National Target Program 1719 in 2024 in Nghe An: Early planning for career capital allocation

According to this Resolution, the total budget allocated to implement 10 projects of the National Target Program 1719 is 801.478 billion VND. Of which, the expenditure for the education - training and vocational training sector is 97.416 billion VND; the culture and information sector is 21.774 billion VND; the health, population and family sector is 14.860 billion VND; economic activities are 633.193 billion VND; and social security is 34.235 billion VND.

Although there has been a Resolution on allocating career capital from the central budget of the Provincial People's Council. However, to implement this Resolution, it is necessary to wait for the specific allocation decision of the Provincial People's Committee. Currently, the time has passed 1/3 of May 2024.

Talking to the Ethnic and Development Newspaper, many localities said that the districts are waiting for the capital allocation plan of the Provincial People's Committee to issue the district's plan and implement it.

The deputy head of the Ethnic Affairs Department of Ky Son district shared: if the district is allowed to implement according to the special mechanism from Resolution 111/2024/QH15 dated January 18, 2024 of the National Assembly on a number of special mechanisms and policies in implementing the National Target Programs, then the disbursement can be made, otherwise it must be returned. Currently, we are advising the District People's Committee to submit to the District People's Council to allocate career capital to the units.

In fact, the annual allocation of public funds has been slow, leading to many localities having to adjust the transfer or delay the implementation time. Specifically, in 2023, it was not until May 22, 2023 that the People's Committee of Nghe An province issued Decision 1425 allocating the 2023 public fund plan from the central budget to implement the National Target Program 1719.

This year, the time has passed 1/3 of May 2024, but the People's Committee of Nghe An province has not yet made a decision or plan to allocate career capital to implement the National Target Program 1719. This causes difficulties in making estimates and detailed plans to implement the contents of the National Target Program 1719 from career capital sources at grassroots units.

This is also the reason why in 2023, Nghe An province recorded that many localities could not implement some contents, sub-projects, and projects of the National Target Program 1719 from public capital, leading to having to issue documents to return or transfer the implementation time to the next year.

Specifically, in Con Cuong district, the public service funding for 2022 and 2023, under the National Target Program 1719 for the 2021-2025 period, is allocated at 165.27 billion VND. However, closely following the plan and implementation progress, Con Cuong district transferred and proposed to pay the public service funding for 2022 at 18.852 billion VND; transferred and proposed to pay the public service funding for 2023 at 77.288 billion VND. Thus, the total proposed budget for paying the public service funding for 2022 and 2023 of the district is 96.14 billion VND.

In Ky Son district, to ensure the progress of project implementation, this locality also requested to adjust the implementation content of the National Target Program 1719 with career capital in 2022 and 2023 to extend to 2024, such as: the item "support for vocational training" under content 3 "support for job conversion and dispersed domestic water" of Project 1; sub-project 1 "developing sustainable agricultural and forestry economy associated with forest protection and increasing people's income" of Project 3; sub-project 2 "supporting the development of production according to the value chain of precious medicinal herbs, promoting business start-ups, startups and attracting investment in ethnic minority and mountainous areas" of Project 3; sub-project 1 "Investing in socio-economic development of ethnic minority groups with very few people, ethnic groups still facing many difficulties, ethnic groups with specific difficulties" of Project 9; Sub-project 2 "Reducing child marriage and incestuous marriage in ethnic minority and mountainous areas" of Project 9; Sub-project 2 "Application of information technology to support socio-economic development and ensure security and order in ethnic minority and mountainous areas"...

Faced with the fact that some sub-projects have few beneficiaries, incomplete instructions, people do not have the need, and lack of conditions for implementation, Thanh Chuong district has also proposed a plan to adjust the capital plan for the National Target Program 1719 in 2023, which is more than 4,537 billion VND of capital to another unit; the reason is that there are many difficulties and obstacles in the implementation process, so it is impossible to disburse all the capital.

Mr. Lang Van Hoai, Deputy Chief of Office of Thanh Chuong District People's Committee said: The district has proposed to transfer the career capital plan including: sub-project 1 of Project 3; sub-project 3 of Project 5; sub-project 1 and sub-project 2 of Project 9 to other units.

The story of many localities asking to return and transfer career capital in 2022 and 2023 shows that one cause stems from slow allocation. This also leads to the consequence that the contents, sub-projects, and projects of the National Target Program 1719 Phase 1 from 2021-2025 will have difficulty in completing according to plan and schedule.
