According to the Provincial Statistics Office, in the first two months of 2025, the provincial consumer price index increased by 3.43% over the same period last year. Of the 11 groups of goods listed, 8 groups increased in price, only 3 groups remained stable in price. Up to now, although the market situation in the province is still relatively stable, without any sudden or unreasonable price increases, there have been signs of unusual price increases and decreases, forming a new price level, negatively affecting people's lives. For example, pork prices have increased during the low consumption period while chicken, egg and fish prices have decreased sharply and rice prices, after increasing continuously for more than a year, are showing signs of slowing down and decreasing in price during the spring rice harvest. The complicated developments of the market are greatly affecting production input costs as well as price management, operation and market stabilization.
To proactively respond to challenges in price management in 2025, the Provincial People's Committee has directed functional branches to seriously, drastically and effectively implement the main tasks and solutions to implement the socio-economic development plan and the State budget estimate to ensure the national growth target of 8% in accordance with the spirit of Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for sectors, fields and localities in 2025. Focus on supporting businesses to maximally apply the State's policy mechanisms to reduce pressure on price levels, stabilize the macro economy, and control inflation such as: Tax support policies continue to be implemented to contribute to reducing costs of forming prices of goods and services; support to remove difficulties for production, business and people's lives. At the same time, request departments, branches and localities to implement price management and market stabilization measures in the direction of: Strengthening information and propaganda work, ensuring timely and transparent information on prices and price management work of competent authorities, especially price developments of important materials, essential goods related to production and people's lives to stabilize consumer psychology and control inflation. Strengthening coordination, control and closely monitoring developments in supply and demand of goods and price situations; taking timely measures to handle false information causing market instability; having timely plans and proposals to relevant ministries and branches to promptly respond and stabilize the market when there are fluctuations. Synchronously implementing solutions to ensure supply and demand balance; guiding economic sectors in the province to prepare essential goods to serve people's needs. Closely monitor the developments of supply and demand, market prices, especially for raw materials, fuels, materials, essential goods as inputs for production; medical supplies for epidemic prevention, agricultural products; transportation fares... to promptly have reasonable management and operation solutions, stabilize prices in the area; control inflation well to effectively implement the dual goal of both stabilizing price levels to remove difficulties for production, business and people's lives, and supporting economic growth.
The Department of Finance shall promote the work of synthesizing, analyzing and forecasting market prices to advise the Provincial People's Committee on appropriate price management measures; guide agencies and units in the province to develop and appraise plans for prices of goods and services; monitor the declaration of prices of a number of essential goods and services according to the provisions of law. Focus on the work of building and perfecting institutions to implement and guide the Law on Prices in 2023 to ensure consistency, synchronization, efficiency and implementation of the Provincial People's Committee's decision on regulations on assignment and decentralization of the implementation of State management tasks on prices and State price appraisal in the province.
The Department of Industry and Trade focuses on monitoring and evaluating the developments in the commodity market, proactively developing plans to ensure the supply of essential goods, especially for some goods with high consumer demand; not allowing shortages or interruptions in supply that cause sudden price increases, especially for essential goods such as gasoline, food, and medical supplies. Coordinate with the Department of Agriculture and Environment and relevant agencies to closely monitor agricultural production, weather developments, and assess the supply of agricultural products to promptly advise on appropriate supply-demand balance measures; urge rice processing enterprises to actively improve production capacity and seek markets to consume post-harvest products for the people. The Market Management Department and member agencies of the Provincial Steering Committee 389/DP proactively prevent and combat smuggling and trade fraud. In particular, focusing on checking compliance with legal regulations on prices, origin, and product quality; timely handling of violations according to the provisions of the law, especially items subject to price declaration such as: gasoline, cement, iron and steel, fertilizers, etc. Thereby detecting and penalizing many units that do not comply with regulations on price declaration, do not notify in writing the adjusted price to the competent authority as prescribed. Since the beginning of the year, through the inspection of compliance with legal regulations in the field of prices and trade fraud, functional sectors have detected and handled nearly 100 cases of violations of price management regulations with errors such as: not posting prices, posting incomplete prices, trading in goods that do not ensure quality, measurement; goods transported without complete invoices and documents.
Proactively forecast developments in consumer indexes and supply and demand of goods to take appropriate measures to stabilize the market and control inflation, contributing to promoting production development, striving to achieve the province's GRDP growth target of 10.5% or more in 2025.
