According to the program, the content of the 5th extraordinary session of the 15th National Assembly will open on January 15, 2024 and is expected to close on the morning of January 18, 2024 in the form of a concentrated meeting at the National Assembly House.

At the 5th extraordinary session, the National Assembly will consider and approve 4 important contents. Discussing with Nguoi Dua Tin about expectations for the contents to be considered and approved at this session, National Assembly Delegate Nguyen Thi Viet Nga - Deputy Head of the National Assembly Delegation of Hai Duong province assessed that the contents to be considered at the extraordinary session are extremely important and urgent.

“The contents expected to be considered and decided at the 5th extraordinary session are all major and important issues, aiming to remove difficulties, obstacles, and current bottlenecks in socio-economic development. If not promptly removed, these bottlenecks will be a major obstacle in the effort to complete all targets and tasks of 2024 in particular and of the entire term in general,” Ms. Viet Nga expressed.

Therefore, the female delegate expects that the National Assembly deputies will study the documents thoroughly and actively discuss to pass the two important Law projects; as well as contribute many opinions to the two Resolutions.

"The two passed Law projects and the two issued Resolutions will be the driving force and a mechanism of special significance necessary for the Government to manage socio-economic development in the current difficult period," Ms. Viet Nga emphasized.

Regarding the draft Land Law (amended), delegate Viet Nga said that we are currently facing many bottlenecks in land management because the current Land Law has many problems compared to the development practices of society. These bottlenecks partly create obstacles to the process of socio-economic development.

“Amending the Land Law to remove bottlenecks, resolve difficulties and obstacles in the process of land management and use is extremely necessary and urgent. Therefore, the consideration and approval of the Land Law (amended) at the 5th extraordinary session is of key significance in promoting socio-economic development in the coming time,” said Ms. Viet Nga.

Looking further at the national target programs, according to the Hai Duong delegation, the three national target programs face many difficulties and obstacles, such as the disbursement progress of the allocated central budget capital is still very slow...

In particular, some difficulties and problems need to be promptly resolved regarding: Allocation and assignment of annual central budget estimates (regular expenditures) to implement national target programs; regulations on procedures, criteria, and sample documents for selecting projects and models to support production development; mechanisms for using the State budget to support projects to develop production linked to the value chain, develop community production;...

The above difficulties and problems are related to the provisions of a number of relevant Laws, beyond the authority of the Government and need to be reported to the National Assembly.

These difficulties and problems were thoroughly discussed by the National Assembly at the recent 6th Session. However, without specific mechanisms to resolve them, it will be difficult to disburse and effectively implement the remaining tasks of these 3 Programs, especially the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas.

“Thus, the humanistic meaning of the program and its objectives will be affected. If these solutions are approved, they will remove difficulties and obstacles, creating favorable conditions for localities to speed up the implementation and disbursement of capital for national target programs,” Ms. Viet Nga added.

Therefore, the female delegate believes that it is necessary to have some specific mechanisms and policies to continue to effectively implement national target programs. At the same time, she also hopes that the National Assembly deputies will discuss carefully and cautiously to pass the Resolution.

Previously, in an exchange with Nguoi Dua Tin , National Assembly Deputy Bui Hoai Son - Standing Member of the National Assembly's Committee on Culture and Education, a delegate from Hanoi, emphasized that the issues raised at this session, especially the Land Law (amended) and the Law on Credit Institutions (amended), are all very hot issues, national and people's livelihood, where any reason affecting the progress of promulgating these laws will have a great impact, a very negative impact on society.

According to the announcement from the National Assembly Office on the program and content of the 5th extraordinary session of the 15th National Assembly:

Regarding the draft Land Law (amended), after being accepted and revised, the draft Land Law (amended) submitted to the National Assembly at the 5th Extraordinary Session consists of 16 chapters, 260 articles, omitting 5 articles, amending and supplementing 250 articles (both in content and technique) compared to the draft Law submitted to the National Assembly at the 6th Session.

Regarding the major contents, please give your opinions and discuss them at the 6th Session. Based on research, discussion, exchange and careful review, relevant agencies have agreed to revise and complete 18 contents.

Regarding the draft Law on Credit Institutions (amended) , after being accepted and revised, the draft Law on Credit Institutions (amended) submitted to the National Assembly at the 5th Extraordinary Session consists of 15 chapters and 210 articles (compared to the draft Law submitted to the National Assembly at the 6th Session, 4 articles were removed, 11 articles were added, 15 articles were kept the same and other articles were technically revised) .
