Dam Ha: Commune-level police operate stably after reorganization

Immediately after the district-level police agency ceased operations, Tan Lap Commune Police was staffed with 7 officers, including 1 Commune Police Chief, 1 Deputy Commune Police Chief and 5 officers and soldiers, an increase of 1 staff compared to February. Lieutenant Colonel Dinh Thai Ninh, Deputy Chief of Tan Lap Commune Police (Dam Ha District) said: To carry out tasks according to the new model, Tan Lap Commune Police quickly grasped and implemented regulations on functions, tasks and powers of commune-level police after the district-level police agency ceased operations. Accordingly, commune-level police received many new functions and tasks from district-level police related to online public services and administrative procedures, such as car and motorbike registration; issuance, renewal, re-issuance of ID cards, issuance and renewal of driving licenses, etc.

Since the suspension of the district-level police agency, along with the task of fighting crime and ensuring security and order at the grassroots level, Tan Lap Commune Police has ensured the implementation of online public services and administrative procedures for the people, guided people to register 52 motorbikes and 3 cars; and declared residence for 25 foreigners.

In Dam Ha commune, Lieutenant Colonel Vu Manh Cuong, Head of the Commune Police, said: Immediately after stopping the district-level police activities, Dam Ha Commune Police reorganized the operating model, all activities at the grassroots level were resolved more quickly, accurately and professionally than before. From the beginning of March until now, the Commune Police have received and resolved 32 public service records. Of which, 11 cases were registered for permanent residence, 2 cases were deleted for permanent residence; 18 cases were adjusted for residence information; 491 households were checked for permanent residence; 38 cases of motorbike and scooter registration, license plate issuance and change were processed; 4 cases of foreigners were declared for residence. However, the current difficulty for the commune police is that the force is still small, so they have not been able to establish specialized teams, such as security and synthesis teams, crime prevention, order, and local police, etc.

With the slogan of action "Quang Ninh Police are exemplary, leading, accelerating the implementation of the Party's policies and the State's laws; building a truly clean, strong, disciplined, elite, modern force - For the peace and happiness of the people", the police force of the whole province in general, the police of communes and towns in Dam Ha district in particular are making efforts to further promote the exemplary leading role, being a solid support for Party committees and authorities at all levels in ensuring security and order in the area. Along with receiving new functions and tasks, from March 1, 2025, the commune-level police have been decentralized and strengthened with many tasks, becoming one of the spearhead forces in the fight against crime, improving the effectiveness of crime prevention, detection, investigation and handling right from the grassroots level.

Dam Ha Commune Police (Dam Ha District) and security forces at the grassroots level met to discuss and deploy security and order work in the locality.

According to the report of the People's Committee of Dam Ha district, from the beginning of March until now, the security and order situation in the district has been basically stable. The police of communes and towns have proactively advised the Party Committees and authorities to develop documents and plans to direct the work of ensuring security and order, social safety in the area, assigning specific tasks to officers and soldiers to be strengthened, in order to maximize their capacity, strengths and working experience. The police force of communes and towns has proactively coordinated with local political organizations to improve the effectiveness of models of the mass movement to protect national security and order, such as: "People's self-management group on security and order", "Fire safety inter-family group", "Security camera"... Thereby, contributing to bringing a peaceful life to the people.

However, according to the assessment of the People's Committee of Dam Ha district, the situation of security and order, social safety, ethnic security and religion still has many complicated factors. Therefore, when stopping the operation of the district-level police model, the police of communes and towns need to effectively organize and implement attacks and suppress crimes. Proactively and synchronously deploy many solutions to strengthen the work of ensuring security and order, promptly detect and prevent illegal proselytizing activities, superstition, and complicated problems arising right from the grassroots level, not to be passive and surprised. Strengthen the work of state administrative management of security and order, fight against crime, and maintain peace in people's lives.
