National Assembly Chairman Vuong Dinh Hue said that delegates will question members of the Government and heads of sectors on the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision and questioning in the following areas: science and technology; education and training; culture, sports and tourism; health; labor, war invalids and social affairs; information and communications.
Preschool teachers have very low salaries.
Responding to delegates about the salary policy for preschool teachers, Minister of Home Affairs Pham Thi Thanh Tra said that implementing Decree 204 and Decision 244, the Party and State have paid attention to the implementation of preferential allowances for the profession. Overall, preschool teachers' salaries are very low, only about 5-6 million VND/month.
Regarding future solutions, it is recommended that the Ministry of Education and Training coordinate with the Ministry of Home Affairs when building a new salary table based on job positions on the principles of Resolution 27, job nature, and implementing career incentives.
On the basis of Resolution 29, ensuring basic salary, along with allowances, will be higher than the administrative salary scale. When implementing, attention will be paid to teachers' salaries in general and preschool teachers' salaries in particular.
Regarding the salary policy of commune-level civil servants and other civil servants, the Minister of Home Affairs informed that in reality there are two civil service regimes: commune-level civil service regime and district-level regime and above.
But for commune-level civil servants, the policies and regimes are similar to those of district-level civil servants and above, with clear standards, conditions, and job positions, but commune-level civil servants are not yet included in the total payroll of the political system.
"In the coming time, the Ministry of Home Affairs will continue to complete the project of linking civil servants at the commune level with the district level to build a common, complete, and modern civil service regime," said Ms. Pham Thi Thanh Tra.
Regarding the delay in building job positions in public administrative units, the Minister of Home Affairs affirmed that this assessment is correct. The Minister of Home Affairs said that so far, 13/15 Ministries have completed the List of job positions in specialized fields and requested that the Ministries try to complete it soon for synchronous implementation.
Minister Pham Thi Thanh Tra also requested ministries, branches and localities to base on the Circular to guide the public service agencies and units under their management to develop a job position project, on that basis approve the project to be able to implement salary reform in the coming time.
Regarding educational innovation, Minister of Education and Training Nguyen Kim Son emphasized that teachers are very concerned when facing great challenges, the lives and conditions of teachers are still limited and difficult, young teachers who have just entered the profession face difficulties in terms of salary, and teachers in remote areas have limited facilities.
The Minister informed: "Teachers also hope that society and parents will share more in the great work that teachers are doing, and at the same time, there needs to be improvements in salaries and living conditions."
Removing difficulties in the work of approving and accepting fire prevention and fighting

Minister To Lam informed that, up to now, local police have reviewed all establishments with difficulties and problems and directly worked with and guided solutions to remove difficulties in fire prevention and fighting; established working groups to directly visit 100% of establishments with existing and violating issues to guide solutions and measures to overcome existing problems and violations in fire prevention and fighting.
Based on the removal of difficulties and obstacles, as of October 30, 100% of new construction projects with difficulties and obstacles have been guided and agreed to accept and edit, and there are no more obstacles in the process of organizing design, completing documents for approval and acceptance of fire prevention and fighting...
Applying information technology in health sector management is an urgent issue.
At the Question and Answer Session, regarding the health sector, Minister of Health Dao Hong Lan affirmed that applying information technology in health sector management is an urgent issue, therefore, the health sector directed the implementation of information technology application, as well as digital transformation in the health sector's management.
Regarding the implementation of electronic records and the remote medical examination and treatment project, the Minister said that the Ministry of Health has also made decisions related to the approval of the remote medical examination and treatment project for the 2020-2025 period and the plan to promote the development and use of digital medical platforms for digital transformation by 2025.
Recently, the Ministry of Health has actively deployed and is piloting the implementation of the remote medical examination and treatment project, initially bringing about effectiveness and organizing evaluation and summarizing lessons learned to expand to other medical units and facilities.
With the implementation of electronic records, the Ministry of Health has implemented a pilot program, in which the Law on Medical Examination and Treatment passed by the National Assembly also stipulates the content related to the information technology component included in the management costs of medical examination and treatment facilities.
According to the roadmap, the Government is currently developing a Decree guiding the Law on Medical Examination and Treatment (amended), these contents will be specified in the coming time.
