Officially banning filming and distributing images of defense projects and military zones

The Law on Management and Protection of National Defense Works and Military Zones strictly prohibits recording, filming, taking notes and disseminating images of national defense works and military zones on cyberspace.
On the afternoon of November 24, with 470 National Assembly deputies participating in the vote in favor (accounting for 95.14%), the National Assembly officially passed the draft Law on Management and Protection of National Defense Works and Military Zones. The Law consists of 6 chapters and 34 articles.
A national defense project is an architectural work, object, terrain, natural terrain that is available or built or renovated to serve military, national defense, and national defense activities. A military zone is an area limited by boundaries on the ground, underground, on the water, underwater, or in the air, established and determined specifically for military purposes. Article 18 of the Law stipulates that people and vehicles with the duty to enter or exit a restricted area must carry documents prescribed by competent authorities; only perform approved tasks and are subject to inspection and guidance by security forces. It is not allowed to record, film, investigate, survey, locate, measure, record, describe, post, or disseminate on mass media or cyberspace about national defense projects or military zones, except in cases where it is approved by competent authorities. Photo: QĐND Before the National Assembly passed the law, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi said that there were suggestions to add prohibited acts to restricted areas, protected areas, safety belts of defense works and military zones, safety belts of ammunition depots, technical safety corridors, and military antenna systems. The National Assembly Standing Committee said that Article 8 of the draft law stipulates prohibited acts in all cases; while Article 18 stipulates acts that cannot be performed (or performed conditionally when permitted by competent authorities), so these two articles have different contents. In the protection areas of defense works and Special Group military zones, individuals and households residing within the protection area are allowed to engage in agricultural, forestry, fishery, and salt production activities, but are not allowed to deform the natural terrain. For the safety belt of national defense works and military zones of the Special Group, the exploitation of forest resources, minerals, construction materials, opening and expanding tourist attractions and investment projects for socio-economic development must have the written consent of the Ministry of National Defense. Investment projects of foreign investors and economic organizations with foreign investment capital are decided by the Prime Minister.
