Ministry of Construction disburses more than 8,300 billion VND in 3 months

The Ministry of Construction estimates to disburse more than VND 8,300 billion, reaching nearly 10% of the plan, basically reaching the average disbursement rate nationwide.

Reporting on the disbursement situation at the March 2025 basic construction meeting of the Ministry of Construction this afternoon (April 1), Mr. Tran Minh Phuong, Director of the Department of Planning and Finance, said that in 2025, the total capital plan assigned by the Ministry of Construction by the Prime Minister is about VND 83,746 billion, including more than VND 81,300 billion of assigned capital and nearly VND 2,400 billion of extended disbursement time.

Disbursement of more than 8,300 billion VND

By March 31, 2025, the Ministry of Construction is estimated to disburse more than VND 8,300 billion, reaching nearly 10% of the plan, basically reaching the average disbursement rate nationwide.

According to the report, some investors disbursed at a rate higher than the average of the Ministry and met the registered plan, including: Vietnam Road Administration (reached more than 10%, exceeding 62 billion VND compared to the commitment); Maritime Project Management Board (reached 13%, exceeding 3 billion VND); Western University of Construction (reached 27%); Hanoi University of Architecture (reached nearly 16%); Ninh Binh Department of Transport (reached 29.5%).

Some investors have disbursed higher than the average of the whole Ministry but have not yet met the registered progress such as: My Thuan Project Management Board; Ho Chi Minh Road Project Management Board; Project Management Board 7; Project Management Board 6. On the contrary, some investors have disbursed results lower than the average of the whole Ministry such as: Project Management Board 85; Thang Long Project Management Board; Project Management Board 2; Railway Project Management Board; Waterway Project Management Board.

Some local investors were assigned large capital, but have not registered for disbursement and have not disbursed such as: Phu Tho Department of Transport, Dak Lak Project Management Board, Ha Tinh Department of Transport, Da Nang Department of Transport, Cao Bang Department of Transport; Quang Binh Department of Transport; Yen Bai Department of Transport; Quang Tri Department of Transport. The main reason is due to problems with site clearance and completion of investment procedures.

Identifying that the disbursement pressure in the coming time is still very large, the leaders of the Department of Planning and Finance requested investors to speed up the disbursement progress, accurately determine capital needs to ensure the completion of key projects according to the directed schedule and other projects with completion progress in 2025.

The Department of Planning and Finance will review the disbursement needs in 2025, advise the Ministry's leaders to report to the Prime Minister to adjust the medium-term public investment plan for the period 2021 - 2025 to supplement capital for projects that need to accelerate implementation progress, disbursement, and completion in 2025.

Investment progress of 21 rest stops on the highway

Regarding the investment situation of 21 rest stops on the North-South Expressway in the East, Mr. Bui Quang Thai, Director of the Vietnam Road Administration, said that with 8 stations under construction, 3 stations have handed over the entire site on the routes: Mai Son - National Highway 45; Dien Chau - Bai Vot, Vinh Hao - Phan Thiet station Km205.

There are 2 new stations that have partially handed over the land on the routes: Nghi Son - Dien Chau (70% of the area has been handed over), Phan Thiet - Dau Giay (52% of the area has been handed over). 3 stations have not yet handed over the land on the routes: Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet.

It is expected that the construction site of the rest stops on the Nghi Son - Dien Chau and Phan Thiet - Dau Giay routes will be handed over in full before April 15, 2025. The rest stops on the three routes Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet are striving to be handed over in April.

Regarding related procedures, currently 4/8 stations have completed environmental impact assessment (Mai Son - QL45; Nghi Son - Dien Chau; Nha Trang - Cam Lam; Vinh Hao - Phan Thiet Km205); the remaining 4/8 stations are being completed (Dien Chau - Bai Vot; Cam Lam - Vinh Hao; Vinh Hao - Phan Thiet Km144; Phan Thiet - Dau Giay).

The design approval work has completed the appraisal of 6/8 stations, the investor is approving; the remaining 2/8 stations cannot access the site for survey (Cam Lam - Vinh Hao station; Vinh Hao - Phan Thiet at Km144).

For the 9 stations that have had contractor selection results and signed contracts, up to now, 3 stations on the routes: QL45 - Nghi Son; Vung Ang - Bung; Van Phong - Nha Trang have had land.

6 stations that have not yet handed over the site include: Ham Nghi - Vung Ang; Bung - Van Ninh; Van Ninh - Cam Lo; Cam Lo - La Son; Km15+620 Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon. For these stations, the Project Management Boards: 2, 6, 85, Thang Long, and Ho Chi Minh Road need to work with the locality to hand over in April 2025 and coordinate with investors to speed up procedures for environmental impact assessment and design approval to start construction soon.

As for the remaining 4 stations that have to handle the bidding situation, the station on the Can Tho - Hau Giang route is being re-bid by the investor, expected to bid and sign the contract in May 2025.

With 3 stations on the routes: Quy Nhon - Chi Thanh, Hau Giang - Ca Mau, Quang Ngai - Hoai Nhon, the Vietnam Road Administration is also asking investors to speed up the investment procedure processing, early bidding, and contract signing.
