On May 15, the Vietnam Road Administration held a conference to implement Directive 05/CT-BGTVT on strengthening management, preventing and combating negativity and improving the quality of training, testing and granting of road motor vehicle driving licenses.
Mr. Luong Duyen Thong, Head of the Department of Vehicle and Driver Management (Vietnam Road Administration) said that the country currently has 371 training facilities and 154 driving test centers. In addition to the achievements, the training and testing of drivers also revealed many shortcomings, limitations, errors, and potential risks of violations and negativity.
According to regulations, learners must study theory, drive in the driving range and drive on the road. Currently, the training time for B2 class drivers in the Transport sector (168 hours of theory, 84 hours of practice) is longer than that of the Military sector (168 hours of theory, 38 hours of practice), equivalent to China and longer than that of Korea, Japan, Singapore, Germany, and the United States.
According to many localities, the theoretical study time is too long with many overlapping subjects, causing difficulties and waste for learners. A representative of the Department of Transport of Hai Phong City said that there needs to be a change in the concept of distinguishing between learners and apprentices.
In fact, a large percentage of people learn to drive their family vehicle, not to become drivers.
“The current training program equates everything. That is why the subjects and time of each subject are prolonged,” said a representative of the Department of Transportation of Hai Phong City.
Agreeing with the above viewpoint, a representative of the Ho Chi Minh City Department of Transport commented that many driving training and testing facilities reflected overlapping and inappropriate subjects.
For example, students will have to study 18 hours for the course “Common Repair Structure”. Meanwhile, society is becoming more and more specialized, and there are already rescue services available for broken down vehicles.
Or the subject "Transportation Business" takes up 16 hours in the curriculum. The leader of the Ho Chi Minh City Department of Transport said that according to statistics in the city, 80% of people learning to drive do not have the need to do transportation business. "This subject should be left for transportation business units to directly train workers, with supervision from the authorities, which would be more suitable," he informed.
Agreeing with the above view, Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, said that some regulations on driver training and testing are currently causing difficulties for training facilities and students.
The first inadequacy shown in the training regulations lies in the theoretical part. Currently, there are 5 subjects, including 18 hours for the subject "Common Construction and Repair".
“With only 18 hours of training, it is already difficult for students to understand, let alone repair, even minor repairs,” said Mr. Quyen, who believes that this subject should not be applied widely to all driving students.
Speaking at the conference, Mr. Nguyen Xuan Cuong, Director of the Vietnam Road Administration, affirmed that improving quality and preventing corruption in the industry is both a continuous task and an urgent, long-term task.
The Director of the Vietnam Road Administration also directed functional units to promptly overcome loopholes and problems in driver training and testing.
“Rigid regulations that are not suitable to reality lead to incorrect implementation by training facilities. We must dare to face the truth to correct and change... ”, Mr. Cuong said.
