This morning, December 23, the 2nd Conference of the Vietnam Fatherland Front Committee (VFF) of Hanoi City, term XVIII, term 2024-2029 took place.

Building a "strong" Front cadre team in both the City and locality
After the opening speech of the Chairwoman of the Vietnam Fatherland Front Committee of the City Nguyen Lan Huong, giving a speech at the Conference, Chairman of the City People's Committee Tran Sy Thanh affirmed that, looking back at 2024, a year of special significance, the 70th anniversary of the Liberation of the Capital, the year of "acceleration" to ensure the completion of the goals set out in the Resolution of the 17th Congress of the City Party Committee, Hanoi City has resolutely and effectively implemented the policies and decisions of the Central Committee and the City Party Committee. With the participation of the entire political system, the efforts of the business community and the people of the Capital, many key tasks and breakthroughs have been completed. Among the achieved results, there is a great contribution from the Fatherland Front at all levels of the City.
The Chairman of the City People's Committee stated that the City Fatherland Front at all levels has always been united, promoting the spirit of initiative, exemplary, daring to think, daring to do, creativity and efficiency, being a place to gather the great solidarity of the people, a strong bridge between Party committees at all levels, the government and all classes of people, affirming the role, position and tasks in the political system, actively contributing to the construction of a civilized and modern capital.

The Chairman of the City People's Committee pointed out that 2025 is of decisive significance for the implementation of socio-economic development goals for the entire term as well as the implementation of the Resolution of the 17th City Party Congress. It is also the year of Party Congresses at all levels, leading up to the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, thus posing new and higher requirements for the activities of the City's Fatherland Front at all levels.
Chairman of the City People's Committee Tran Sy Thanh emphasized a number of key contents and requested the Standing Committee of the Vietnam Fatherland Front Committee of the City to pay attention to implementing them. In particular, continuing to consolidate and build the great national solidarity bloc, creating consensus in society to gather people and socio-political organizations, mass organizations to join hands for the common development of the City. At the same time, focusing on propagating the contents of the guiding ideology and major orientations of the Party and General Secretary To Lam on "New Era - Era of national rise"; implementing the Resolutions of the Party Congresses at all levels, in conjunction with 10 working programs of the 17th City Party Committee; Resolution 15-NQ/TW on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045; the amended Law on the Capital in 2024; key programs and projects of the City; Resolution of the Congress of the Vietnam Fatherland Front at all levels of the city for the 2024-2029 term and Resolution of the 10th Congress of the Vietnam Fatherland Front...
At the same time, continue to improve the quality and effectiveness of patriotic emulation campaigns and movements; implement the peak month "For the poor"; organize well the "National Great Unity Day" in residential areas on the occasion of the 95th anniversary of the Vietnam Fatherland Front's Traditional Day; coordinate in organizing activities to show gratitude, take care of people with meritorious services, policy families, people in difficult and disadvantaged circumstances in society, and promptly deploy relief activities.
The Chairman of the City People's Committee also requested the City Fatherland Front at all levels to continue to effectively carry out social supervision and criticism activities; grassroots democracy regulations, guide people to build and strictly implement conventions and self-management models in residential communities in accordance with legal regulations, contributing to participating in government building; and strengthen people's foreign affairs in the new situation.
At the same time, continue to strongly innovate the Front's operating methods to adapt to the requirements of tasks in the new situation; review, streamline, reduce internal focal points, improve the effectiveness and efficiency of the apparatus and the quality of the Front's staff; focus on attracting talents and training to build a stable and "strong" team of specialized Front staff in both the city and locality.
Implement movements with specific models and tasks
At the Conference, the Standing Committee of the Vietnam Fatherland Front Committee of the City announced the decision on appointing members of the Party Delegation of the Vietnam Fatherland Front Committee of the City; informed about the results of the Front's work in 2024, the program of coordination and unified action in 2025; presented the draft Regulations and the Program of work for the entire term of the Vietnam Fatherland Front Committee of the City, term 18, term 2024-2029.
In particular, 100% of delegates voted unanimously to recognize 3 members of the Vietnam Fatherland Front Committee of Hanoi City, term XVIII, 2024-2029, including Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; Chairman of the City Lawyers Association Dao Ba Son; Chairman of the Vietnam Fatherland Front Committee of Tay Ho District Pham Viet Hung.
At the same time, a number of former members of the 18th Hanoi City Vietnam Fatherland Front Committee have resigned due to retirement or job transfer.
The Standing Committee of the Vietnam Fatherland Front Committee of the City presented flowers to express its appreciation for the contributions of the former members of the Vietnam Fatherland Front Committee of the City and congratulated the newly appointed members of the Vietnam Fatherland Front Committee of the City.
Concluding the Conference, Chairwoman of the Vietnam Fatherland Front Committee of the City Nguyen Lan Huong requested the City's Fatherland Front system at all levels to continue to seriously grasp the Resolutions of the Party Congresses at all levels, the Resolutions, Directives, and Conclusions of the Central Committee, the City and localities; especially the guiding ideology of the Party and General Secretary To Lam on "the new era - the era of national rise"; Resolution No. 43-NQ/TW of the 13th Party Central Committee on "Continuing to promote the tradition and strength of great national unity, building our country increasingly prosperous and happy".
From there, promptly concretize the tasks under the responsibility of the Vietnam Fatherland Front Committees at all levels, widely propagate to each citizen, member, and union member; improve the effectiveness of propaganda work, grasp the situation of public opinion, spread positive activities and typical models in the community.
In particular, Ms. Nguyen Lan Huong noted that the Fatherland Front system at all levels of the city continues to improve the quality of campaigns and emulation movements in the direction of benefiting the country, benefiting the people, and promoting goodness in order to arouse and maximize potential and strengths to excellently complete political tasks, socio-economic development goals and targets of the city and each locality and unit.
"Focus on implementing movements in a practical and effective manner, avoiding the disease of achievements with specific models and tasks, including immediately implementing the "Bright - green - clean - beautiful" movement launched by the City People's Committee in the spirit of "only beginning, no end"; building new rural areas and civilized urban areas must closely follow the criteria to solve environmental issues and urban management - Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City Nguyen Lan Huong clearly stated.
In addition, the City Fatherland Front at all levels continues to improve the quality and effectiveness of supervision and social criticism; more specifically, the implementation of supervision, avoiding ostentation and formality; focusing on ineffective supervision. At the same time, coordinate, advise, propose, and recommend tasks and solutions to implement the Capital Law, Land Law and other laws extensively, in accordance with the conditions and development requirements of the Capital; focus on organizing and arranging a streamlined, effective and efficient apparatus associated with improving the quality of cadres with sufficient qualities and capacity to meet the requirements of the new period in the entire system of the Vietnam Fatherland Front.
In addition, continue to strongly innovate the activities of the Front according to the motto of focusing on the grassroots and residential areas, promote the application of IT, digital transformation in the activities of the Front system; innovate methods and approaches in each specific activity but do not replace or lose the principle of consultation activities of the Front. Emulate each unit of the Vietnam Fatherland Front at the district and commune levels to have at least 1 project or part of the work demonstrating innovation to welcome the Party Congresses at all levels for the 2025-2030 term; to celebrate the major holidays of the nation, the country and the Capital.
In the immediate future, the Chairman of the Vietnam Fatherland Front Committee of the City requested the Front and its member organizations at all levels to coordinate and focus on preparing plans and resources to visit, encourage, and give gifts to policy families, the poor, and people in difficult circumstances on the occasion of the Lunar New Year of At Ty; the Front at all levels shall supervise and ensure timely payment and support to the right people and the right subjects.
