Proactively prevent hunger, cold and disease for livestock in the winter-spring crop

The Department of Agriculture and Rural Development (DARD) has just issued Official Dispatch No. 182/SNN-CNTY requesting the People's Committees of districts, towns, cities, relevant departments and units to proactively prevent hunger, cold and epidemics for livestock in the 2024-2025 Winter-Spring crop.

The Department of Agriculture and Rural Development requests the People's Committees of communes, wards, towns, and specialized units to strengthen information, propaganda, and guidance for livestock farmers to implement a number of measures as follows: Repair and reinforce barns, keep barn floors dry, cover tightly to avoid drafts and rain; keep livestock warm; do not graze livestock on very cold days, do not let livestock work, and supplement with concentrated feed, vitamins, and minerals to increase the resistance of livestock; stock up on enough food; fully vaccinate livestock against diseases; periodically clean, disinfect, and sterilize livestock barns; proactively and closely monitor dangerous infectious diseases in livestock such as African swine fever, Avian influenza, Lumpy skin disease, Foot and mouth disease, Rabies, etc. to promptly detect and handle outbreaks.

Establish working groups to direct, guide, inspect, urge, and report on the work of preventing hunger, cold, and epidemics in livestock, focusing on localities heavily affected by extreme weather such as: highland communes, communes with free-range livestock farming practices; proactively integrate local funding sources to promptly serve the work of preventing and combating cold for livestock.

Timely information and communication on weather developments, measures and experiences in preventing hunger, cold and epidemics to livestock farmers; avoid subjectivity, negligence and passivity in the face of extreme weather and complicated epidemics to minimize damage caused by severe cold and epidemics on livestock. Districts, towns and cities focus on directing and implementing drastic, synchronous and effective plans to prevent hunger, cold and natural disasters, and documents on disease prevention on livestock issued by the Provincial People's Committee and specialized agencies.

Count the number of animals that have frozen to death (if any), report to the standing agency of the Provincial Steering Committee for Disaster Prevention, Control and Search and Rescue according to regulations.

Strengthen the application of biosecurity and disease safety measures in livestock farming.

The Animal Husbandry and Veterinary Department directs the Animal Husbandry and Veterinary Stations of districts, cities and towns to assign staff in charge of the area, strengthen inspection, and guide livestock households on measures to prevent and combat hunger and cold for livestock; proactively monitor epidemics and implement measures to prevent and treat infectious diseases; handle livestock that die due to hunger, cold and disease to avoid selling them off, increasing the risk of spreading epidemics and causing economic losses.

The Agricultural Extension Center strengthens information dissemination, guidance on measures and experiences in preventing hunger, cold, and diseases for livestock such as: Repairing and reinforcing barns; processing and storing food; caring for and raising livestock; improving resistance for livestock, etc. so that livestock farmers know and apply them.
