The Ministry of Transport is seeking opinions from ministries and branches on the draft National Technical Regulations on Driver Training Centers.

In particular, the drafting agency proposed to add many regulations on driver training, to comply with the Law on Road Traffic Order and Safety (effective from January 1, 2025) and the practical situation.

Accordingly, the Ministry of Transport proposed to supplement regulations on driving tests for classes C1 and D1.

The Ministry of Transport said that the 2008 Road Traffic Law stipulates driving licenses for driving trucks, trailer trucks, and passenger cars with up to 30 seats, as follows: Class C is granted to drivers of trucks and tractors with a load capacity of 3,500 kg or more. Class D is granted to drivers of passenger cars with 10 - 30 seats.

The circular providing detailed instructions on the Road Traffic Law has provisions on training, testing, and granting of driving licenses for classes C and D.

However, the Law on Road Traffic Order and Safety has reclassified driving license classes. In particular, it added classes C1 and D1 and regulated driving license classes for driving trucks, trucks pulling trailers, and passenger cars with up to 30 seats as follows:

Class C1 is granted to drivers of trucks and specialized vehicles with a total designed weight of over 3,500kg to 7,500kg; types of trucks specified for Class C1 driving licenses pulling trailers with a total designed weight of up to 750kg; types of vehicles specified for Class B driving licenses.

Class D1 is granted to drivers of passenger cars with more than 8 seats (excluding the driver's seat) to 16 seats (excluding the driver's seat); types of passenger cars specified for class D1 driving license pulling trailers with a total designed weight of up to 750kg; types of vehicles specified for class B, C1, C driving licenses.

Before the new regulations of the Law on Road Traffic Order and Safety, the Ministry of Transport said it was necessary to adjust driver testing, even though it would increase costs for businesses.

This adjustment aims to ensure compliance with international treaties to which Vietnam is a member. At the same time, it increases the rights and legitimate interests of citizens in choosing driving license categories suitable for their personal purposes; strengthens the assurance of traffic order and safety; and ensures the consistency of the Law on Traffic Order and Safety in the legal system.
