Recently, on Highway 515 (section through Thieu Toan commune, Thieu Hoa district, Thanh Hoa province), units are constructing the Dong Cai residential area but do not have a connection permit as prescribed.
The technical infrastructure project of Dong Cai residential area, invested by the Project Management Board and Construction Investment of Thieu Hoa district, arbitrarily connected to Provincial Road 515.
Specifically, actual records show that at this site, there are two locations where the contractor "scoured the ground" to make way for vehicles such as rollers, excavators, and material trucks to enter and exit the construction site.
Because provincial road 515 is narrow, plus the project construction has no warnings or traffic diversions, there is a potential risk of traffic safety and dust.
It is known that the technical infrastructure project of Dong Cai residential area invested by Thieu Hoa District Project Management and Construction Investment Board has a value of about 20 billion VND. This project is constructed by a joint venture of Infrastructure Development and Construction Company No. 27 and Thinh Quang Trading and Service Company Limited; the supervising consultant is Tay Thanh Construction and Consulting Joint Stock Company.
At Km 9+950 - Km 10+230 (off-route), construction units are leveling the ground and building a branch road connecting directly to provincial road 515 without approval from competent authorities and construction permits as prescribed.
Regarding this issue, Mr. Bui Ngoc Thang, Head of Construction Management Department, Maintenance Board of Thanh Hoa Department of Transport confirmed and said: After receiving the information, the road management unit made a record of the violation. The maintenance board also sent a document to the People's Committee of Thieu Hoa district requesting correction and handling. Next, the Department of Transport Inspectorate was requested to specifically inspect the violation.
Regarding this issue, Mr. Truong Van Khiem, Director of the Project Management and Construction Investment Board of Thieu Hoa district, said that the Dong Cai residential area technical infrastructure project is not allowed to connect to provincial road 515, so we do not prepare connection documents.
However, during the construction process, the contractor dumped soil into the existing road to facilitate the transportation of materials to the construction site. Through actual inspection, there was only 1 point where soil was dumped to build a new road next to the old road, not the 2 connecting locations. We will direct the excavation of the soil to restore the original state.
"Regarding traffic safety, the investor will direct contractors to add warning signs to ensure the safety of people and vehicles," said Mr. Khiem.
On July 3, the Thanh Hoa Department of Transport Inspectorate also said that on July 2, it had sent forces to the scene to draw up an administrative violation record for illegally connecting to provincial road 515 at Km 10+230. At the same time, it decided to fine the project investor VND 35 million.
In addition, the Thanh Hoa Department of Transport Inspectorate requested the investor to temporarily stop construction to fix and restore the original condition.
