New development step with private economic sector

(PLVN) - Following the content of the meeting of the Steering Committee for the development of the private economic sector (SEDP) project chaired by Prime Minister Pham Minh Chinh, Head of the Steering Committee on April 2, 2025; the Prime Minister's instructions were assessed as truly breakthrough viewpoints, enthusiastically agreed with, supported and welcomed by the people in general and the business community in particular.

The private economic sector currently has more than 940,000 enterprises and more than 5 million business households in operation, which is the core force that creates wealth and material, makes important contributions to economic growth, creates jobs, improves labor productivity, promotes innovation, increases national competitiveness, contributes to hunger eradication, poverty reduction, and stabilizes social life. The private economic sector contributes 50% of GDP, more than 30% of total state budget revenue, and 82% of total labor force. Many private enterprises have grown strongly, affirmed their brands, and reached out to the world market.

However, according to the report at the meeting, the current awareness of the position and role of the private sector in the economy is still inadequate; institutions and laws are still entangled and inadequate; freedom of business and property rights are not fully guaranteed. The private sector still faces many barriers in accessing resources, especially capital, land, resources, and high-quality human resources.

In the new development stage, it requires new awareness, thinking, and breakthrough solutions to arouse confidence and create new momentum for the private economy. Therefore, the Prime Minister emphasized the need to liberate the entire productive capacity of the economy through the development of the private economy; mobilize all resources of the private sector for national development. Ensure property rights and ownership rights; ensure the broadest and most extensive freedom of business; equal access to the country's resources and assets; change the state from passively receiving, resolving administrative procedures, and removing difficulties for enterprises and the private economy to a proactive and active state of promoting the development of the private economy in the right direction, serving the interests of the nation, the people, and the interests of the people. In particular, the Prime Minister stated that "it is necessary to unify the perception of the role, position, and importance of the private economy in the overall economy, affirming that this is the most important driving force for growth".

Suggesting specific solutions, the Prime Minister stated that it is necessary to “boldly and confidently assign difficult tasks to the private sector”; have a mechanism to assign the private sector to participate in the development and modernization of the defense and security industry; and be able to mobilize and assign tasks to private enterprises in participating in key national projects. We must trust the private sector, create motivation and inspiration for the private sector, and encourage all people and enterprises to develop production and business.

From being not recognized in the economy, then recognized in 1986 and now being suggested as "the most important driving force for growth", is the joy and pride of the private economic force. There will certainly no longer be a situation where some officials make things difficult, harass, and work in a "give-and-take" manner with enterprises. Enterprises and businessmen will certainly no longer have to be burdened with the burden of both struggling to do business and having to endure unreasonable "asking - giving". With the trust and encouragement of the Party, the State and the whole people, the private economic sector will certainly be increasingly enthusiastic in developing, creating jobs, livelihoods, bringing efficiency to society, enriching themselves, their families and the country.
