DNVN - Professor, Dr. Nguyen Mai - Chairman of the Association of Foreign Investment Enterprises said that sports betting causes negative consequences. Many illegal football betting cases have international elements of some organizations with the participation of domestic and foreign brokers, some gambling enthusiasts causing losses of billions of USD.
Leading the workshop "Comments on amendments and supplements to Decree 06/2017/ND-CP on horse racing, dog racing and international football betting business", on the afternoon of November 28, Dr. Nguyen Anh Tuan - Vice President of the Association of Foreign Investment Enterprises said that horse racing, dog racing and international football betting business is a common trend and is developing in many countries around the world. Currently, this industry has a total global revenue of up to hundreds of billions of USD.
In Vietnam, the Government issued Decree No. 06/2017/ND-CP dated January 24, 2017 on betting on horse racing, dog racing and international football. This shows the attention of our Party and State to the development of this business.
However, due to difficulties and obstacles in the application process, Decree No. 06/2017/ND-CP has not yet been put into practice. This has led to negative socio-economic consequences.
To overcome this situation, on April 8, 2024, the National Assembly issued Resolution No. 1035/NQ-UBTVQH15 of the National Assembly Standing Committee. It set out the task for the Government and the Ministry of Finance to complete the legal framework for the fields of lottery, betting, casino and prize games. The Resolution requires that by 2025 at the latest, the amendment of Decree No. 06/2017/ND-CP must be completed.
Speaking at the opening of the workshop, Professor, Dr. Nguyen Mai - Chairman of the Association of Foreign Investment Enterprises said that General Secretary To Lam requested ministries and branches to end the situation of "if you can't manage, then ban".
“In my opinion, there is also the view that "it can be managed, there is a legal corridor but some ministries do not want to implement it". A typical example is sports betting, which causes negative consequences.
Many illegal football betting cases with international elements have caused billions of dollars in losses. They have caused damage to businesses with sufficient capital, human resources and technology, and lost revenue to the State budget,” said Mr. Mai.
According to Mr. Mai, in 2018, the National Assembly issued the Unified Law on Physical Education and Sports. It stipulates the legal framework for sports betting and sports betting business. The Government has issued a decree on this issue, even clearly defining the subjects of application, but the law enforcement has not been strict.
Betting on horse and dog racing has been piloted for many years without any incidents, consequences or social evils. This shows that there is no need to extend the pilot phase of betting on racetracks, but rather create conditions for businesses to soon apply ticket distribution methods outside the racetracks to offset costs and contribute more to the State budget.
The Chairman of the Association of Foreign Investment Enterprises said that Decree 06/2017/ND-CP stipulating a 5% contribution rate from the pilot international football betting business is too big a burden for businesses, leading to very low payouts for players.
Regarding advertising, this decree stipulates that betting businesses are only allowed to advertise using billboards and signs within the premises of the business, racetracks, and fixed betting ticket sales points. However, it must ensure that outsiders cannot hear or see the advertising content.
“If businesses are not allowed to advertise outside, how can they attract illegal bettors to switch to legal betting, especially for international football betting businesses?” Mr. Mai asked.
Recommending some issues to amend and supplement Decree 06/2017/ND-CP, Mr. Mai emphasized that it is necessary to supplement and amend Article 12 in the direction that the entire technical equipment system, including servers, backup servers and data warehouses, must be located within the territory of Vietnam so that state management agencies can control it 24/7 whenever necessary.
It is necessary to amend Articles 14 and 15 to allow the method of distributing betting tickets by telephone and Internet at the same time after at least one year of business distributing betting tickets through terminals in the racetrack (for betting on horse racing, dog racing) and at fixed ticket sales points (for betting on international football).
At the same time, it is necessary to amend Article 42 in the direction of reducing the contribution rate of enterprises to the budget to a more reasonable level or should contribute 5% on profits instead of on revenue. Amend Article 48 in the direction of allowing advertising but not directly or indirectly encouraging participation in betting and add Article 63 in the direction of enterprises that have been granted certificates of eligibility to conduct betting business before this decree takes effect.
