Talking to Nhan Dan Newspaper reporter, comrade Pham Khac Quan, Standing Committee member, Head of the Provincial Party Committee's Organization Board Dien Bien, confirmed: The Standing Committee of Dien Bien Provincial Party Committee has just issued a decision to cancel the decision to retire early to enjoy social insurance benefits for 1 comrade.
Specifically, in Decision 6104-QD/TU dated March 28, 2025, Dien Bien Provincial Party Committee decided to cancel Decision No. 6025-QD/TU dated February 17, 2025 on early retirement to enjoy social insurance benefits for comrade Dang Xuan Vinh, former Standing Deputy Secretary of the Party Committee of agencies and enterprises of Dien Bien province.
Also according to Decision 6104-QD/TU dated March 28, 2025 of Dien Bien Provincial Party Committee, comrade Dang Xuan Vinh was transferred to work at the Provincial Political School, starting from March 1, 2025; specific tasks are assigned by the School Board.
Explaining the cause of the incident, comrade Pham Khac Quan stated: as an officer of the agency that has ended its activities, comrade Dang Xuan Vinh submitted a request to retire early to enjoy the support regime according to the regulations in Decree 178/2024/ND-CP and was approved by the Provincial Party Committee, decided to allow comrade Dang Xuan Vinh to retire early, starting from March 1, 2025.
However, after that, the professional agency conducted an assessment of the work history of comrade Dang Xuan Vinh and found that he had worked for 17 years and 8 months in an area with an allowance coefficient of 0.7 (an area of special difficulty). Compared with the regulations, comrade Dang Xuan Vinh is eligible for retirement according to Social Insurance Law but is not entitled to the policy for people retiring before the age according to Decree 178. Therefore, the Provincial Party Committee's Organizing Committee discussed and grasped the wishes of comrade Dang Xuan Vinh to continue to be assigned to work.
"Comrade Dang Xuan Vinh is one of the officials and leaders holding key positions at the provincial department and branch levels who took the lead in retiring early according to Decree 178 to facilitate the locality in implementing the restructuring and streamlining of the apparatus. However, according to the provisions of Appendix II issued with Decree No. 135/2020/ND-CP of the Government, Comrade Vinh is eligible for retirement at the right age and is not entitled to benefits," added Comrade Pham Khac Quan.
From the specific case of comrade Dang Xuan Vinh, Dien Bien Provincial Party Committee reviewed and noted shortcomings in resolving policies for officials who have worked in particularly difficult areas for 15 years or more (with a regional allowance of 0.7%).
Comrade Pham Khac Quan said: "To ensure the implementation of policies for cadres who wish to retire early is accurate and complete, Dien Bien Provincial Party Committee has requested the Central Organizing Committee and the Ministry of Home Affairs to provide specific instructions for the above case."
