* Yesterday, Thursday, June 22, 2023, the National Assembly continued the 21st working day of the 5th Session with plenary sessions in the hall under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Morning

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly carried out the following contents:

- The National Assembly listened to the report of the Standing Committee of the National Assembly, Chairman of the Committee for Science, Technology and Environment of the National Assembly Le Quang Huy, explaining, accepting and revising the draft Law on Electronic Transactions (amended); then, the National Assembly voted to pass the Law on Electronic Transactions (amended) by electronic voting, with the following results: 477 delegates participated in the vote (equal to 96.56% of the total number of National Assembly delegates), of which 468 delegates approved (equal to 94.74% of the total number of National Assembly delegates), 4 delegates did not approve (equal to 0.81% of the total number of National Assembly delegates), and 5 delegates did not vote (equal to 1.01% of the total number of National Assembly delegates).

- The National Assembly listened to the Member of the Standing Committee of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly Le Quang Manh present the Report on explanation, acceptance and revision of the draft Resolution on capital allocation for the Socio-Economic Recovery and Development Program; allocation and adjustment of the medium-term public investment plan of the central budget for the period 2021-2025 and allocation of the central budget investment plan in 2023 of the National Target Programs; then, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 482 delegates participated in the vote (equal to 97.57% of the total number of National Assembly delegates), of which 476 delegates approved (equal to 96.36% of the total number of National Assembly delegates), 5 delegates did not approve (equal to 1.01% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.20% of the total number of National Assembly delegates).

- The National Assembly discussed in the hall the draft Law on Telecommunications (amended). At the discussion session, 21 delegates spoke, in which the delegates basically agreed on the necessity of amending the Law on Telecommunications to overcome the shortcomings and limitations of the current Law; institutionalize the Party's policy to build and develop information technology infrastructure, digital infrastructure, information and communication infrastructure planning; supplement new policies to improve and promote the development of telecommunications infrastructure and telecommunications services, expand development space for socio-economic fields, meet the requirements of building a digital government and a digital economy.

In addition, delegates focused on discussing: Scope, subjects of regulation, content of telecommunications activities, especially the expansion of the scope of regulation to new areas such as basic telecommunications services on the Internet, OTT, data center services and cloud computing services; policies, business conditions, management of new services; consistency and synchronization of the draft Law with relevant laws, compatibility, compliance with international treaties, concepts, interpretation of the term "prohibited acts"; the right to participate in telecommunications activities, the right to ensure telecommunications safety for both service providers and service users; equal competition in telecommunications activities, research and implementation of telecommunications activities;

Ownership issues in telecommunications service business, telecommunications licensing, licensing authority, licensing period, telecommunications license renewal; basis, grounds, purpose of establishing the Public Telecommunication Service Fund, efficiency, operating principles, management, use of the fund, revenue sources, revenue levels and expenditure tasks of the Fund;

Management, use of design and installation of telecommunications works, recovery of expired telecommunications works, rights and obligations of telecommunications enterprises, connection and sharing of telecommunications infrastructure, security of personal information, responsibility in collecting, exchanging and providing information related to telecommunications service users, management of junk SIMs, subscriber information and emergency information services; state management, content of state management, powers and responsibilities of agencies, units, People's Committees at all levels in telecommunications management, enforcement effect, transitional provisions and legislative techniques.

At the end of the discussion session, Minister of Information and Communications Nguyen Manh Hung explained and clarified a number of issues raised by National Assembly deputies.

Afternoon

Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly carried out the following contents:

- The National Assembly listened to the report of the Standing Committee member of the National Assembly, Secretary General of the National Assembly - Head of the Office of the National Assembly Bui Van Cuong on the adjustment of the program of the 5th Session of the 15th National Assembly; then, the National Assembly voted to approve the adjustment of the program of the 5th Session of the 15th National Assembly by electronic voting, with the following results: 455 delegates participated in the vote (equal to 92.11% of the total number of National Assembly delegates), of which 446 delegates approved (equal to 90.28% of the total number of National Assembly delegates), 5 delegates did not approve (equal to 1.01% of the total number of National Assembly delegates), and 4 delegates did not vote (equal to 0.81% of the total number of National Assembly delegates).

- The National Assembly listened to the member of the National Assembly Standing Committee, Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong present the Report on explanation, acceptance and revision of the draft Resolutions on the establishment of the National Assembly's Thematic Supervision Delegation in 2024; then the National Assembly voted to pass the Resolutions by electronic voting, with the following results:

i) Regarding the Resolution on establishing a Thematic Supervision Team "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023": 470 delegates participated in the vote (equal to 95.14% of the total number of National Assembly delegates), of which 469 delegates approved (equal to 94.94% of the total number of National Assembly delegates), and 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates).

ii) Regarding the Resolution on establishing a thematic monitoring delegation on "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023": 458 delegates participated in the vote (equal to 92.71% of the total number of National Assembly deputies), of which 452 delegates approved (equal to 91.50% of the total number of National Assembly deputies), 2 delegates did not approve (equal to 0.40% of the total number of National Assembly deputies), and 4 delegates did not vote (equal to 0.81% of the total number of National Assembly deputies).

- The National Assembly listened to the Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee for National Defense and Security Le Tan Toi present the Report on explanation, acceptance and revision of the draft Law amending and supplementing a number of articles of the Law on People's Public Security; then, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on People's Public Security, with the following results: 465 delegates participated in the vote (equal to 94.13% of the total number of National Assembly delegates), of which 414 delegates approved (equal to 83.81% of the total number of National Assembly delegates), 28 delegates did not approve (equal to 5.67% of the total number of National Assembly delegates), and 23 delegates did not vote (equal to 4.66% of the total number of National Assembly delegates).

- The National Assembly discussed in the hall the draft Law on Citizen Identification (amended). At the discussion session, 17 delegates spoke, 4 delegates debated, in which the delegates basically agreed with the necessity of amending the 2014 Law on Citizen Identification to create a legal basis for implementation, creating a breakthrough in digital transformation in our country.

In addition, delegates focused on discussing: the name of the draft Law; applicable subjects; electronic identification; principles of identification management, the National Population Database and the Identification Database; responsibilities of identification management agencies; rights and obligations regarding identification, the National Population Database and the Identification Database; people granted identification cards;

Issuance of ID cards to children under 14 years old; citizen information in the National Population Database; subjects that are allowed to exploit information in the National Population Database; information on citizen identification cards; content shown on identity cards; value of use of identity cards; procedures for issuing identity cards; revocation and temporary detention of identity cards...

At the end of the discussion session, Minister of Public Security To Lam explained and clarified a number of issues raised by National Assembly deputies.
