On the afternoon of July 10, Comrade Pham Minh Chinh, Politburo member, Prime Minister, Chairman of the National Committee on Digital Transformation chaired the 9th meeting of the Committee and the Working Group implementing Project 06 of the Government on the preliminary review of the first 6 months of 2024 implementing national digital transformation and Project 06 of the Government.

Also attending the conference were comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister, Permanent Vice Chairman of the National Committee on Digital Transformation.

The conference is connected online to ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities.

According to the report of the Ministry of Information and Communications, in the first 6 months of the year, ministries and branches have made efforts and focused on developing and submitting to competent authorities for promulgation many documents and policies to improve the legal environment and promote national digital transformation. State agencies continue to create, exploit, use and operate national databases and specialized databases in socio-economic management and administration.

Online public services, the rate of online records (out of the total number of administrative procedure records) nationwide reaches 42% (17% by the end of 2023); ministries and branches reach 61% (38% by the end of 2023); localities reach 17% (9% by the end of 2023).

63/63 localities (an increase of 14 localities compared to the end of 2023) have issued policies to reduce, exempt, and charge fees for using online public services; 15/63 localities (an increase of 2 localities compared to the end of 2023) have issued policies to reduce time to encourage people to use online public services.

The digital economy in the first 6 months of the year is estimated to grow by 22.4% and the proportion of the digital economy in GDP is estimated at 18.3%. Revenue from the information technology sector (digital economy ICT) is estimated at 1,928,311 billion VND, an increase of 26% over the same period in 2023.

Implementing Project 06, the awareness and actions of all levels, sectors and people regarding digital transformation in general and the implementation of Project 06 in particular have changed significantly. All levels, sectors and localities have a clearer view of the current state of infrastructure, human resources, data, security and safety and the need for improvement to meet the requirements of implementing Project 06. Many utilities from population data, citizen identification, and electronic identification have been provided, and people and society have benefited more and more.

Specifically, 43/76 essential public services related to people have been provided on the National Public Service Portal. Of which, 36 public services are implemented in full (people can perform them anytime, anywhere, without having to directly contact state agencies, reducing paperwork and travel expenses). People have been exempted from fees and charges when performing public services online and have been provided with full documents to ensure daily activities and work even in the online environment. 100% of citizens have been issued personal identification numbers; 86.3 million citizens have been issued electronic chip ID cards; more than 75.7 million electronic identification accounts have been issued and over 55.25 million accounts have been activated. Through connecting, sharing and integrating documents, people enjoy many conveniences...

Discussing at the conference, delegates discussed the remaining issues in the digital transformation process and the implementation of Project 06, such as: The rate of administrative procedures provided as full-service online public services is low, only reaching 48%. The smart operation center does not have a data-based operation scenario. There is no complete legal corridor for data to become an input for the economy. The connection, sharing, and reuse of data in the direction that people and businesses only provide information once is still limited...

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized that digital transformation in our country has now reached "every alley, every house, every person".

In addition to the achievements, the Prime Minister criticized ministries, branches and localities for their limitations in completing tasks and solutions on digital transformation. To complete the tasks in the last months of the year, the Prime Minister requested ministries, branches at the central level and localities to prioritize resources and accelerate the implementation of tasks and solutions on digital transformation set out in the Digital Transformation Plan for 2024.

Ministries, sectors and localities must take people and businesses as the center of digital transformation; focus on building databases for ministries, sectors and localities. Ministers, sector heads, chairmen of provincial and municipal People's Committees nationwide must directly direct the implementation of digital transformation.

In implementing Project 06, the Prime Minister requested ministries, branches and localities to urgently develop a roadmap to complete the connection of the Electronic Data Management Warehouse of organizations and individuals on the Administrative Procedures Information System at the ministerial and provincial levels with the Electronic Data Management Warehouse of organizations and individuals on the National Public Service Portal. Localities must urgently adjust the Administrative Procedures Information System to connect with the Interconnected Public Service Software System, to be completed before July 2024.
