On February 21, Lam Dong Provincial People's Committee said that Permanent Deputy Prime Minister Nguyen Hoa Binh has approved the investment policy for the Thien Ma - Madagui horse racing and dog racing track project, polo club and horse performance of Thien Ma - Madagui Horse Racing Joint Stock Company.
Adding betting to horse racing project
The approved policy includes the business objective of betting on horse and dog racing. The project is located in Da Huoai district (Lam Dong province), about 110km from Ho Chi Minh City.
In the policy just signed, Deputy Prime Minister Nguyen Hoa Binh assigned the People's Committee of Lam Dong province to be responsible for the contents related to land, construction, location, approval of detailed construction planning 1/500 and zoning planning 1/2000 scale of the project, ensuring compliance with the orientation of spatial development, urban development and tourism development according to the planning and other relevant legal regulations in each period.
At the same time, request the People's Committee of Lam Dong province to direct the province's functional agencies to closely monitor the project implementation according to schedule, urge compliance with regulations and other related procedures during the implementation of betting business activities.
Complete the racetrack before considering granting betting license
Deputy Prime Minister Nguyen Hoa Binh emphasized that it is necessary to ensure that Thien Ma - Madagui Horse Racing Joint Stock Company completes the investment in building the racetrack before considering granting a certificate of eligibility for betting business.

For investors, Deputy Prime Minister Nguyen Hoa Binh requested that in addition to ensuring compliance with regulations on investment, construction, and finance, they must ensure the completion of the contents on betting business locations during the process of applying for a certificate of eligibility for betting business.
The investor is responsible for proposals related to the plan to organize betting business activities in accordance with the provisions of law; investment plan for technology systems, technical equipment, business software to operate accurately, safely and stably; ensuring security and order in the project area; commitment to support the community...
The project of Thien Ma - Madagui horse and dog racing track, polo club and horse performance was implemented in Da Huoai district with a total investment capital of 1,548 billion VND.
This is one of 12 key projects to which the Lam Dong Provincial People's Committee granted an investment registration certificate at the Conference to announce the provincial planning for the period 2021 - 2030, with a vision to 2050, taking place in June 2024.
In fact, this project has been implemented in some items since 2011, when the project had not added betting targets. After organizing 15 pilot races, on May 7, 2018, Thien Ma - Madagui Company stopped horse racing and betting activities according to regulations.
