Localities focus on restoring production after storms and floods

Up to now, the provinces and cities that suffered damage due to the impact of storm No. 3 have been focusing on restoring and reconstructing all aspects after the storm.

Heavy damage

According to the Department of Crop Production, heavy rains caused by storm No. 3 have flooded more than 300,000 hectares of crops. Of which, 200,000 hectares of rice were affected, 51,000 hectares of vegetables and 61,000 hectares of fruit trees and industrial crops.

According to the Ministry of Agriculture and Rural Development, Storm No. 3 is the strongest storm to make landfall in our country in the past 30 years. The storm's circulation caused very heavy rain, lasting for many days, over a wide area in all localities in the Northern region. Heavy rain caused the biggest flood since 1971 in the entire Red River Delta - Thai Binh basin; landslides, flash floods, and landslides in most mountainous and midland provinces of the North, especially in Lao Cai, Yen Bai, Cao Bang provinces... In addition, severe flooding also occurred in low-lying areas in the mountainous, midland and delta regions of the North.

According to statistics, the whole Yen Bai province has about 7,000 hectares of damaged and affected crops, of which rice is more than 3,000 hectares, corn and vegetables are more than 1,610 hectares, industrial crops and fruit trees are 853 hectares, and forestry trees are 1,444 hectares. The estimated damage caused by rain, storms and floods to the province's agricultural sector is more than 5,738 billion VND.

Ha Giang province, from the beginning of 2024 until now, has experienced many natural disasters with great impacts, causing a lot of damage to people and property. The recent storm No. 3 alone affected 1,407 houses; nearly 2,200 hectares of crops, aquatic products and more than 6,400 poultry and 112 cattle. Many traffic routes, irrigation works, education, electricity and welfare works were eroded and buried; estimated damage of more than 141 billion VND.

According to Phan Van Canh, Head of Dong Tam Village, Yen Thanh Commune, Quang Binh District (Ha Giang), “The area is mainly inhabited by two ethnic groups, the Dao and Mong, with 30 poor and near-poor households; the main occupation of the villagers is agriculture. However, the recent rains and floods have damaged 6.8 hectares of rice, vegetables and 12 hectares of forestry trees. Therefore, the lives of the villagers are currently facing many difficulties.”

Seed demand for large production

Storms and floods have caused severe damage to agricultural areas in many northern localities, so the demand for seeds and seedlings to restore and restore production in the field of cultivation is currently very high. Of which, rice needs 15,000 tons of seeds to produce the 2024-2025 winter-spring crop; vegetables of all kinds need 112.5 tons and more than 1,000 tons of corn seeds. However, the amount of seeds in the national reserve is limited, so the support of seed production enterprises is needed to help people ensure enough seeds for planting.

A representative of the Department of Agriculture and Rural Development of Yen Bai province said: Immediately after the storm and flood occurred, Yen Bai province directed functional agencies to increase forces, coordinate with localities to urgently overcome the consequences of natural disasters; review and assess damage, environmental sanitation and support people to soon stabilize their lives. For the field of cultivation, the province directed departments, branches, sectors and localities to compile statistics and synthesize the need for support for rice, corn, vegetable and material seeds for production and promptly propose to the Central Government for support to ensure the season. (For rice, 15,000 tons of seeds are needed for the 2024-2025 winter-spring crop; 112.5 tons of vegetables and more than 1,000 tons of corn seeds are needed).

In Lao Cai province, recent rains and floods have also caused severe damage to agricultural production. The entire province has 2,436 hectares of rice damaged, of which 361.71 hectares of rice fields have been eroded and cannot be restored, and 131.53 hectares have been buried by rocks and soil, requiring renovation to continue production.

In addition, nearly 1,900 hectares of corn, vegetables, cassava; 186,390 fruit trees, perennial trees; more than 1,500 hectares of forestry trees, medicinal plants, industrial plants... were damaged.

Currently, the provincial agricultural sector is directing its affiliated units to proactively coordinate with the People's Committees of localities to urgently restore production. At the same time, the agricultural sector is also advising the Provincial People's Committee to propose the Central Government to support plants and breeds to help people restore production as soon as possible.

In Tuyen Quang province, recent rains and floods have also affected more than 5,400 hectares of rice, 3,420 hectares of corn, cassava, vegetables, 843 hectares of fruit trees, and 720 hectares of forestry trees.

To help people restore production, the Provincial Agricultural Extension Center and local Agricultural Service Centers directly went to the area to guide localities and people on measures to overcome the damage. At the same time, they guided people to register for seeds and materials (supported by the state) to serve the 2024 winter crop production, and prepared documents to request support for people to overcome the consequences of the flood.

Sharing about this issue, Director of the National Agricultural Extension Center Le Quoc Thanh said: “The storm and flood have passed, so the urgent task now is for localities and people to join hands and take drastic action immediately to overcome the consequences in order to restore production and ensure livelihoods for farmers. Currently, the Center has transferred to local agricultural extension centers many sets of documents related to overcoming the consequences and restoring agricultural production. At the same time, the Center has also directed the agricultural extension system to take action to train and guide people to clean and disinfect barns, gardens, crop fields and plant early winter crops to help people harvest immediately to solve the problem of food and income in the near future.”

Deputy Minister of Agriculture and Rural Development Tran Thanh Nam said: “The Ministry has established working groups to visit localities heavily affected by the recent storm and storm circulation No. 3. Through surveys in the localities, we see that it is very necessary to immediately restore production in these areas. However, the current problem is how to ensure enough seeds for people to restore production.”

Regarding the issue of plant varieties, according to Deputy Minister of Agriculture and Rural Development Hoang Trung, many businesses are currently supporting plant varieties through the Ministry of Agriculture and Rural Development to help people restore production soon. Regarding rice varieties for the 2024-2025 winter-spring crop, the basic capacity is sufficient because the preparation time is still long, combined with the companionship and support from businesses.

To restore production soon, the Department of Crop Production also noted that localities need to proactively check, drain water promptly, and clean the fields; proactively prepare vegetable seeds for replanting with leafy, short-term, and water-loving vegetables to provide vegetables in time for the market during the off-season.
