According to the Government Office, Circular 29/2024 regulating extra teaching and learning of the Ministry of Education and Training, although receiving much consensus, still has many concerns.
Some opinions say that the root of extra teaching and learning is the heavy curriculum, while the mentality of valuing degrees is still quite common among many people. With the new textbook program, new high school graduation exam, new university admission method, the "competition" rate to enter prestigious universities is increasingly fierce.

In the long run, when the education program does not focus on exams, tests, and assessments, but teaches in the spirit of promoting the learners' abilities and qualities, then extra teaching and learning will return to their original nature.
When students find that they lack knowledge, they take extra classes to supplement that knowledge or want to be better, they take extra classes. But when the curriculum is still heavy on right and wrong, and learning is only for exams, then extra teaching and extra learning will continue to be distorted.
Therefore, Deputy Prime Minister Le Thanh Long directed the Ministry of Education and Training to grasp information reported by the press on the above issues in order to promptly have appropriate solutions according to authority and current legal regulations.
At the end of December 2024, the Ministry of Education and Training issued Circular 29 regulating the contents and forms related to extra teaching and learning. The Circular has many notable adjustments such as teachers who teach extra classes at school are not allowed to collect money from students, and if they teach extra classes outside of school, they must register their business.
At the same time, the circular also enhances the responsibility and inspection of school principals in detecting and handling teachers who teach extra classes in violation of regulations.
The new regulations of Circular 29 have met with mixed opinions from both parents and teachers. Many teachers believe that the new regulations completely prohibit extra-curricular tutoring, while the need for extra-curricular tutoring among students is real. Many even believe that the new regulations will create conditions for extra-curricular tutoring centers to flourish.
