Vice Chairman of Can Tho City People's Committee Duong Tan Hien has just signed and issued Decision No. 26/2024/QD-UBND decentralizing the management of urban areas and housing construction investment projects in the city.
Accordingly, this Decision decentralizes the management handover of urban areas and housing construction investment projects in Can Tho City, except in cases where the handover recipient is regulated by specialized laws or is a competent management unit assigned in the investment policy approval document.
The subjects of application of the above Decision are the city's departments, branches, sectors, district-level People's Committees, investors and organizations and individuals related to urban area construction investment and housing construction investment projects in Can Tho City.

According to the Decision, the responsibility of the District People's Committee is to receive and hand over management of urban areas and housing construction investment projects within the management area. In case the urban area or housing construction investment project is located in 2 or more district-level administrative units, the receiving party will be decided by the Can Tho City People's Committee on a case-by-case basis.
The District People's Committee shall agree with the investor and report the handover results to the Department of Construction for monitoring and management; organize the provision of urban services or transfer them to agencies, organizations, units or enterprises for management after handover.
At the same time, develop plans, arrange capital or propose periodic and annual capital arrangements to ensure good implementation of management, operation, maintenance, and repair of infrastructure projects to be handed over.
The responsibility of the Department of Construction is to advise the People's Committee of Can Tho City to inspect the implementation of rights and responsibilities of relevant parties when handing over the management of urban areas and housing construction investment projects. Synthesize reports on the results of handing over the management of urban areas and housing construction investment projects of the People's Committees at the district level, and report to the People's Committee of Can Tho City periodically every year.
This Decision takes effect from November 18, 2024. For urban area projects and housing construction investment projects approved by competent authorities before the effective date of this Decision but without an approved management handover plan, the investor shall prepare a handover plan in accordance with the provisions of Point d, Clause 2, Article 16 of Decree No. 35/2023/ND-CP dated June 20, 2023 of the Government amending and supplementing a number of articles of decrees under the state management of the Ministry of Construction, consult the expected recipient of the handover, which is the People's Committee at the district level in the project investment area, and report to the Department of Construction for monitoring and management.
