On the afternoon of July 16, continuing the second working day of the 17th session, the Ho Chi Minh City People's Council discussed in the hall the socio-economic situation and a number of other important contents.

Discussing at the meeting hall, delegate Le Minh Duc assessed that the implementation of public investment projects in recent times has received attention from the Ho Chi Minh City People's Committee, agencies and units. However, many projects approved by the Ho Chi Minh City People's Council have been progressing very slowly due to compensation and legal issues, making life difficult for people living nearby. In addition, there are projects that are not close to reality and have to be changed and adjusted many times, leading to price increases and additional costs.

Delegate Le Minh Duc cited the project of a road in Go Vap district, which was approved by the HCMC People's Council in 2021 with a total investment capital of VND110 billion, and has now been adjusted to increase the capital to VND656 billion. Therefore, the Delegate suggested that relevant units should pay attention to speeding up the progress of projects to have complete infrastructure to both serve the city's development and reduce impacts on the people.

In the report on adjusting the medium-term public investment plan for the period 2021-2025 using local budget capital, the Ho Chi Minh City People's Committee proposed to balance capital for community projects of districts, towns and Thu Duc City to celebrate the 50th anniversary of the Liberation of the South and National Reunification. Specifically, each ward and commune will receive about 1 billion VND; each district will receive about 10 billion VND. The total capital is nearly 713 billion VND. Regarding this content, Deputy Truong Le My Ngoc requested the Ho Chi Minh City People's Committee to provide information on the selection criteria and implementation process to ensure that the state budget is used effectively, economically and brings practical benefits to the people.

In return, Director of the Department of Planning and Investment Le Thi Huynh Mai said that the Ho Chi Minh City People's Committee's proposal to supplement medium-term capital for 2021-2025 to implement public projects to celebrate the 50th anniversary of the Liberation of the South and National Reunification is a major policy of the Ho Chi Minh City People's Committee to thank the people of the city. These programs and projects will be completed, put into use or started before April 30, 2025. Up to now, the Department of Planning and Investment and related departments and branches have completed the review stage and are preparing to implement the next steps.

Ms. Le Thi Huynh Mai pledged to coordinate with departments, branches and localities to carry out tasks in parallel to ensure progress and quality of works and projects serving the people, contributing to improving the material and spiritual life of the people.

Regarding the question of Deputy Le Minh Duc, the Director of the Department of Planning and Investment explained that the project in Go Vap increased its total investment from 110 billion VND to more than 600 billion VND, partly due to the process of infrastructure renovation, prolonged procedures and increased scale from 20m to 30m.

Prepare carefully for the new school year

Responding to Deputy Tran Quang Thang, Director of the Ho Chi Minh City Institute of Economics and Management, about preparations for the new school year, Director of the Department of Education and Training Nguyen Van Hieu said that in the 2024-2025 school year, Ho Chi Minh City has more than 1.7 million students. Up to now, the enrollment work has passed phase 1, the Department of Education and Training ensures that 100% of students have a place to study.

Mr. Hieu added that this year is the second year of applying digital learning data to arrange and stream primary school students into educational institutions, so there are many advantages. However, some parents do not work at their place of residence and want their children to study at their workplace. The Department has a plan to work with localities to consider arranging the second option. The Department of Education and Training will continue to listen to the thoughts and wishes of parents and work with localities so that by the end of July, students will be arranged into educational institutions that are most convenient for students and their families.

To prepare for the new school year, the Department of Education and Training also coordinated with localities to repair 476 classrooms. In addition, the Department of Education and Training requested that the Departments of Education and Training equip and purchase equipment for the new school year during the summer.
