To quickly overcome the consequences of storm No. 3 and the floods after the storm, restore and develop agricultural, forestry and fishery production, ensure food supply, contribute to controlling inflation and stabilizing people's lives, the Prime Minister requested ministries, branches and localities to focus on directing and implementing synchronous, drastic and effective solutions to promote production, maintain growth of the agricultural sector, ensure stability of people's lives, quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth and control inflation well.
The Prime Minister assigned the Chairmen of the People's Committees of provinces and cities, especially those affected by recent storms, floods and landslides, to focus on directing competent agencies to urgently review and fully and accurately count the damage to agricultural production; proactively and actively mobilize maximum local resources (local budget, natural disaster prevention fund and other legal resources) to immediately implement support policies for those affected in accordance with the law.
In case the local budget does not have enough resources to support, the provincial People's Committee shall send a document to the Ministry of Finance to handle the advance payment of funds to the locality to implement mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics.
Localities focus on directing and proactively promoting the organization of agricultural, forestry and fishery production according to the orientation and direction of competent authorities and the Ministry of Agriculture and Rural Development; guide and support people to promptly implement solutions to restore production, especially in cultivation, aquaculture and livestock, especially the supply of plant and animal varieties in areas affected and damaged by natural disasters to promote production and business, ensuring stable lives for people in the last months of 2024, especially the occasion of the Lunar New Year 2025.
Localities organize monitoring, supervision, and grasp the situation of promoting agricultural production and business, especially the supply and demand of essential agricultural products and prices of input materials for agricultural production in the area to proactively have solutions to ensure supply, control prices, and prevent speculation, illegal profiteering, and unreasonable price manipulation that affects people's lives.
The Ministry of Agriculture and Rural Development reviews agricultural production plans and options, considers boosting production in localities not affected by the recent storms and floods to proactively regulate and ensure adequate food supply in the coming time, especially at the end of the year and the Lunar New Year 2025. Before October 5, the Ministry of Agriculture and Rural Development will complete the review, synthesis, and promptly coordinate with relevant ministries and agencies to resolve within its authority or report to competent authorities to resolve local recommendations on supporting materials, chemicals for environmental treatment, plant varieties, livestock, and aquatic breeds for people to restore production.
The Ministry of Industry and Trade promptly implements measures to regulate, ensure supply, control prices, prevent speculation, hoarding, price manipulation, consumption of fake and poor quality goods, and taking advantage of natural disasters and floods for profit; presides over and coordinates with relevant ministries and agencies to research and propose necessary support policies to restore production and business activities of processing facilities, logistics and warehouses damaged by storms and floods to ensure that the food supply chain is not interrupted.
The Ministry of Finance shall preside over and direct the immediate implementation of financial support policies, tax exemptions, reductions, and extensions, land rents, water surface rents, etc., within its authority, for localities and subjects affected or damaged by storms and floods, especially agricultural production, in accordance with the law; continue to research and develop policies to exempt and reduce fees and charges for subjects suffering damage.
The State Bank of Vietnam continues to direct credit institutions and commercial banks to proactively calculate support plans, restructure terms, maintain debt groups; be more proactive in considering exemption and reduction of interest rates for affected customers, develop new credit programs with appropriate preferential interest rates, and continue to provide new loans to customers to restore production and business after the storm in accordance with current legal regulations. At the same time, accelerate the implementation and disbursement of the credit package for the forestry and fishery sectors that is being deployed, prioritizing localities damaged by recent storms and floods, and consider increasing the scale if effective and necessary.
The Prime Minister requested farmers, people, cooperatives, businesses... to continue promoting self-reliance, self-reliance, creativity, proactively overcoming difficulties and challenges to restore production and business; at the same time, contribute ideas and suggestions to authorities at all levels to have timely, appropriate and effective solutions to join hands to overcome the consequences caused by storms and floods.
Ministries, sectors and localities continue to proactively and actively mobilize domestic and international partners and sponsors to mobilize financial resources and aid goods and provide prompt and timely support to affected people and localities.
According to statistics, as of September 26, storms and floods have left 344 people dead and missing, nearly 2,000 people injured; over 260,000 houses, 1,900 schools had their roofs blown off, damaged, collapsed, swept away by floods; a series of energy, telecommunications, transportation, irrigation, and dike infrastructure projects suffered incidents; nearly 350,000 hectares of rice, crops, and fruit trees were flooded and damaged; 8,100 cages and rafts, 31,000 hectares of aquaculture were damaged; over 4.5 million livestock and poultry died; hundreds of hectares of agricultural land were silted up, destroyed by water... greatly affecting production, business, and growth of the agricultural sector in 2024.
