Auction failed

Through actual observation, the reporter noted that the Trade and Service Point is located behind the Hai Son Commune People's Committee headquarters. The road to this place has not been invested in synchronously, and is still red soil, so it is muddy when it rains, making it difficult to travel. 22 stalls at the market halls are tightly closed. After a long time of not being used or maintained, some items have shown signs of deterioration.

It is known that the Hai Son Commune Trade and Service Point will be completed in mid-2023. This is a project within the criteria for new rural construction of Hai Son Commune, phase 2021-2025. The project has a land use area of ​​about 5,023 ^m2 , including: 1 main communal house with an area of ​​over 444 ^m2 , 1 fish market communal house with an area of ​​112 m2, 1 toilet with an area of ​​over 14 ^m2 , 1 garbage collection pit with an area of ​​8 ^m2 and 1 concrete yard with an area of ​​over 351 ^m2 ...

After the project was completed, Hai Son Commune People's Committee signed a contract with Bao Minh Joint Stock Auction Company to auction and lease the right to use 22 stalls at Hai Son Commune Trade and Service Point. However, when organizing the auction to lease the stalls, no one registered to participate in the auction.

People living near the Hai Son Commune Trade and Service Point said that although the market has been completed for many years, no traders have registered to rent stalls because the rental price is too high. In addition to the road leading to the market being muddy when it rains, people have long been accustomed to shopping at markets such as My Chanh, Hai Tan... so they are not interested in the new market.

Ms. NTH lives in Hai Son commune but for many years has been a small trader at My Chanh market.

Ms. H. said: “My Chanh market is considered a big market in Hai Lang district, trading here is quite convenient and the travel is not too far. In 2023, Hai Son Commune People's Committee organized an auction to rent stalls at Hai Son Commune Trade and Service Point, I was also eager to learn but the price was too high. I only do small business, if I spend a few million VND each year to rent stalls and a few million VND more for the auction deposit, I can't afford it. Meanwhile, this is just a small market in the commune, with fewer customers."

This is also the common mentality of small traders in Hai Son commune and neighboring areas.

Rebuild the auction plan

Chairman of Hai Son Commune People's Committee Le Van Huan said that in July 2023, Hai Lang District People's Committee issued decisions approving the floor price and approving the auction plan for leasing the right to use stalls at the Hai Son Commune Trade and Service Point. Accordingly, 12 lots in the main market hall have an area of ​​12 m2/lot with a floor price of 36-39.6 million VND/5 years (from 7.2-7.9 million VND/year), 10 lots in the secondary market hall have an area of ​​9 m2/lot with a price of 16.2-17.8 million VND/5 years (from 3.2-3.5 million VND/year).

In September 2023, Hai Son Commune People's Committee signed a contract with an auction company to conduct an auction to lease the right to use the stall. "Although the Commune People's Committee has promoted the auction through many forms and mass media channels; the Fatherland Front and mass organizations have actively coordinated to mobilize local and foreign traders to participate in the auction. However, by the end of the sale of documents, no one had bought the documents to participate in the auction," said Mr. Huan.

Since then, the Hai Son Commune Service and Trade Point has not been able to operate and has been left abandoned. According to Mr. Huan, there are many reasons why no one has participated in the auction for the right to use the stall lot. For example: small traders in Hai Son, Hai Chanh, Hai Phong communes have been doing stable business at traditional markets, such as My Chanh, Hai Tan for many years, have a certain number of regular customers, so they do not want to change their business location.

In addition, small traders buy goods from wholesale markets and then sell them in every alley, or people shop online, so people are not interested in auctioning stalls for business. However, the main reason is still because the floor price for renting the right to use stalls is too high.

“The Commune People’s Committee has reported to the Hai Lang District People’s Committee for comments. Currently, we are reviewing and rebuilding a more suitable auction plan for leasing the right to use the stalls at the Hai Son Commune Trade and Service Point. After that, we will submit it to the competent authority for approval,” Mr. Luan added.
