Government discusses bill on atomic energy, science, technology and innovation

On the morning of March 19, 2025, the Government held a specialized law-making session in March 2025 to review and comment on the draft Law on Atomic Energy (amended); the Law on Science, Technology and Innovation; and a number of other important bills.

At the meeting, Government members said that the development of the above-mentioned Laws is extremely necessary, meeting practical requirements; improving the effectiveness and efficiency of state management activities in promoting the application of atomic energy for peaceful purposes, serving socio-economic development; developing science, technology and innovation.

Regarding the draft Law on Atomic Energy (amended), delegates focused on discussing policies on promoting the development and application of atomic energy; ensuring safety, radiation and nuclear security and decentralization of state management; nuclear inspection activities; management of radioactive waste, spent radioactive sources and spent nuclear fuel; response to radiation and nuclear incidents; civil liability for nuclear damage.

Regarding the draft Law on Science, Technology and Innovation, delegates said that the regulations must have breakthroughs, positive impacts, effectiveness and efficiency on scientific research activities, technology development and application; promote the science and technology market; promote innovation and technology application in social life, thereby promoting economic growth, ensuring national security and safety, improving the material and spiritual life of the people; making science, technology and innovation truly become the driving force to complete the industrialization and modernization of the country as proposed by the 13th National Party Congress; especially institutionalizing Resolution 57 of the Politburo.

Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the presiding agencies for their active preparation, serious reception, explanation, and the enthusiastic, responsible, practical, and quality opinions of the delegates; requested the Ministers to direct the drafting agencies to promptly complete and proactively coordinate with the National Assembly agencies in submitting, receiving, completing, and submitting the draft laws.

The Prime Minister also assigned the Deputy Prime Ministers in charge of the fields to directly direct the completion of draft laws.

Regarding the draft Law on Atomic Energy (amended) chaired by the Ministry of Science and Technology, the Prime Minister stated that it is necessary to continue reviewing the mechanisms and policies in Resolution 189/2025/QH15 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project for legalization. At the same time, it is necessary to refer to and inherit the achievements of mankind, and Vietnamize international regulations and those of other countries that can be applied appropriately to Vietnam's conditions.

Regarding the draft Law on Science, Technology and Innovation chaired by the Ministry of Science and Technology, the Prime Minister requested to continue reviewing and legalizing the contents of Resolution 57 of the Politburo, policies in Resolution 193/2025/QH15 of the National Assembly to pilot a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation, national digital transformation, and other resolutions related to science and technology.

Emphasizing that scientific research and innovation have no limits, the Prime Minister said that it is necessary to open up creative space, encourage innovation, accept risks and delays; apply a controlled testing mechanism; encourage innovation in both the public and private sectors so that everyone can innovate, every household can innovate; focus on protecting and enforcing intellectual property rights; promote decentralization and delegation of authority, especially to institutes, schools, and research entities.../.
