Provincial Party Committee holds regular meeting in June 2024

On July 3, the Provincial Party Committee held a regular meeting for June 2024 to listen to and give opinions on the socio-economic situation, public investment, administrative reform in the first 6 months of the year, tasks and solutions for the last 6 months of the year, and many other important issues. Comrade Thai Thanh Quy, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting. In the first 6 months of the year, the gross regional domestic product (GRDP) growth rate in Nghe An province is estimated at 6.76%, ranking 3rd in the North Central region and 26th in the country, higher than the same period in 2023. Budget revenue reached approximately 13 trillion VND. The province has implemented many solutions to improve the investment and business environment, attract investment and support business development. By June 15, the province had newly granted 39 projects and adjusted 77 projects, with a total capital of nearly 17 trillion VND. Compared to the same period last year, the total newly granted investment capital was 1.14 times higher. Opinions at the review meeting: Regarding the economy in the first 6 months of the year, although the growth rate has not reached the target, it continues to maintain the growth momentum, the following quarter is higher than the previous quarter, the first 6 months of 2024 is higher than the same period in 2023. Besides, there are 5 quite positive points: industrial growth recovers; export turnover continues to increase; budget revenue is positive in terms of collection progress and revenue structure; disbursement of public investment capital is higher than the average in 2023; investment attraction is quite good. However, the disbursement rate of public investment capital in some units and 2 national target programs is still low, in the coming time, it is necessary to emphasize the role and responsibility of the district level in disbursement.

At the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized a number of issues that need attention and direction in the coming time. That is, the land acquisition work of the province has not been achieved in the past. There needs to be a solution to remove difficulties in labor resources, especially for FDI enterprises in the area. If this issue is not looked directly at and there is a timely solution, it will be a bottleneck for the development of the province. The Chairman of the Provincial People's Committee also requested the Provincial Party Committee to pay attention and direct so that the Resolution on supplementing specific mechanisms and policies for the province can soon come into life.

Concluding this content, Provincial Party Secretary Thai Thanh Quy pointed out the advantages, difficulties and impacts of the world, regional and domestic situations on the implementation of goals and targets in the first 6 months of the year. Acknowledging the achieved results, the Provincial Party Secretary proposed to focus on implementing the tasks set out in the last 6 months of the year. First of all, review difficult-to-achieve targets such as growth rate, budget revenue, GDP per capita to focus on implementation. In particular, proactively develop a plan to implement the Resolution on supplementing specific mechanisms and policies of the National Assembly for the province. Continue to promote the investment attraction environment; organize conferences to remove difficulties in labor recruitment. Focus on disbursing public investment capital and clearly identify which localities and agencies are behind... Along with that, prepare well the conditions for the province's key projects.

Next, the meeting discussed the issuance of the Resolution of the Provincial Party Committee Standing Committee on the development of Vinh city to 2030 with a vision to 2045. Regarding the targets and goals of Vinh city to 2030, opinions said that it is necessary to review carefully. Because these targets and goals are set for the expanded Vinh city and not applied to the existing city. In addition, opinions were also concerned about whether the city's wastewater treatment capacity is guaranteed; the city's green space ratio of only 13m2/person is still low and it is necessary to resolutely protect the green space planning. Provincial Party Secretary Thai Thanh Quy suggested that Vinh city absorb and calculate more issues about traffic land, green space ratio/person, etc. The head of the Provincial Party Committee emphasized that the implementation stage is very important for the city to develop. Listening to and giving opinions on the "Master plan for the construction of the High-tech Forestry Zone in the North Central region until 2045", the Provincial Party Secretary noted the project's suitability with the master plan and long-term vision. In addition, when choosing an infrastructure investor, it must be an experienced and capable unit so that the High-tech Forestry Zone can truly enhance the province's wood products, helping Nghe An have high revenue from related activities.

Also this morning, the Provincial Party Committee listened to and gave opinions on the list of projects requiring conversion of rice-growing land use purposes; Investment policies and adjustments for a number of projects. Listened to the results of leadership, direction, review, and handling of difficulties, backlogs, and violations in the implementation of investment projects and the management, operation, and use of the state budget. Gave opinions on the policy of drafting a Resolution of the Provincial People's Council regulating the gift-giving regime, spending content for activities of meeting to honor and show gratitude to heroic martyrs, Dien Bien soldiers, youth volunteers, and frontline workers; Some policies to support ethnic boarding schools and high schools implementing the ethnic boarding school model in ethnic minority and mountainous areas in the province. Listened to and gave opinions on the promulgation of a Decision regulating standards and norms for cars for general work and specialized cars; comment on the program and content of the mid-year regular meeting of the 18th Provincial People's Council, term 2021 - 2026.

Continuing the meeting, in the afternoon of the same day, the Standing Committee of the Provincial Party Committee approved the Project to promote decentralization for the People's Committees at district and commune levels and specialized agencies under the People's Committee of Nghe An province. Based on the submission of the Party Committee of the Provincial People's Committee, the Standing Committee of the Provincial Party Committee agreed on the policy of decentralization including 2 groups: Group 1 includes the contents that have been decentralized and continue to be decentralized, including 8 fields that have had decentralization documents, including: Tourism; Agriculture and Rural Development, Science and Technology; Construction; Transportation; Culture and Sports; Home Affairs and Health. Group 2 includes additional decentralization contents in 6 fields: Industry and Trade (3 contents), Education and Training (2 contents); Construction (6 contents); Transportation (2 contents), Labor - Invalids and Social Affairs (2 contents), Agriculture and Rural Development (1 content).

Concluding this content, Provincial Party Secretary Thai Thanh Quy requested that after the Project is submitted to the Provincial People's Council for approval, it is necessary to organize regular dissemination so that people know and implement the procedures at the decentralized level. At the same time, the decentralized contents need to be clearly defined because in the newly added contents, there are contents that the district level has decentralized to the commune level after being decentralized by the Provincial People's Committee. On the other hand, to implement the decentralized contents will be closely linked to the apparatus, organization, people, and implementation costs, so the Provincial Party Secretary requested that there must be specific instructions; along with that, it is necessary to strengthen supervision and post-inspection work, especially in the beginning, to supervise, urge, and remind the decentralized level; if it exceeds the capacity of the subordinate, it must be withdrawn, and errors must not be made during the implementation process. Emphasizing the general spirit of the State promoting decentralization, the Provincial Party Secretary requested to continue reviewing. If during the implementation process, it is found that there is a need for decentralization, then continue to propose to the competent authority, with the goal of creating the most favorable conditions for people and businesses in the process of implementing administrative procedures.

Also in the working program on the afternoon of July 3, the Provincial Party Standing Committee reviewed 5 years of implementing Action Program No. 88 of the Provincial Party Executive Committee on implementing Resolution No. 28 of the Party Central Committee (12th tenure) on reforming social insurance policies; discussed and issued the Directive of the Provincial Party Standing Committee on strengthening leadership and direction in implementing social insurance and health insurance policies in Nghe An province. The Provincial Party Standing Committee also approved the Project to strengthen the propaganda of the Party's guidelines and policies, the State's policies and laws to effectively implement Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045. This Project was issued with 9 tasks and solutions aimed at creating unity in leadership, direction and consensus in society to successfully implement the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress and the resolutions of the Party Congresses at all levels, term 2020 - 2025, especially Resolution No. 39 and Action Program No. 68, dated November 15, 2023 of the Provincial Party Executive Committee on implementing Resolution No. 39.
