Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung has responded to the petitions sent by voters of Bac Kan, Hai Duong, Quang Nam, Khanh Hoa and Binh Thuan provinces before the 7th session of the National Assembly.
Voters pointed out that Decree 145/2013 of the Government regulating the organization of commemorative days, awarding ceremonies, receiving forms of commendation, emulation titles, foreign affairs ceremonies and welcoming and receiving foreign guests, Dien Bien Phu Victory Day (May 7, 1954) is a major national holiday.
This is an event of great historical significance to the Vietnamese people. Therefore, voters propose to study, consider and supplement the 2019 Labor Code to stipulate that the annual anniversary of the Dien Bien Phu Victory is a public holiday.
At the same time, the whole population gets a day off, workers get a day off with full pay.
Along with that, voters suggested that the ministry consider submitting to the National Assembly an amendment to the Labor Code in the direction of adding one more day off for employees (with full pay) on September 5 every year.
This is considered a national festival of taking children to school, a beautiful custom of the Vietnamese people, to care for the future of the young generation, demonstrating the concern of parents for their children and the community for education.
Voters even suggested that the ministry consider adding two more days off for National Day (from September 2 to 5), creating an opportunity for workers to take their children to school on the first day of school.
This is the earnest wish of the majority of workers with school-age children.
“Many voters who are union members and workers agree with the proposal of the General Confederation to add two more days off for National Day (from September 2 to 5 every year) because the number of official days off in the year is still limited and to give workers the opportunity to take their children to school for the opening ceremony.
Vietnam currently has 11 official holidays including New Year's Day (1 day), Lunar New Year (5 days), Hung Kings' death anniversary (1 day), Victory Day and International Labor Day (2 days), National Day (2 days).
This number of days off is about 5-6 days lower than the average of Southeast Asia and the world," voters said.
Will coordinate with agencies, organizations, evaluate and research when amending the law.
Responding to voters' opinions, Minister Dao Ngoc Dung stated that the time off for holidays and Tet for workers is being studied and proposed based on many factors such as religion, customs, habits, the meaning of the holiday and socio-economic impact.
Adding more holidays and Tet holidays with full pay, in addition to encouraging employees, will also create pressure on employers because these are paid days off for employees.
The Ministry of Labor, War Invalids and Social Affairs will coordinate with relevant ministries, branches, agencies and organizations to assess socio-economic impacts and research and advise in the process of amending and supplementing the Labor Code.
