On August 5 in Hanoi, Politburo member and National Assembly Chairman Tran Thanh Man received Mr. Hung Ba, Ambassador Extraordinary and Plenipotentiary of China to Vietnam, who came to pay a visit on the occasion of the end of his term as Ambassador to Vietnam.
On behalf of the Party, State, National Assembly and people of Vietnam, National Assembly Chairman Tran Thanh Man sincerely thanked the Chinese leaders for their special feelings and deep comradely affection for the late General Secretary Nguyen Phu Trong.

The National Assembly Chairman said that on the day General Secretary Nguyen Phu Trong passed away, the Central Committee of the Communist Party of China sent a message of condolence to the Central Committee of the Communist Party of Vietnam. General Secretary and President Xi Jinping was the first foreign leader to pay his respects to General Secretary Nguyen Phu Trong at the Vietnamese Embassy in Beijing. Politburo Standing Committee member and Chairman of the Chinese People's Political Consultative Conference Wang Huning, as a special representative of General Secretary and President Xi Jinping, visited Vietnam to attend the funeral of General Secretary Nguyen Phu Trong.
National Assembly Chairman Tran Thanh Man affirmed that these things demonstrated the special respect of the Party, State and people of China and the special feelings of General Secretary and President Xi Jinping personally for the relationship between the two Parties and countries and for the late General Secretary Nguyen Phu Trong personally.
Emphasizing that Vietnam and China are close neighbors and that the people of the two countries have a long-standing tradition of friendship, the National Assembly Chairman said that the two countries have similar political regimes and are both following the path of socialism under the leadership of the Communist Party. Vietnam always remembers the great, wholehearted and righteous support of the Party, State and people of fraternal China in the past struggle for national independence and reunification as well as in the cause of national construction and development today.
National Assembly Chairman Tran Thanh Man affirmed that developing relations with China has always been a consistent policy, a strategic choice, and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization, and diversification.
The National Assembly Chairman highly appreciated that during his tenure, Ambassador Hung Ba contributed to promoting the development of the relationship between the two countries to a new height. In particular, Ambassador Hung Ba, together with the Embassy, successfully connected the official visit to China by General Secretary Nguyen Phu Trong in October 2022 and the visit of General Secretary and President Xi Jinping to Vietnam in December 2023.
During his nearly 6 years working in Vietnam, Ambassador Hung Ba has effectively promoted his role as a bridge for cooperation, closely coordinating with Vietnamese ministries, departments, branches and localities to promote cooperation between the two sides. The National Assembly Chairman expressed his delight that the bilateral trade turnover between Vietnam and China in 2023 reached 172 billion USD, and in the first 6 months of the year it reached nearly 95 billion USD.
In particular, the ambassador has made great efforts to further develop, consolidate and deepen the relationship between the Vietnamese National Assembly and the National People's Congress of China. The two sides maintain exchanges in many flexible forms such as online talks; contacts, consultations, and close coordination in regional and international parliamentary forums, especially the Inter-Parliamentary Union (IPU) and the ASEAN Inter-Parliamentary Assembly (AIPA).
National Assembly Chairman Tran Thanh Man said that the Vietnamese National Assembly continues to monitor and implement agreements signed between the National Assembly and the National People's Congress of China; closely coordinates in supervising the implementation of agreements between the two countries.
Ambassador Hung Ba respectfully thanked National Assembly Chairman Tran Thanh Man for taking the time to welcome him; expressed his deep condolences on the passing of General Secretary Nguyen Phu Trong; and emphasized that this is a great loss for the Vietnam People's Party as well as the two Parties, two countries and peoples of China and Vietnam.
Ambassador Hung Ba respectfully congratulated President To Lam on being elected General Secretary of the Communist Party of Vietnam; he said that General Secretary and President Xi Jinping also sent a letter to General Secretary and President To Lam and emphasized that he and General Secretary and President To Lam will continue to guide the relationship between the two Parties and the two countries.
Ambassador Hung Ba believes that the two Parties, two Governments and legislative bodies of the two countries will continue to adhere to the strategic orientations set by the top leaders of the two Parties, together promoting and building the "Vietnam - China Community of Shared Future of Strategic Significance" with the connotation of "6 more", promoting the two Parties and two countries to continue to develop healthily and stably, bringing practical benefits to the people of the two countries, and making greater contributions to the cause of peace and progress of humanity.
Ambassador Hung Ba said that in his position, he will continue to encourage the Vietnamese National Assembly and the Chinese National People's Congress to continue to strengthen the exchange of experiences in legislation, supervision, and building a socialist rule-of-law state. He believes that the Vietnamese National Assembly will promote and advance bilateral relations, promote people-to-people exchanges, and strengthen the friendship between the two countries.
