Of which, the Youth Union at all levels supported the establishment of 2,443 individual business households, 2 cooperatives, 4 cooperatives, and 698 enterprises. To achieve the above results, Thanh Hoa has implemented many mechanisms, policies, and laws to create favorable conditions for young people to participate in starting and developing businesses, actively contributing to the socio-economic development of the province.

"Giving wings" to young entrepreneurs

At the same time, simplifying regulations to facilitate business registration, market entry, and business activities. Creating conditions for access to land and production premises in localities, through the formation of concentrated industrial parks and clusters.

The Provincial People's Committee also issued Plan No. 19/KH-UBND, dated February 3, 2023 on supporting Thanh Hoa youth to start a business in the period of 2023-2030; Decision No. 3815-QD/UBND dated October 4, 2016 on approving the Project "Preferential credit program to support youth to start a business", with a total project implementation cost of 100 billion VND; as of June 2024, it has disbursed to 27 district-level units with a total amount of 71 billion VND for 958 start-up projects and economic development models in localities, creating stable jobs for 2,000 workers.

In addition, the province has created conditions for young people to access financial resources from banks, HTKN funds and credit institutions to help start-up projects have opportunities to develop. Up to now, the loan capital from the Policy Bank entrusted by the Youth Union has increased to 1,610 billion VND, lending to more than 22,000 households to develop their economies. Regarding the loan capital from the National Employment Fund, the Central Youth Union channel is managed by the Provincial Youth Union, billions of VND, lending to more than 20 youth projects to expand and develop their economies, helping create jobs for nearly 200 workers.

In addition, the Provincial Youth Union directed the development of models of "Pioneering Youth Union Secretaries in starting a business", thereby leading local youth to follow; directed each district, town and city Youth Union unit to select and focus resources to support the development of 5 new models of "Pioneering Youth Union Secretaries in starting a business" in the locality each year and organize at least 1 training course to transfer scientific and technical advances in production, animal husbandry, cultivation or business start-up for the team of Youth Union Secretaries in the area; The Provincial Youth Union Standing Committee has coordinated with Thanh Hoa Medical Equipment and Supplies Joint Stock Company to deploy the model of "Supporting interest-free loans for Youth Union Secretaries in residential areas to develop the economy", with an initial capital of 500 million VND from 2019 and expected to supplement capital in the following years. The initial capital has supported 12 secretaries of the Youth Union branches to develop the economy, initially achieving positive results, creating a good effect in the start-up and career movement in the localities.

The Provincial People's Committee has also encouraged the mobilization of legal financial resources to supplement the fund for talent training, training of managers, and for business development research. Complete legal regulations and policies for businesses, form a human resource development fund, continue to effectively implement the human resource training assistance program and diversify business support activities. The province has organized 47 professional training courses for union officials, union members, and youth. District and commune levels have also organized 225 training courses to disseminate policies and transfer production techniques to youth. In particular, the Provincial People's Committee has requested competent authorities to issue legal documents to improve the professional skills and public ethics of officials working in inspection and examination; strictly handle cases of taking advantage of inspection and examination activities to cause harassment to businesses...

Create multiple economic development models

From the above specific solutions, many typical models of youth startups are being replicated, motivating youth startups to learn and follow.

For example, in 2020, Ms. Luong Thi Luc's family in Son Dien commune (Quan Son) received a loan of 100 million VND from the Youth Startup Fund. She and her husband built a model of raising commercial salmon and sturgeon. In order to successfully raise new types of fish, she went to dozens of fish farms across the country to learn about experiences, methods, and ways of raising fish. After many efforts, she successfully raised sturgeon and salmon on Quan Son land. Currently, in addition to commercial fish, her facility also produces fish fry for sale to Hai Phong, Lao Cai, Quang Ninh, etc., bringing the total revenue to 2.5 billion VND/year, creating jobs for 5 regular workers and 5 seasonal workers with an income of 5 million VND/person/month.

Like Ms. Luc's family, in recent years, many models started by young people have received support from the State's capital through the Provincial Youth Union or loans from credit institutions and have brought about many encouraging results, such as: The project of processing products from pineapples and baby melons of Trung Thanh Agricultural Products Processing Joint Stock Company (Nong Cong), loan amount of 1 billion VND, creating jobs for 32 workers and creating new jobs for 40 workers; The business project of electronics, refrigeration and water paint of Mr. Trinh Xuan Hung (Thuong Xuan), loan amount of 400 million VND, creating jobs for 8 workers; The project of raising pigs, fish, and processing clean food of Mr. Nguyen Hoai Chau (Hau Loc), loan amount of 350 million VND, creating jobs for 7 workers...

It can be seen that the effective implementation of policies and laws on youth start-ups in the province has become an important lever, arousing the youth's strength, intelligence and innovative spirit in the youth. This not only contributes to socio-economic development but also creates a foundation for a generation of young entrepreneurs with the ability to compete and develop sustainably; strongly arouses the spirit of innovation, the will to establish a career of the young generation, especially union members and young people in disadvantaged areas, who have boldly realized start-up ideas, from green farm models, high-tech agricultural production, to community tourism and service development, not only helping young people improve their lives but also creating jobs for the community.
