On January 17, many students studying pedagogy in Ho Chi Minh City said they had just received living allowance money refunded by the training institution into their personal accounts.

Accordingly, each student receives a total of more than 127 million VND, which is the living expenses for 35 months, from the first semester of the 2021-2022 school year to the end of the first semester of the 2024-2025 school year. Each month is equivalent to 3.63 million VND/student.
This support policy is implemented according to Decree 116/2020 of the Government on supporting tuition fees and living expenses for pedagogical students in the form of training by assignment and order.
This round of support includes more than 600 pedagogical students studying at two schools, Saigon University and Ho Chi Minh City University of Education. These are students admitted to university in 2021 and are the first class to apply the support policy according to Decree 116/2020 of the Government.
The transferred amount includes two amounts: tuition and living expenses for 35 months (7 semesters) that students enrolled in 2021 studied under the assignment and order training method.
Mai Anh Thi (4th year student, Primary Education, Saigon University) said that as soon as she received the notice, early this morning (January 10), she went to school to sign to confirm the account number and the amount of money to receive.
The amount Mai Thi received this time was more than 127 million VND. This is the living allowance for the past 35 months, 3.63 million VND per month.
Her family lives in Dong Nai. After finishing 12th grade, Mai Thi was accepted into several other universities, but the tuition fees were too high, so she enrolled in a teacher training program to be exempted from tuition fees and receive support for living expenses.
When I enrolled, I applied for support under the training program under the local assignment and order method. At that time, I paid in advance for tuition for 3 semesters, about more than ten million VND, but I did not have to pay anymore.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that the Department has recently completed the documents and transferred money to two schools, Saigon University and Ho Chi Minh City University of Education, with more than 600 students. Of these, more than 500 are studying at Saigon University.
The amount transferred includes two amounts: tuition and living expenses for 35 months (7 semesters) that students enrolled in 2021 studied under the assignment and order training method.
Tuition fees will be returned to the training institution, while living expenses will be refunded by the two schools to students in accordance with the provisions of Decree 116/2020 of the Government.
Regarding the reason for the nearly 4-year delay in transferring money, Mr. Ho Tan Minh said that 2021 was the first year for students to enjoy the support policy under Decree 116/2020. However, at that time, the COVID-19 pandemic was greatly affected, so the implementation encountered many difficulties, legal problems, and document processing...
Therefore, after the epidemic period and when the Ho Chi Minh City People's Committee approved the implementation plan, the department completed the documents before December 31, 2024 to transfer money to the training facility.
