts to strongly reform economic institutions, amend many laws, and delegate power to localities to "decide for themselves, do for themselves, and take responsibility for themselves". Great advantages have also been established from carefully researched scientific bases to build goals, visions, and targets for provincial planning.

Recently, there has been some good news, when representatives of Adani - India's largest energy group, along with Sovico leaders, had a meeting with the province about investment opportunities at Chu Lai airport, right after Prime Minister Pham Minh Chinh directly helped Quang Nam call for investment in the neighboring country; or the project to improve the Truong Giang river with a capital of 2,700 billion VND is about to start with high determination on progress.
There is also an interesting coincidence. In the two years 2000 - 2001, in the midst of the most difficult times, Quang Nam continuously organized two large scientific conferences on culture and people of the homeland, and then broke through to become a phenomenon, just as the Minister of Planning and Investment Nguyen Chi Dung predicted more than 20 years ago. And recently, once again, Quang Nam returned to its cultural roots.
Opportunities and challenges, will Quang Nam overcome itself?
On August 14, 2024, Chairman of the Provincial People's Committee Le Van Dung signed a decision to establish 5 working groups to inspect, urge, remove difficulties and obstacles, promote disbursement of public investment capital and the 2024 Socio-Economic Recovery and Development Program.
Accordingly, Chairman of the Provincial People's Committee Le Van Dung is the Head of Working Group No. 1; inspecting and urging Nui Thanh and Que Son districts.
Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh is the Head of Working Group No. 2; inspects and urges the Provincial Construction Investment Project Management Board and the localities of Phu Ninh, Duy Xuyen, Dien Ban, and Hoi An.
Vice Chairman of the Provincial People's Committee Tran Nam Hung is the Head of Working Group No. 3; inspects and urges the Provincial Traffic Construction Investment Project Management Board and the localities of Tien Phuoc, Thang Binh, Hiep Duc, Nong Son, Dai Loc.
Vice Chairman of the Provincial People's Committee Ho Quang Buu is the Head of Working Group No. 4; inspects and urges the Project Management Board for investment in construction of agricultural and rural development works of the province and the localities of Nui Thanh and Tam Ky.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan is the Head of Working Group No. 5; inspecting and urging the districts of Dong Giang, Nam Giang, Tay Giang, Phuoc Son, Bac Tra My, and Nam Tra My.
