Closely following the directives of the Central and Provincial Party Committees, the work of receiving citizens and handling complaints and denunciations (KNTC) in 2024 of state administrative agencies from the provincial to grassroots levels has been strengthened; seriously implementing periodic citizen reception, dialogue between heads of Party committees and local authorities and thoroughly resolving each case, creating high consensus and unity among the people, thereby gradually reducing the number of KNTC cases in the year.
Right from the beginning of the year, the Provincial Party Standing Committee issued Directive No. 41-CT/TU (dated February 15, 2024) on strengthening the Party's leadership in citizen reception and complaint settlement in the new situation; The Provincial People's Committee issued documents directing and requesting heads of departments, branches, and chairmen of provincial People's Committees to thoroughly grasp and seriously implement the periodic citizen reception by heads of Party committees and authorities at all levels.
In close adherence to the goals and guiding viewpoints of the province, the heads of Party committees and authorities from the province to the grassroots level, the heads of departments, branches and sectors of the province have proactively reviewed complaints arising from the grassroots level; in the process of settlement, they have increased meetings and dialogues with people and businesses; proactively inspected and examined the responsibilities of heads of agencies and units in receiving citizens and resolving complaints and denunciations, in conjunction with the work of preventing corruption and negativity.
Ms. Nguyen Thi Ngan, Vice Chairwoman of the Provincial Fatherland Front Committee, said: Through the process of monitoring and supervision, all levels and sectors in 2024 have proactively developed a plan to coordinate the organization of citizen reception; directed the establishment of a working group to carry out the task of receiving citizens and resolving complaints. In particular, the strengthening of coordination between levels and sectors in organizing dialogues has helped advisory agencies and complaint handlers to clearly understand the matter, have the right direction and direction, so the settlement results have created high consensus and unanimity.
The Provincial People's Committee regularly maintains relationships and is proactive in coordinating between the province and central agencies, especially the Central Citizen Reception Committee and the Government Inspectorate. Through that, connecting and promptly handling information about cases, minimizing the appearance of large petition groups at the headquarters of central agencies; having solutions to resolve difficult and problematic issues; propagating, encouraging and persuading citizens to comply with the State's legal regulations, not continuing to complain, make recommendations and reflect beyond the level, and prolonging them.
From the implemented solutions, in 2024, the number of citizens directly coming to state administrative agencies to make complaints, petitions and reflections will decrease by 24.49% compared to 2023; the number of complaints and petitions will decrease by 23.24% compared to 2023; the number of petitions and large groups will decrease by 3.6% and 27.1%, respectively, compared to 2023.
The number of cases of handling complaints and denunciations in 2024 is relatively high, reaching 85.4%, 7.13% higher than in 2023. This shows that agencies and localities in the province have made great efforts to achieve the goal of promptly, thoroughly and legally resolving newly arising complaints and denunciations right from the grassroots level. Through the work of receiving citizens and handling complaints and denunciations, in 2024, state administrative agencies have proposed to develop additional compensation plans, returning over 1 billion VND to citizens; proposed to suspend the regime and withdraw subsidies for 5 people; and withdraw medical examination records for 3 people.
The Party Committee, government, people of all ethnic groups and the armed forces of Quang Ninh are currently preparing to enter 2025, a year of great significance when Party congresses at all levels take place, leading up to the 14th National Party Congress. Promoting the achieved results, all levels and sectors are focusing on and proactively implementing the work of receiving citizens and resolving complaints and denunciations in accordance with Plan No. 188/KH-UBND dated August 19, 2024 of the Provincial People's Committee on coordinating the organization of citizen reception to serve Party congresses at all levels, the 14th National Party Congress for the 2025-2030 term; election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term. The highest goal is to thoroughly resolve complaints and denunciations, not to let them accumulate or arise, to ensure the legitimate and legal rights and interests of citizens on the basis of the rule of law, to contribute to ensuring social order, security and safety, to best serve the organization of party congresses at all levels for the 2025-2030 term and the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term taking place in the province.
