On the morning of February 23, the Traffic Police Department (Ministry of Public Security) said that with the online form, people access the National Public Service Portal or the Ministry of Public Security portal, then declare according to the instructions and complete the fee payment through the payment function of the service system.
The driver's license will be returned to the citizen after 5 working days (if registering for postal service), and at the same time, electronic data about the citizen's driver's license will be automatically updated in the electronic environment through the information lookup page of the Traffic Police Department and VneID.
People can use the VNeID application to present their driving license to the inspector, and traffic police also use the electronic environment to check and authenticate through a specialized application.
The issuance and renewal of driving licenses on the National Public Service Portal will be implemented from the end of 2022, but now people can add the new portal of the Ministry of Public Security. The subsequent procedures will also be handled by the Ministry of Public Security because the new ministry will take over the function of testing and issuing driving licenses from the Ministry of Transport.
In the direct form, people who want to change their driving license will prepare a set of documents according to regulations and send them directly to the Traffic Police Department of the Provincial Public Security or the Commune, Ward or Town Police, where the application receiving point for the change is arranged. Here, people will be instructed to take photos and complete the obligation to pay the fee.
The driving license will be returned after 5 working days at the application receiving point or delivered to your home upon request. License data will be updated on the electronic environment VNeID and the Traffic Police Department's lookup page.
The application for change includes: a request for change or re-issuance of a driving license according to the form that can be filled out at the reception point; a health certificate of the driver issued by a qualified medical examination and treatment facility (except for those with a class A1, A, B1 driving license); a certified copy or electronic copy of the original or an electronic copy issued from the original book of the driving license, or a decision on administrative sanctions in the field of road traffic in cases where the right to use an integrated driving license is revoked; a valid passport (for foreigners and Vietnamese people residing abroad).
The Traffic Police Department said that the time to issue and renew driving licenses for citizens will be implemented immediately after the competent authority makes a decision. Currently, the police force is urgently completing the institution and system of legal documents on testing and issuing driving licenses, organizing the apparatus, assigning tasks, training the force performing the task of testing examiners, and upgrading and supplementing the database and software systems.
