From now on, people can change their driving licenses right at the police station of the commune or ward.

On the morning of February 17, a representative of the Traffic Police Department said that the Central Public Security Party Committee has directed functional units under the Ministry of Public Security to urgently consult and propose a plan to receive and hand over the state management task of testing and granting driving licenses from the Ministry of Transport to the Ministry of Public Security.

4 principles when handing over testing and issuing driving licenses

Accordingly, units that arrange and use staff must ensure conditions and standards, avoid creating new staff, organizational focal points, streamlining, efficiency, effectiveness and efficiency. Assigned organizations and individuals must have sufficient conditions to implement and thoroughly apply information technology and Project 06 in the process of performing state management tasks in this field. Promote administrative procedure reform, provide and continuously improve the quality of online public services, and handle work in the electronic and digital environment.

The process of handing over and receiving tasks between the Ministry of Public Security and the Ministry of Transport ensures that all activities of agencies and organizations take place continuously, without interruption, and without affecting the normal activities of people and businesses.

During the implementation process, the Ministry of Public Security has closely coordinated with the Ministry of Transport to discuss, unify, and agree on the contents, forms, and methods of receiving and handing over; and has issued specific instructions for the police of units, localities, and Departments of Transport to implement.

In particular, in the assignment, decentralization of tasks and arrangement of human resources in the police at all levels, including: ministerial level, provincial level and communal level.

Accordingly, the Ministry assigns the Traffic Police Department to receive and perform the corresponding tasks of the Vietnam Road Administration, the provincial level assigns the Traffic Police Department to receive and perform the corresponding tasks of the Department of Transport, and the commune level performs the task of receiving applications for changing and re-issuing driving licenses to serve the people right at the grassroots level.

People can change their driving license at the commune level.

Regarding the staff performing the tasks, the existing staff of the police of the units and localities will be used and there will be a reasonable arrangement and assignment of positions, jobs, and number of staff at each level, ensuring that the total existing staff is not increased.

Police units and localities are urgently organizing training to issue driving test cards to ensure sufficient quantity, meeting qualifications and training on using software to manage driving tests and issue driving licenses to serve the people immediately upon receipt.

The Ministry of Public Security is urgently completing the institutions and legal documents on testing, issuing driving licenses, and organizing the apparatus, assigning tasks, and decentralizing when not arranging district-level police to ensure a complete legal corridor, close to reality, and serving the people most conveniently.

In the coming time, when performing the task of state management of testing and granting driving licenses, the Ministry of Public Security will continue to promote digital transformation in management and implementation. Upgrade and complete the software system, modern equipment, apply uniformly throughout the country, promote administrative reform, mainly handle work through the online public service system, and connect data between state management agencies according to Project 06.

At the same time, promote the digitalization of records, minimize the presentation of paper records and documents when doing procedures to change or reissue driving licenses. People's driving licenses when newly issued, changed or reissued are automatically integrated into applications to facilitate the search and control process of functional forces when participating in traffic.

According to the representative of the Ministry of Public Security, people can submit their application for changing their driving license right at the police headquarters of communes, wards and towns and can register to take the test at any locality nationwide after graduating from driving training courses, regardless of administrative boundaries and training locations as at present. Inspection, examination and supervision work directly and through equipment and techniques are enhanced to ensure that the enforcement force strictly complies with the provisions of the law, serving the people.
