Implementing Resolution No. 05-NQ/TU of the Provincial Party Committee on promoting agricultural industrialization, creating a breakthrough in rapid and sustainable development of rural agriculture in Ha Nam province in the period of 2016-2025, with a vision to 2035 and Resolution 15-NQ/TU on promoting restructuring of the agricultural sector, developing the rural economy associated with building sustainable new rural areas, advanced new rural areas, and model new rural areas in Ha Nam province in the period of 2021-2025, with a vision to 2030, in recent years, the picture of agriculture and rural areas in Ha Nam has improved a lot; the material and spiritual life of farmers has been increasingly improved. This proves that when policies are realized, it not only brings a new look to the countryside but also creates a great change in the awareness and thinking of the entire political system and people in the province. The role and position of “agriculture, rural areas and farmers” in the local socio-economic development strategy have been affirmed. However, to create a breakthrough, many “bottlenecks” of “agriculture, rural areas and farmers” need to be addressed; in which, farmers must be placed at the center of the process of developing and restructuring the agricultural sector as well as building the new rural areas.
Part I: Farmers must be the center
The goal of the “three agriculture” policy (agriculture, farmers, rural areas) is ultimately to continuously improve the quality of life of farmers, to form a new class of professional farmers and to make farming a knowledgeable profession... The “three agriculture” policy is essentially and in reality just one issue; that is, the “stories” of farmers, about farmers, those who make their living mainly from farming and live in rural areas. Farmers are the center, the subject of the development process and in the process of development in rural areas, the focus of “three agriculture” must be on the people as the root.
From the Party's consistent viewpoint on "agriculture, rural areas and farmers"
Agriculture, farmers and rural areas have always been issues that the Party and State have paid great attention to and valued for many years. Entering the period of innovation, the Party's policy breakthroughs have also begun in the fields of agriculture, farmers and rural areas. The 7th Conference of the Central Executive Committee (CEC) of the 10th Party Congress (August 2008) issued a Resolution on “three rural areas”, in which it affirmed: “Agriculture, farmers and rural areas have a strategic position in the cause of industrialization and modernization, building and defending the Fatherland; are the basis and important force for sustainable economic and social development, maintaining political stability, ensuring security and national defense; preserving and promoting national cultural identity and protecting the country's ecological environment. The Resolution of the 11th Party Congress also mentioned all three contents of the issue of “three rural areas”; that is, the affirmation, supplementation and continued development of the leadership policy and guidelines for agriculture, farmers and rural areas set out in the Resolution of the 7th Central Committee of the 10th Party Congress.
Continuing to thoroughly grasp and effectively apply the Party's guiding viewpoints on "agriculture, farmers and rural areas", closely following the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress as a solid foundation to create new developments in all three aspects of agriculture, farmers and rural areas, the Ha Nam Provincial Party Committee has issued Resolution 15-NQ/TU on promoting the restructuring of the agricultural sector, developing the rural economy associated with building sustainable new rural areas, advanced new rural areas, and model new rural areas in Ha Nam province for the period 2021-2025, with a vision to 2030. Previously, there was also Resolution No. 05-NQ/TU of the Provincial Party Committee on promoting agricultural industrialization, creating a breakthrough in rapid and sustainable development of agriculture and rural areas in Ha Nam province for the period 2016-2025, with a vision to 2035. Accordingly, the consistent guiding viewpoint and goal of the Provincial Party Committee is: accelerating the restructuring of the agricultural sector towards developing sustainable development, improving the quality, added value and competitiveness of agricultural products. Accelerating agricultural industrialization, developing high-tech agriculture. On that basis, promoting the potential advantages of each region and locality; attracting the participation of economic sectors; promoting linkages in production development, creating jobs and increasing income for farmers; at the same time, focusing on mobilizing resources to build, renovate and upgrade rural infrastructure in a modern direction associated with protecting the rural environment...
Discussing this issue, comrade Le Xuan Huy, member of the Provincial Party Committee, Secretary of Binh Luc District Party Committee affirmed: From the practical development of economy - politics, culture - society and security - defense of Binh Luc in particular, of the province in general in recent years, it can be affirmed that the important position of agriculture, farmers and rural areas. This is a big issue, a key task throughout for all levels, sectors, localities and farmers themselves, so many key solutions have been directed and effectively implemented by local Party committees and authorities. Thereby, it has created positive changes in the fields of agriculture, farmers and rural areas. With outstanding achievements in economy - society, security - defense, in 2019, Binh Luc was recognized by the Prime Minister as a district meeting the NTM standards and in 2020, Ha Nam was also recognized as completing the task of building NTM.
Identify and promote the central role of farmers

Farmers are the subject of all economic - cultural - social processes taking place in rural areas. Therefore, when the Party and the State implement policies on "three rural areas", focusing on the National Target Program on New Rural Development, the "central" role of farmers is increasingly demonstrated. As said by Comrade Ngo Van Lien, Chairman of Duy Tien Town People's Committee: As the subject of all economic processes in rural areas, farmers are the ones who choose the production method, business method, and service; at the same time, they are both the organizers of production, the direct producers and the traders of the products of the production process. Therefore, when the policies, programs, and plans for agricultural, farmer and rural development of the Party and the State are implemented, they have met the urgent needs of people in agricultural and rural areas. Farmers are the ones who implement and turn those programs and plans into reality. In particular, through the program of building new rural areas and advanced new rural areas, that role is increasingly affirmed and promoted. For example, in building new rural areas and advanced new rural areas, people not only contribute human resources, money, land, and wall construction, but also directly participate in supervision as members of people's inspection boards and community investment supervision boards. Thereby, effectively promoting investment capital for building infrastructure works under the program of building new rural areas and advanced new rural areas...
Obviously, farmers not only contribute funds to implement rural infrastructure projects, they also participate in discussions, give opinions on planning, design, scale, location and are the ones who carry out almost all the construction, completion and supervision of these projects. That is the motto of people know, people discuss, people do, people inspect. This not only prevents loss and waste of capital and materials but also ensures optimal quality of the project...
Not only playing a central role in implementing economic development programs and building infrastructure, farmers are also the subjects of all cultural, social, order and security activities in rural areas. They directly participate in educational, medical, cultural, artistic, security, order, belief, religion and charity activities. Especially, when the lives of rural people are increasingly improved, traditional festivals are restored, becoming indispensable spiritual and cultural activities in rural society, farmers are the owners of festivals in all villages. They participate in both the ritual and the festival. All activities of folk festivals are carried out by farmers. These festivals not only meet the spiritual needs of rural people but also promote the image, promote the brand of local goods and specialties. The festival is also an opportunity to attract tourists, and business activities and services serving the festival are also increasingly developing, bringing a significant source of income to local people... that is the opinion of Mr. Ngo Thanh Tuan, Deputy Director of the Department of Culture, Sports and Tourism.
Talking about the role of farmers as the subject when participating in socio-economic development in general, building new rural areas and advanced new rural areas in particular, comrade Tran Van Thang, Secretary of the Party Committee of Vu Ban commune (Binh Luc) shared: With the motto: people know, people discuss, people do, people inspect, people enjoy, in recent years, Vu Ban has well implemented the Grassroots Democracy Regulations, thereby promoting the role of the subject of the people. Not only accompanying the leadership, direction and activities of the entire political system, people also participate in monitoring the activities of authorities at all levels, mass organizations, and cadres, civil servants and public employees when performing public duties. Only when farmers are closely attached to Party committees, authorities and socio-political organizations, will the political system truly be of the people, by the people and for the people. Farmers' participation in building the grassroots political system further highlights the role of farmers as the subject in building and developing rural areas.
From the socio-economic development practice of the province in recent years, it is affirmed that agriculture, farmers and rural areas are not only armor, shields and supports to ensure the sustainability of the development process but also the foundation and advantages that need to continue to be promoted. When "three agricultures" take people as the root and the subject of development, the intrinsic strength of farmers will inevitably be promoted. The achievements of the new rural construction program are vivid manifestations, affirming the success of the Party in knowing how to mobilize and promote the great strength of the people.
