(Dan Tri) - "The investor will pay for the research, the city will coordinate and support throughout the process, and update the project in the planning," the Chairman of Ho Chi Minh City said about Vingroup's desire to build a metro line connecting the center with Can Gio.

Following the Prime Minister's comments at the conference announcing the planning for the 2021-2030 period, with a vision to 2050, held on January 4, Ho Chi Minh City worked with Vingroup Corporation on the proposal to build a metro line connecting the city center with Can Gio. The investor wants to spend their own money to research and build this metro line. According to Vingroup, the new metro line will ensure the connection between Can Gio and the central area, making the island district a new development center of Ho Chi Minh City. On the other hand, the combination of investment in the urban railway line with investment in the construction of Can Gio bridge will ensure the synchronization of technical systems.

At a press conference on the occasion of the Lunar New Year, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that this will be a way to mobilize resources for major projects in the area in the coming time. Mobilizing social resources plays an important role in the development of Ho Chi Minh City, especially in the context that the whole area needs at least 4.4 million billion VND to invest in projects from now until 2030, creating a foundation to achieve double-digit growth.

Encourage investors to participate

The Chairman of the Ho Chi Minh City People's Committee said that after the conference announcing the planning, Ho Chi Minh City worked with Vingroup and agreed on many important contents on the direction of building a metro line connecting the central area with Can Gio district. In particular, the investor will pay for the research phase, the city's agencies will coordinate and support throughout the process, update the project into specialized planning and zoning planning to create the most favorable conditions. "Not only Vingroup for this project, but the city also coordinates with other investors in many projects. After announcing the planning and completing other plans, we strongly encourage investors to propose to participate in large projects," said the Chairman of the Ho Chi Minh City People's Committee.

The implementation method for projects proposed by investors is that Ho Chi Minh City accompanies, actively supports, improves the investment environment and procedures so that units can implement as quickly as possible. Ho Chi Minh City leaders believe that with this approach, the locality will have large resources poured into the project, creating impressive contributions to achieving socio-economic development targets. To mobilize non-budgetary resources, Ho Chi Minh City also calculates options, mechanisms and policies to attract capital to meet development needs. In particular, the locality also considers issuing bonds, creating new policies to attract remittance resources. "Recently, HFIC (Ho Chi Minh City State Financial Investment Company) has had a mechanism to coordinate with a bank to lend to the project. HFIC spent 2 dong of the budget, the bank spent the remaining 8 dong. Such capital attraction mechanisms will be promoted in the coming time", Mr. Phan Van Mai shared.

Sharing more about major projects in Can Gio district, Mr. Phan Van Mai said that the Can Gio international transit port project is strategic, contributing to the development of not only Ho Chi Minh City but also the region and the country. After coming into operation, Can Gio port will form an international transit port cluster with Cai Mep port, affirming Vietnam's position on the global seaport map. "We strive to start construction and implement phase 1 of the Can Gio international transit port project on September 2. I believe that, in addition to affirming Vietnam's position on the international seaport map, the project will contribute positively to the import-export sector, create jobs and generate large budget revenue", the Chairman of the Ho Chi Minh City People's Committee commented.

Build many new metro lines at the same time

Mr. Phan Van Mai added that currently, Ho Chi Minh City and Hanoi are working very hard with the Ministry of Transport to prepare documents for the urban railway project. It is expected that the project will be submitted to the National Assembly in the middle of this year to issue a resolution on mechanisms and policies for urban railway development. "The policies will certainly be designed very well from the preparation work and bidding mechanism. For example, the turnkey mechanism to shorten the project preparation time to 3-5 years, the construction time is also only 3-5 years. In parallel, there are issues of capital mobilization, personnel training, solving financial problems and TOD model (urban development according to public transport axis), "the Chairman of Ho Chi Minh City informed.

After the resolution is issued by the National Assembly, Ho Chi Minh City plans to start construction on Metro Line 2 and apply new mechanisms and policies as a pilot. The remaining metro lines of Ho Chi Minh City will start construction in groups instead of one line at a time. The head of the city government said that in order to complete 335km of metro in the next 10 years, implementing each line as before will not be able to meet the schedule. Instead, the city will start construction in groups of 3 to 5 lines at the same time. "For example, in the next 3 years, the city will prepare a group of 3-4 metro lines to start construction in the 2027-2028 period, completing in 2031-2032. At the same time, it will prepare for other metro lines to start construction in 2029-2030 and complete in 2035," Mr. Phan Van Mai analyzed. During the implementation of the metro lines, Ho Chi Minh City will invite international consultants on design and project management. This is to meet the huge amount of work that needs to be completed in a short time. Regarding Metro Line 1, which has just been put into operation, the Chairman of the Ho Chi Minh City People's Committee said that the operation stage needs to be completed in the coming time. The important requirement is to ensure the highest level of safety. Along with that, the locality continues to resolve issues related to payment to contractors, resolve problems and legitimate requests between project stakeholders.

According to the appendix of the urban system of Ho Chi Minh City that has just been approved by the Prime Minister, Ho Chi Minh City has added 2 railway lines, instead of 10 lines as in the urban railway system development project according to Conclusion 49 of the Politburo. Specifically, railway line No. 11 (riverside line) will be implemented by LRT (light rail) type, starting from Binh Tan district and ending in Cu Chi district with a scale of 48.7km. Line No. 12 is assessed by the Prime Minister to have the potential to connect Can Gio district, the planned route is from District 7 to Can Gio coastal tourist urban area, with a scale of 48.7km. The planned type is LRT or MRT (light rail or subway). According to the urban railway system development project according to Conclusion 49 of the Politburo, on the orientation of Vietnam's railway transport development to 2030, with a vision to 2045, Ho Chi Minh City has set a target of completing 355km of metro by 2035, instead of the previous plan of 183km by 2035. At the same time, Ho Chi Minh City aims to complete the entire 510km metro system by 2045, instead of 2060.
