How do people monitor traffic police?
The Circular amending and supplementing a number of articles of Circular No. 67/2019 regulating the implementation of democracy in ensuring traffic order and safety (TTATGT) issued by the Ministry of Public Security will take effect from November 15.
The notable content of the new Circular is that the Ministry of Public Security has changed the regulations on the form of people's supervision in ensuring traffic safety.
From November 15, people will be able to monitor traffic police through 5 forms.
Specifically, people will be monitored through the following 5 forms: Access to public information from the police force and on mass media; through monitoring entities as prescribed by law.
Direct contact and resolution of work with officers and soldiers; results of resolution of cases, petitions, complaints, denunciations, recommendations, and reflections; direct observation of traffic safety work. Supervision must ensure the following conditions: Not affecting the normal activities of officers and soldiers while performing their duties; outside the area of official duty.
Thus, from November 15, the form of monitoring law enforcement officers on duty through recording devices will be eliminated.
Lawyers fined up to 30 million VND for insulting judges and prosecutors
Decree 117/2024 amending and supplementing Decree 82/2020 on administrative sanctions for violations in the fields of judicial assistance; judicial administration; marriage and family; civil judgment enforcement; and enterprise and cooperative bankruptcy takes effect from November 15.
Among the additional contents compared to Decree 82/2020, the new decree has additional provisions related to the practice of law. Accordingly, from November 15, lawyers can be fined from 15-30 million VND if they insult the honor, dignity, and reputation of the person with the authority to conduct the proceedings.
This is also the content stipulated in Article 15 of Decree 02/2022/UBTVQH15 on administrative sanctions for acts of obstructing litigation activities.
Also according to Decree 117/2024, in case a lawyer commits an act violating the above provisions against a competent person or other persons performing duties at the request of the court, he/she shall be punished according to the provisions of Clause 3, Article 15 and Clause 3, Article 21, Ordinance No. 02/2022/UBTVQH15.

Increase monthly allowance by 15% for demobilized and discharged soldiers
This regulation will take effect from November 1, 2024, according to the content stated in Circular 53/2024 of the Ministry of National Defense on adjusting monthly allowances for demobilized and discharged soldiers.
Circular 53 applies to the following individuals:
Demobilized and discharged soldiers are receiving monthly allowances according to regulations on implementing the regime for soldiers participating in the resistance war against the US to save the country with less than 20 years of service in the army who have been demobilized and discharged and returned to their localities.
Soldiers and people working in secretarial work receive salaries similar to those of soldiers who have been demobilized, discharged, or quit their jobs and are receiving monthly allowances according to decisions on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975 and have been demobilized, discharged, or quit their jobs.
For the above two subjects, the new Circular will increase by 15% on the monthly subsidy level of June 2024. The monthly subsidy level after adjustment is as follows:
New regulations on interest rates
According to the State Bank of Vietnam, from November 20, many circulars will apply regulating interest rates for organizations and individuals.
Specifically, Circular 48/2024 on interest rates on deposits in Vietnamese Dong stipulates that interest rates must not exceed the maximum interest rates for demand deposits and deposits with terms of less than 1 month, and deposits with terms from 1 to less than 6 months in each period and each type of credit institution.
Circular 47/2024 amends the form of deposits withdrawn before maturity from deposit certificates, promissory notes, treasury bills and bonds issued by credit institutions into deposit certificates issued by credit institutions.
Or Circular 46/2024 on interest rates on US dollar deposits not exceeding the maximum interest rate decided in each period for deposits of organizations and individuals including promotional expenses in any form.
How has the diet changed for prisoners?
The Government issued Decree No. 118/2024/ND-CP (effective from November 15) detailing the implementation of a number of articles of the Law on Enforcement of Criminal Judgments. In particular, the decree clearly stipulates the regimes of food, clothing, and medical care for prisoners.
Specifically, prisoners are guaranteed by the State, the monthly standard quantity includes: 17 kg of rice; 15 kg of green vegetables; 1 kg of pork; 1 kg of fish; 0.5 kg of sugar; 0.75 liters of fish sauce; 0.2 liters of cooking oil; 0.1 kg of MSG; 0.5 kg of salt...
In addition, prisoners are allowed to use their gifts and money for additional food, but not more than 3 times the monthly food allowance for each prisoner, and must go through the custody system and canteen serving the prisoners' daily life of the detention facility.
Prisoners are provided with: 2 sets of long clothes made of regular fabric according to a unified model/year; 2 sets of underwear/year; 2 face towels/year; 2 personal mats/year; 2 pairs of slippers/year; 4 toothbrushes/year; 600g of toothpaste/year; 3.6kg of soap/year; 800ml of shampoo/year...
Female prisoners are provided with necessary personal hygiene items equivalent to 2 kg of rice/person/month. Prisoners participating in labor and vocational training are given 2 sets of protective clothing and other necessary protective equipment each year.
