The coastal axis project DT 719B, Hon Lan - Tan Hai section through Ham Thuan Nam district and La Gi town, Binh Thuan has a total length of 10.4km.

The project started in December 2022 and is expected to be completed in early May 2025. The total investment is more than 660 billion VND.
Of which, the main route is 8.7km long, the branch route is 1.7km long with the starting point connecting to the existing Hon Lan road in Tan Thanh commune (Ham Thuan Nam district). The end point intersects with DT719 road at Km 45+588, Tan Hai commune (La Gi town).
According to the Binh Thuan Province Traffic Project Management Board (project investor), the project's construction progress has reached more than 30% of the contracted volume. The reason for the sluggish progress of this project is due to land acquisition problems and slow resettlement work.
Specifically, the total land area recovered is 41.8 hectares with 229 cases. By the end of mid-September 2024, the locality had mobilized households to hand over more than 7.1/10.4km of land, reaching 69%.
The site was handed over in small batches, causing many difficulties in construction and risking delays.
Recorded by reporters on the morning of September 30, at the construction site, at the locations where the site was handed over, the construction unit mainly assembled the system of horizontal and vertical culverts and filled the roadbed with sand. At Song Phan Bridge, the bridge pier foundations have been completed, and the bridge girders are being installed.
Mr. Nguyen Xuan Vien, construction commander, said: Currently, the project is facing difficulties. In many sections, the local authorities have handed over the site in a haphazard manner, and there is no service road to gather equipment and materials, leading to discontinuous construction.
"The contractor is focusing on drainage construction along the route and roadbed. At the same time, they are gathering materials for roadbed construction, ready to simultaneously construct the main route when the entire site is handed over," said Mr. Vien.
According to the investor, the "bottleneck" of site handover will be accelerated when the construction of two resettlement areas is completed.
The province has approved the arrangement of households affected by the project to two resettlement areas: Ba Dang (La Gi town) and Lang Giang (Ham Thuan Nam district) according to regulations.
Coastal road DT719B is still stuck for more than 3.8km through Tan Quang Cuong tian mine.
Another project on the coastal route is the 25.6km long renovation of DT719B road. The project started in November 2020, after many adjustments, it was expected to be completed by the end of January 2024 (however, it has been delayed).
The main route has been connected from the beginning of National Highway 1 to Suoi Nhum Bridge (Thuan Quy Commune), asphalted, and painted with complete road markings with a length of more than 20km.
Currently, the contractor has not been able to construct about 3.8km of the Tan Quang Cuong titanium mine, which is being exploited for land reclamation, so the site handover date has not been finalized.
The Binh Thuan province has extended the construction period for this project until the end of 2024. However, with only about two months left to complete the project, it is difficult to achieve with the large remaining construction volume.
After completion, the Hon Lan - Tan Hai route connecting the DT719B coastal axis will open up inter-regional traffic connections, opening up economic development opportunities, especially the tourism industry of Ham Thuan Nam, Ham Tan districts, La Gi town, forming the shortest route connecting Phan Thiet along National Highway 55 to Ba Ria - Vung Tau province.
