Closing 2024 with an impressive number: 31/31 targets completed and exceeded the set plan. This result reflects the efforts, determination, and drastic direction and management of the Party Committee and the government of Sam Son City; at the same time, it also shows a socio-economic picture with many bright colors.
Sam Son City entered the implementation of targets and tasks in 2024 with many objective and internal difficulties and challenges. However, with the timely, creative and effective direction of the Provincial Party Committee, People's Council and Provincial People's Committee; the focused direction and drastic management of Party committees and authorities at all levels, together with the efforts of the People and the business community, the city has completed and exceeded all set targets.
The highlight of the city's socio-economic growth picture is the total production value (at current prices) estimated at VND24,515 billion; the growth rate of production value reached 12.3%, exceeding the set plan and ranking second in the province. Of which, agricultural, forestry and fishery production was stable, maintaining growth. Production value (at current prices) was estimated at VND2,379 billion, up 2.8% over the same period. Total grain output was estimated at 7,200 tons, up 1.4% over the same period, equal to 125% of the plan. The service sector grew strongly, with production value (at current prices) estimated at VND10,816 billion, up 13.1% over the same period.
Industrial production - construction grew quite well, production value (current price) is estimated at 11,320 billion VND, up 10.7% over the same period. Many large and important projects of the city continue to be implemented and completed and put into operation, such as: Sea Square and Festival Landscape Axis project, Sun World Sam Son Water Park, Memorial Area for Southern compatriots, cadres, soldiers and students regrouping to the North (Area A). The Thanh Hoa - Sam Son Landscape Axis project, Highway 4C are being accelerated. Projects of investors continue to be implemented, such as: Sea Square urban area; Nam Song Ma entertainment area; Song Do ecological resort urban area; Dong A marine ecological urban area; Hung Son villa area...
State budget revenue reached an impressive figure, estimated at VND 2,179 billion, equal to 288% of the provincial estimate, equal to 103% of the city People's Council estimate. Business development exceeded the province's plan, with 150 newly established enterprises, exceeding the province's plan (150/145), reaching the city's plan (150/150); establishing 2 cooperatives and issuing more than 1,200 business household registration certificates. Public investment capital disbursement met the requirements and progress of disbursement according to the direction of the province and the city. Specifically, the total city budget capital allocated from land use fee revenue in 2024 is VND 210 billion, of which VND 210 billion has been disbursed (out of the total capital plan of VND 287.5 billion, reaching 73.04%); Provincial budget capital of 128 billion VND, it is estimated that by the end of 2024, the city will complete 100% disbursement. The business investment environment continues to improve, the city ranks 2nd in the province in terms of competitiveness index (DDCI), with a score of 89.94 and is the leading locality in terms of dynamism index and the role of the head with a score of 9.98 points...
The quality of cultural and social activities continues to be improved. Festival programs are well organized, leaving a good impression on the people and tourists, especially the sea tourism festival and the inauguration of the Sea Square and the festival landscape axis. The successfully organized programs and events have contributed to promoting the cultural values and tourism products of the city to friends and tourists. The key education is maintained, with 1 student winning a Bronze medal at the Asia-Pacific Physics Olympiad, 27 students winning prizes in national competitions, and 156 students winning prizes in the provincial excellent student selection competition. Attention is paid to the direction of building national standard schools. Up to now, the city has 38/40 schools, reaching a rate of 95% and achieving the plan assigned by the city.
People's health care continues to receive attention. Social security policies and regimes are fully and promptly implemented. Vocational training and job creation have seen many changes, with 2,600 workers introduced, new jobs created and 200 workers sent to work abroad for a limited period (reaching 133% of the assigned target). Poverty reduction has achieved positive results, the rate of poor households has decreased to 0.85%, and near-poor households to 2.22%. The city has effectively implemented the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the spirit of Directive No. 22-CT/TU.
In addition, the work of building and completing the plan for the arrangement of commune-level administrative units was carried out urgently, in accordance with regulations, and was approved by the National Assembly Standing Committee. The political security situation and social order and safety in the area were maintained, continuing to create a stable and favorable environment for socio-economic development. The work of building the Party and the political system was strengthened and effectively implemented, ensuring stability, solidarity and unity. The year 2025 plays a particularly important role, being the year that determines the results of implementing the Resolution of the 17th City Party Congress, term 2020-2025 and the 5-year Socio-Economic Development Plan (2021-2025). At the same time, it is the year to organize Party congresses at all levels, the year to consolidate new development foundations to implement the Socio-Economic Development Plan for the period 2026-2030. The tasks set are very large, therefore requiring the Party Committee, government and people of the city to strive harder, be more determined and drastic to achieve the highest goals and tasks of 2025. Including important targets such as, the growth rate of production value reaching 12% or more; average income per capita of 85 million VND or more; State budget revenue (excluding land use fees) compared to the target assigned by the Provincial People's Council increasing by an average of over 15%; Total mobilized development investment capital reached 12,381 billion VND or more...
To complete the set targets, the city's key solution is to continue promoting the spirit of solidarity, unity and determination in directing and implementing tasks. At the same time, effectively organize the implementation of plans, schemes, mechanisms and policies that have been issued to concretize the goals, tasks and solutions set out in Resolution No. 07-NQ/TU dated November 26, 2021 of the Provincial Party Standing Committee on the construction and development of Sam Son City to 2030, with a vision to 2045, Resolution No. 298/2022/NQ-HDND dated July 13, 2022, No. 36/2024/NQ-HDND dated October 15, 2024 of the Provincial People's Council on a number of specific mechanisms and policies for the city's development and Resolution of the 17th City Party Congress, term 2020-2025.
Along with that, to accelerate and strive to complete all goals and targets by 2025, the city focuses on removing difficulties and obstacles in implementing socio-economic development tasks. Speed up the implementation progress, soon put large-scale projects into operation. Promote administrative reform, improve the investment and business environment, effectively use resources for development investment. Continue to promote the application of science and technology and digital transformation in production and business activities. Comprehensively and synchronously develop culture and society; focus on ensuring social security, sustainable poverty reduction, improving the material and spiritual life of the people. Strictly manage and effectively use resources and protect the environment; proactively respond to climate change. Firmly ensure national defense and security, maintain political stability, social order and safety... Thereby, contributing to the successful implementation of the Resolution of the 17th City Party Congress and the resolutions of the Party Congresses at all levels, term 2020-2025, creating a foundation for the rapid and sustainable development of Sam Son City in the new period.
